The Office of Housing (HOU) drives policy and strategy for housing islandwide. The office leads cross-sector collaboration and policy change to stimulate the acquisition, development, and preservation of housing for all of Oahu’s residents, including the creation of pathways from homelessness to housing. 

The significance of the City’s role and responsibility to create viable solutions to ease Oahu’s Housing crisis cannot be overstated. We have embraced this challenge with full resolve because there is no more fundamental need or matter of greater importance.

Rental and Utility Relief Program’s Community Enrollment Events
The Council for Native Hawaiian Advancement (CNHA) is holding community enrollment events for the Rental and Utility Relief Program (RURP). These are for first-time applicants only. Saturday, April 13 and Saturday, April 27, from 9 a.m. to 1 p.m., at CNHA's office in Kapolei, 91-1270 Kinoiki St., Building 1. Appointments are required. Contact CNHA at (808) 596-8155 or rurp@hawaiiancouncil.org to make an appointment. No application is guaranteed funding.

Seeking proposals for Kihapai Place
DLM is seeking a public-private partnership with a developer to construct, operate, and maintain the project through a ground lease. The partnership will ensure the effective construction, management, and rental of the units to eligible individuals and families, primarily at or below 80% of the median income.

Resurrection of the PAB Program
The Blangiardi Administration resurrected the PAB program after a 23-year hiatus, launching its Multi-Family Rental Housing Program for the issuance of tax-exempt PABs to facilitate the development and preservation of affordable housing. As of November 2023, $258,000,00 has been awarded to preserve over 950 affordable units throughout O’ahu.

Making City Lands Available for Affordable Housing
The city made its lands available to private developers through a competitive bid process to build affordable housing for the community. By the summer of 2024, the City will have made over 18 acres of land available for the development of nearly 850 affordable rental units.

Creating New Affordable Housing Opportunities in Kailua
In August 2023, DLM successfully completed the strategic real estate acquisition of 734 and 735 Kīhāpai Place in Kailua, expanding the city’s property portfolio and paving the way for the creation of much-needed affordable housing in the Kailua area. The $5,000,000 purchase price includes the land and construction drawings for the development of a four-story affordable housing building containing 42 one- and two-bedroom units.
