MEETING POLICIES
RULES OF SPEAKING: Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34 asks if anyone wishing to speak is asked to raise their hand, and when recognized by the Chair to address comments to the Chair. §2-14-117 Order and decorum. (a) All board members shall promote and preserve the order and decorum of the commission’s proceedings. Time allowances will prevail at the noted limits and anyone wanting to comment on multiple items will be allowed to do so with the same time limit allowed per issue/item when the issue/item is called. All speakers are asked to be first recognized by the Chair, and address comments through the Chair. Speakers (community and Board), must keep their comments under three (3) minutes (adopted August 24, 2022), and those giving reports are urged to keep their reports under ten (10) minutes unless otherwise noted. Written reports, flyers, information pertinent to reports are to be handed out PRIOR to presentation/discussion. Please silence all electronic devices. Please adhere to time limits.
NOTE: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda.
ORDER AND DECORUM: Our meetings are intended to act with fairness and order, and according to the 2008 Neighborhood Plan. Everyone is asked to treat each speaker with respect and keep their comments on agenda subjects within the time allowed. Chair Anthony Makana Paris called the meeting to order at 7:00 p.m. Quorum WAS established with five (5) members present. Note – This nine (9) member board requires five (5) members to establish quorum and take official board action.

• February 2024 Statistics: There were 2 structure fires, 4 wildland/brush fires, 3 nuisance fires, 16 activated alarms (no fire), 163 medical emergencies, 1 motor vehicle collision with pedestrian, and 11 motor vehicle crash/collisions.
• Safety Tip: Smoke Alarm Safety Tips – Smoke alarms save lives and are an important part of a home fire escape plan. Properly installed and maintained smoke alarms give occupants early warning to get outside quickly. Install smoke alarms inside each bedroom and outside the sleeping areas (hallways) and on every level of the home (including the basement). Keep smoke alarms away from the kitchen or bathroom to reduce false alarms. Test all smoke alarms once a month. Press the test button to ensure the alarm is working. If the smoke alarm requires a nine-volt battery, replace the battery each year. Replace smoke alarm unit every ten years, or sooner if they do not respond properly. Resolutions Related to Homeschooled Children [1:11:41]: Member Bossler raised a concern about resolutions related to wellness checks for homeschooled children and available funding for existing schools.

Makakilo Quarry Permitted Interaction Group (PIG) [1:12:45]: Member Dudley provided an update on some of his findings related to the PIG.

Request for Regular Updates from the Department of Transportation Services (DTS) [1:14:53]: Member Ferreira requested that DTS provide quarterly updates to the Board. Regular updates on traffic improvements, traffic mitigation, and the Makakilo Drive Extension are requested.

Kapolei Regional Park [1:21:30]: Member Bossler thanked Councilmember Tupola for the work being done at the park.

Electric Grid Battery Blessing and Dedication [1:22:27]: Jon Yoshimura announced his company Plus Power recently blessed and dedicated a battery that will be an essential part of Hawaiian Electric’s (HECO) plan to be using 100% renewable energy by 2045. The battery serves as a “pacemaker” for the electric grid. Yoshimura thanked the Board for their support of the project and brought puzzles for all in attendance.

Veterans Administration (VA) Clinic Update [1:26:49]: Tony Gaston (Hunt Companies) presented on project updates/images, highlighting the Grand Opening and parking. For more information, go to https://www.huntkalaeloa.com/construction.

Makakilo Drive Extension [1:30:44]: Resident Patrick Watson thanked Member Ferreira and Frank Genadio for their continued work pursuing the Makakilo Drive Extension.

Scheduled DTS Updates to the Board [1:30:44]: Resident Mara Hanson supports the idea of DTS providing regularly scheduled updates to the Board and would like to know the best ways for community members to provide feedback.
