Lloyd Yonenaka
Executive Secretary

Born and raised on Oahu, Lloyd has experience in both private industry and government. He has been the owner of an auto repair shop, worked in the insurance industry and most recently as Vice President in charge of Community Building at CommPac, a local communications and public relations company. He also served as the Public Information Officer for the County of Maui, the Information and Community Relations Officer for the State Department of Hawaiian Home Lands and the Public Relations and Media Messaging Manager for the Office of Hawaiian Affairs.

Dylan Whitsell
Deputy

Dylan Whitsell is from Washington, DC and has been a resident of Oahu since 2016. Dylan obtained his Bachelor’s Degree in International Relations from Temple University Japan while living in Tokyo, Japan, and spent a few more years working in Seoul, South Korea before moving to Hawaii. Dylan previously worked at the Neighborhood Commission Office as a Neighborhood Assistant and Public Relations Assistant before taking on new roles at Honolulu City Council as a Legislative Analyst and Hawaii State Legislature as a Legislative Aide. Dylan returned to the Neighborhood Commission Office in August 2021 and is glad to be back serving the community through the Neighborhood Board System. Dylan is currently pursuing a Master’s Degree in Environmental Management and hopes to utilize his knowledge in the field to assist with sustainability centered planning.

Travis Saito
Office Manager

Travis Saito was born and raised in Northern California and has family roots in Kaimukī, O’ahu. Travis joined the Neighborhood Commission Office in March 2020 as a Neighborhood Assistant and is currently the Office Manager. Travis earned his BBA in Marketing at the Shidler College of Business. After receiving his degree, Travis worked abroad in Daejeon, South Korea, for three years as a public elementary and middle school teacher. Travis is passionate about helping various communities through volunteering at local food banks, festivals, and clean-ups. Travis is inspired by how Neighborhood Board members strive to have a positive impact on addressing problems, finding solutions, and taking action to better their whole community.

Dylan Buck
Community Relations Specialist

Dylan joined the Neighborhood Commission Office in April 2021. Born and raised on Oahu, he graduated from Henry J. Kaiser High School (Class of 2015). Dylan earned his BBA in Marketing from Shidler College of Business at the University of Hawai’i at Mānoa. During his college years he waited tables and accepted internships from Oahu Mortgage Brokers & Servco Toyota to fund his education. After receiving his degree, he obtained his Real Estate license & plans on pursuing residential sales as a future career. Dylan hopes to expand his knowledge about how the State & City departments work together, step-by-step, to resolve & adapt to both major & minor issues.

Jackson Coley
Senior Clerk

Jackson grew up on Big Island and has lived on Oahu since graduating high school. He attended both UH Manoa and Kapiolani Community College over a number of years resulting in an Associate’s Degree. He previously worked for the NCO from 2017-2020 in the positions of Neighborhood Assistant and Public Relations. He now works as a Clerk to help keep the Boards running behind the scenes.

Lindon Valenciano
Public Relations Assistant

Lindon was born and raised on the island of Kaua’i on the westside in Hanapēpē. He is a proud graduate of Waimea High School (Class of ’04). In high school he joined the Hawai’i Army National Guard and was deployed after graduation and basic training. He has completed two tours while enrolled at University of Hawai’i at Mānoa, where he graduated with a Bachelor’s in Communicology. He is excited to use his education and experience to assist the community and Boards with their concerns about issues that may arise.

Spencer Johnson

Spencer was born and raised in Honolulu, and graduated from Saint Louis High School. He earned his Business Management degree from Northern State University, where he also played football. Spencer joined the NCO in February of 2021, where he enjoys expanding his knowledge in local government.

Zhoydell C. Magaoay
Neighborhood Assistant

Zhoydell joined the Neighborhood Commission Office in October 2022. He was born in the Philippines and raised in Kalihi where he currently resides. He is a proud graduate of Governor Wallace Rider Farrington High School. Zhoydell earned his Bachelor’s degree in Social Work from University of Hawaii at Manoa. He furthered his education at the University of Phoenix and Chaminade University-Honolulu where he earned his MA in Special Education and MS in Counseling Psychology, respectively. He previously worked for the State of Hawaii for many years and various local non-profits before joining NCO. Zhoydell hopes to expand his knowledge in local government to make a difference in his community.

Judi-Ann Smith-Kauhane
Neighborhood Assistant

Judi-Ann Smith-Kauhane joined the NCO in 2021. She was born, raised and currently lives in Kaimukī, O’ahu. Proud graduate of Hawaiian Mission Academy, Judi-Ann obtained her first Bachelor’s degree in International Business/Management from University of Notre Dame de Namur in Belmont, California. Recently, she received her second Bachelor’s degree from Hawaiinuiākea School of Hawaiian Knowledge at the University of Hawaii at Mānoa. Judi-Ann is currently a Double Masters student at the University of Hawai’i at Mānoa in Hawaiian Studies – Mālama ‘Āina and Library Information Sciences. She hopes her experience at the NCO will give her an opportunity to learn more about her Wahi Pana – Historical Land Places, the process of maintaining and managing these precious resources.

Logan Hutchinson
Neighborhood Assistant

Born and raised on O‘ahu, Logan graduated from Mid-Pacific Institute in 2016. After joining the Neighborhood Commission Office in March 2023, Logan works at being a cog in the machine that is the City. Not one to sit still for long, especially at a desk, Logan hopes to find value in problem solving, making connections, and bettering the community.

Jeffrey Jones
Neighborhood Assistant

Jeffrey joined the Neighborhood Commission Office in September 2024. Born and raised on Oʻahu, he graduated from Waiʻanae High School in 2017. Jeffrey earned his BSS in Psychology from the University of Hawaiʻi at West Oʻahu and is currently pursuing an MS in Forensic Psychology with the hopes of working in the criminal justice system as a future career. He has always prioritized helping people find change and he saw the Neighborhood Commission Office as an opportunity to do that in his own community and other communities around the island of Oʻahu.

Rachel Cristobal
Neighborhood Assistant

Rachel was born and raised on the island of Oahu. Things that most would not know about her are her passion for technology and anime/video games. The excitement of these things led her to expand her hobbies such as replacing handheld consoles’ shells to be customizable and creating digital art. Prior to joining the Neighborhood Commission Office, she was an Office Manager. She’s excited to have join the Neighborhood Commission to expand her mindset and provide help to the community.

Born and raised on the island of Oahu. Graduated Damien Memorial school in high school in 2018. Graduated from Shidler Business of College in summer of 2022 with a Bachelors degree in Human resource management. I am eager to learn and face new challenges.
