Spotlight on Affordable Housing - June 2023

Kahoapili Affordable Rental or Affordable and Market Rate For Sale (Salt Lake)

The Kahoapili project is a proposed affordable rental or affordable and market rate for-sale residential project located on Ala Napuaa Place in Salt lake, Oahu.

The proposed project with consist of one 27-story building with 190 units at least 60% affordable rental or for-sale units, and 227 parking spaces. 

Amenities include a rooftop recreational deck with BBQs, outdoor furniture, shade structures and restrooms, and a photovoltaic system on the top level of the parking structure.

Keawalau Affordable Housing Community Project (Waipahu)

Keawalau will feature a total of 531 affordable rental units (476 units at 60% or below area median income [AMI] and 55 units at 30% or below AMI).  Phase I is planned to be a 133-unit mid-rise affordable senior housing community targeting residents at 60% AMI located on the northeast quadrant of Kahuailani Street and Hikimoe Street. 

The building is proposed to be 5 levels of residential apartments over two levels of podium parking.

Phase II and III will be located on the southeast quadrant of Waipahu Depot Street and Hikimoe Street and consist of two towers of affordable family housing targeting residents earning up to 60% AMI. The east and west towers of the phases will be 19 and 18 stories, respectively. There will be a total of 404 units between the phases, which includes 156 studio units, 140 one-bedroom units, 90 two-bedroom units, and 18 three- bedroom units. In addition to ground-level retail space, there will be 4,000 square feet of shared community space for the residents. Residential amenities will include on-site laundry, clubhouse, leasing office, and landscaped terrace. When the adjacent rail station is placed in service, residents and customers will be able to enjoy easy access to high speed transportation.

Kuʻilei Place Mix Use Affordable and Market Rate Housing (Mōʻiliʻili)

Located at 2599 Kapiolani Blvd, Kuilei Place will be the first brand new condo project in the Moi’ili’ili neighborhood in decades. Kuilei Place will have a 400-foot, 43-story tower, as well as a second 12-story building and 13-story parking structure with 603 affordable for-sale units and 402 market rate for-sale units.

The project is being developed by 2599 Kapiolani, LLC, a partnership between BlackSand Capital and Kobayashi Group, in collaboration with the Hawaii Housing Finance and Development Corp., or HHFDC, which will monitor the qualification process
