Communities across Oʻahu only truly thrive when housing opportunities are a reality for every resident — and given our island’s housing crisis, the City and County of Honolulu’s role in the development of housing has never been more critically important.
The sense of urgency surrounding the housing shortage demands that we formulate solutions to be implemented in the near term while also engaging in long-range planning to increase the delivery of housing on Oahu. We will begin by shifting the focus of how government views housing development, and work towards adopting a better balance between government regulation and restrictions with incentives and production-oriented housing policies as we fulfill our fiduciary duties of being good stewards of the public trust and taxpayer monies.
This list represents an inventory of the City and County of Honolulu’s affordable housing projects in development. The list includes affordable housing projects owned by private, non-profit or governmental entities, developed with funding or support from federal, state or county resources.


The Iwilei Center property was acquired by the Department of Land Management (DLM), located at 866 Iwilei Road, 505 Kaaahi Street, and 850 Iwilei Road, Honolulu, Hawaii 96817 to support the creation of affordable housing and a new transit-oriented development community in the area. The location is adjacent to the planned Kuwili Skyline station. The project will support mid – and high-rise development of affordable housing and improve connectivity between communities by linking Iwilei with Kalihi, Palama, and Liliha.

In March 2023, Mōhala Mai became the first city-facilitated supportive housing project for formerly incarcerated women and their children. In 2020, the City entered into a development agreement with Savio/Hawaii Habitat Varona Village LLC, to provide affordable housing opportunities to the tenants of record and their families, as well as the public at large. Tenants of record will have existing homes repaired and renovated, and up to 88 new affordable homes will be developed. Located in the Hālawa Area TOD and developed by Pacific Development Group (PDG), Hālawa View II will augment the existing 121-unit Hālawa View I, completed in 1972 and renovated in 2012. The new 18-story high-rise will feature a mix of studios and one-, two-, and four-bedroom units constructed above a seven-story parking garage with room for 454 vehicles. 2023 HOUSING PLAN

On October 6, 2023, the administration submitted it’s first Housing Plan to the Honolulu City Council. This plan was collaboratively prepared by the Mayor’s Office of Housing, Department of Planning and Permitting, Department of Community Services, Department of Land Management, Office of Economic Revitalization and the Honolulu Emergency Services Department.
This plan represents the first phase of a more comprehensive housing plan which the Office of Housing will embark on once a professional consultant has been procured.
