CITY LANDS MADE AVAILABLE FOR AFFORDABLE HOUSING

One of the key reasons for our high housing prices today is the high cost of land. To build affordable housing, the price of land must be minimized.   Several affordable housing projects were able to break ground in recent years because the city made its lands available to support the development of affordable rentals like the ones mentioned below. 

By the summer of 2024, the City will have made over 18 acres of land available for the development of nearly 850 affordable rental units.

Halewaiʻolu Senior Residences

Halewaiʻolu Senior Residences is a 156-unit affordable housing development for kūpuna with incomes between 30% and 80% of the AMI. This project will provide residents with amenities that create a sense of belonging, including a community center and rooftop garden. The Administration is pleased the project has come to fruition using city-owned lands to provide housing to our seniors and community space for the Chinatown neighborhood.

Kapolei Parkway Lot 6 & 7

The city issued a solicitation and entered into a long-term lease agreement with the Kobayashi Group to develop affordable housing in downtown Kapolei. Construction began in August 2023 with the first phase of homes scheduled to be move-in ready by August 2024 with all homes completed by August 2025. The developer expects to produce 400 affordable units within this development.

Aloha Iā Halewilikō

Located at 99-385 Pohai Place and developed in partnership with EAH Housing, Halewiliko Highlands will provide 139-units to people ages 62 and older whose incomes are between 30 to 60% of the Area Median Income. Set on the site of a former sugar mill, Halewiliko is scheduled to break ground before the end of 2023. 

Kīhāpai Place

In August 2023, DLM successfully completed the strategic real estate acquisition of 734 and 735 Kīhāpai Place in Kailua, expanding the city’s property portfolio and paving the way for the creation of much-needed affordable housing in the Kailua area. The $5,000,000 purchase price includes the land and construction drawings for the development of a four-story affordable housing building containing 42 one- and two-bedroom units.

1615 Ala Wai Boulevard

The project is located at 1615 Ala Wai Blvd, Honolulu, Hawaii 96815. The three story apartment building will consist of 18 units to be developed into senior affordable housing. Redevelopment will increase density for more apartment units while keeping the scale appropriate to the lot size and surrounding usage.

Kaleimaʻo Village

Located at 91-1666 Renton Road and developed by Stanford Carr Development LLC, Kaleima’o Village consists of 127-units in seven separate three story buildings. The project is configured around a single level central community center.
