Community Based Development Division

The Community Based Development Division (CBDD) works in partnership with the private for-profit and non-profit sectors and other government agencies to address affordable housing, special needs housing, and shelter and supportive services for people in need.  CBDD is made up of two functional divisions:

Works with developers and non-profit agencies for the construction of projects serving low- to moderate-income persons or special needs populations. This Branch also promotes fair housing awareness on O‘ahu. Click here

CDBG STORIES

The City has more than 30 properties leased to non-profit organizations providing supportive housing and services to O‘ahu’s special needs community.  These properties primarily consist of small group homes and are especially necessary for:

  • Victims of domestic violence,
  • Victims of sex trafficking,
  • Individuals suffering from chronic or mental illnesses,
  • Individuals with disabilities,
  • Individuals transitioning from prisons,
  • Individuals with substance abuse issues, and
  • Runaway and/or foster youth.

Each of these special needs groups benefit when provided safe, stable, and affordable housing, otherwise, they may be particularly vulnerable to dangerous situations, high stress levels, diseases, cancers, lead poisoning, neurological disorders, and other disruptions to their ordinary psychological and behavioral function.

These properties are funded using Community Development Block Grant funds provided by the United States Department of Housing and Urban Development. This video highlights just a few of the people who benefit from this funding.
