Soliciting proposals from qualified offerors for the work involved with producing a comprehensive Housing Plan

The City and County of Honolulu (“City”) Mayor’s Office of Housing (“HOU”) is soliciting proposals from qualified Offerors for the work involved with producing a comprehensive housing plan (“Housing Plan” or “Project”) in accordance with the scope of work described in this Request for Proposals (“RFP”). Competitive sealed proposals shall be received no later than 3:00 PM HST on December 18, 2023.

The selected Contractor will work under the direction of the Executive Director of HOU. The Office of Housing drives policy and strategy for the City by engaging in cross-sector collaboration to stimulate the acquisition, development, and preservation of affordable housing. This includes advocating for pathways out of homelessness that lead to permanent housing solutions. HOU collaborated with other City departments to develop a draft housing plan for the City which identifies strategies to address the housing shortage and provides clarity and vision to help drive decision-making. The draft housing plan forms the basis for a more comprehensive plan that will be produced by the Contractor selected for this effort.
