Mobility Hubs

Project Overview

The City and County of Honolulu has several upcoming Mobility Hubs and Transit Centers across Oahu to improve safety, public health, and accessibility for all.

Projects:
  • Kalauao Bus Transit Center & Mobility Hub
  • Kapolei Bus Maintenance Facility & Transit Center
  • Kālia Mobility Plaza

These projects are envisioned to create a network of Mobility Hubs that are safe and convenient for all people, whether they are traveling by foot, bicycle, transit, or ride-share, and regardless of age or ability.

What are Mobility Hubs?

Mobility Hubs are centers of multi-modal transportation, linking transit, active transportation, and car commutes and increasing the appeal of using shared modes. Located around key neighborhood locations and transit stations, Mobility Hubs offer a density of transportation options, often combined with public, commercial, or residential amenities. Hubs can be large or small, depending on the need of the surrounding communities and transit networks. 

The goals of Mobility Hubs are to:
  • Create convenient, safe, and accessible connections between different modes of transportation at one location.
  • Showcase the appeal of using public transit, biking, or other shared modes over driving private vehicles and increase the ability of residents to not own a personal car.
  • Provide a neighborhood gathering space for commercial and residential life.

Kalauao Bus Transit Center & Mobility Hub

Project Overview

The Kalauao (Pearlridge) Bus Transit Center and Mobility Hub is part of the Complete Street Design approach, which aims to provide a comprehensive, integrated network of streets and pathways for multiple methods of travel. This facility will serve as a major transit hub for the ‘Aiea and Pearl City region and improve multimodal; transportation connectivity around the Honolulu Area Rapid Transit (HART) Kalauao underserved areas within these communities.

The Kalauao Mobility Hub will serve as an interim facility. As part of its long-term plan for the site, the City plans to initiate a public-private partnership to integrate the facility with mixed-use workforce housing.

Project Area

The Kalauao Mobility Hub will be located within the ‘Aiea-Pearl City Neighborhood Transit-Oriented Development (TOD) Plan area. The project is also located in the Special Management Area (SMA). The TOD plan will amend the zoning designation of the project parcels from Intensive Industrial (I-2) and Industrial Mixed-Use (IMX-1) to Business Community Mixed-Use (BMX-3). The Kalauao Bus Transit Center and Mobility Hub is located within the TOD and SMA boundaries.

 

Other Project Resources

During the Interim Opening of Honolulu Rail Transit these proposed routes were presented by DTS Transportation Mobility Division at Pearl City and ʻAiea Neighborhood Board meetings in early 2021.

Community Meetings

The project team provided a brief project update to Neighborhood Boards and community members in November 2020 and Fall 2021 in preparation to submit a Special Management Area (SMA) Use Permit (Major) application. The City Council approved the SMA Use Permit on May 4, 2022. Kapolei Bus Maintenance Facility & Transit Center

Project Overview

The City Department of Transportation Services is conducting conceptual planning and design to assess alternatives for the development of a new mobility facility in the heart of Kapolei. The project site will include a full transit center capable of accomodating several transit routes at the same time for passengers to transfer between buses to continue their trips. The project will be a mobility hub considering pedestrians, bicycles, scooters, drop-off/pick-up, and other modes, as well as passenger amenities.

The Kapolei Bus Maintenance Facility & Transit Center will focus on a new support facility for the City’s public transit system to supplement the current three facilities at Kalihi and Pearl City, supporting fixed-route and paratransit services. This new facility could support administration and light maintenance and operations functions. Fixed route and/or paratransit vehicles could be stored at the site providing service efficiencies. 

Additionally, the project presents an opportunity to review potential mixed-use development alternatives, including commercial and affordable housing options.

Project Area

The Kapolei Bus Maintenance Facility & Transit Center will be located adjacent to Kapolei Hale along Kapolei Parkway.

Kālia Transit Plaza & Mobility Hub

Project Overview

The Kālia Transit Plaza & Mobility Hub at Ala Moana Alternative Analysis is identifying feasible alternatives for a new mobility hub.

Kālia Transit Plaza options include a mixed-use complex that incorporates new public transportation operations with commercial and residential uses. Kālia Transit Plaza will anchor the eastern end of the new rail system at Ala Moana, providing an iconic plaza for people to enjoy multiple uses.

The project includes an interim solution to optimize transit service during rail and nearby private construction and a long-term transit plaza for convenient and safe connections.

Project Area

The Transit Plaza & Mobility Hub at Ala Moana will be located on Kona Street near the future Kālia (Ala Moana) Rail Station.

Community Meetings

A virtual community meeting was held on Thursday, April 29, 2021 to provide an overview of the proposed Kālia Mobility Plaza and to provide the community an opportunity to provide input on proposed design elements. The virtual community meeting allowed participants to:

  • Prioritize modes (bus, walk, bike, drop-off/pickup, private buses, and others)
  • Prioritize Passenger facilities (shelters, open plaza, real-time information, vending, and others)
  • Learn how other systems designed their transit centers
  • Provide comments on potential options

Micromobility Transit Pilot Project

Project Overview

The City’s Department of Transportation Services is  exploring opportunities to implement on-demand transit service in selected areas of Oʻahu, with the goal of expanding access to transit and improving the efficency of the system. On-demand transit service takes advantage of advancements in technology to efficiently connect people with the places they need to go. The goals of the project are to: 

  • Improve Operational Efficiency: increase transit ridership while reducing operating costs through enhanced use of the existing transportation system.
  • Promote Equity: ensure traditionally underserved communities have access to reliable and frequent public transit service.
  • Expand Economic Opportunities: provide access to employment opportunities for socio-economically disadvantaged populations.
  • Use Data to Provide Better Service: collect, disseminate, and us real-time transportation-related information to improve mobility and provide for more efficient and accessible transportation.
