Planning, Eligibility and Coordination (PEC) Branch Programs
Community Based Development Division
The Planning, Eligibility and Coordination Branch is primarily responsible for securing, soliciting proposals for, administering, and oversight and monitoring of competitive grant funds distributed through the U.S. Department of Housing and Urban Development (HUD), the State of Hawaiʻi, the City and County of Honolulu and other sources for persons experiencing homelessness and/or for persons with HIV and AIDs.
On the Federal programs side, program planners in the PEC Branch coordinate various provider based services to O‘ahu residents that are funded through various formula based federal programs such as:
The U.S. Department of Housing and Urban Development Emergency Solutions Grants (ESG) program;
The HUD Housing Opportunities for Persons with HIV/AIDS (HOPWA) program; and
Public service and Community Based Development Organization (CBDO) projects funded through the HUD Community Development Block Grant (CDBG) program, as well as conversions of prior CDBG loans to non-profit organizations into grants.

Likewise, planners in the Branch’s Homeless Initiatives Unit (HIU) coordinate City and State funded programs such as: Housing First (HF) Tenant Based Rental Assistance and Case Management programs providing permanent supportive housing for individuals experiencing chronic homelessness or victims of domestic violence; the Hale Mauli Ola emergency transitional shelter at Sand Island; and hygiene, landlord engagement, outreach navigation, and transportation programs that support the City’s homeless outreach efforts.
Due to the effects of the coronavirus pandemic, City and County of Honolulu, through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020 as Public Law 116-136 received additional Emergency Solutions Grant, Community Development Block Grant, and Housing for Persons with HIV/AIDS funds to address the impacts of the coronavirus from the U.S. Department of Housing and Urban Development.
