Development, Acquisition, Construction and Fair Housing (DACFH) Branch Programs
Community Based Development Division
The Development, Acquisition, Construction and Fair Housing Branch is primarily responsible for securing, soliciting proposals for, administering, oversight and monitoring of construction and acquisition of low- and moderate-income projects for affordable housing projects for families and seniors, and for special needs populations such as persons experiencing homelessness, victims of domestic violence, persons with disabilities such as physical impairments and severe mental illness, and youth.
Program planners in the DACFH Branch attract, secure and solicit funding and financing opportunities for community development and housing from Federal, State and City sources to maximize the leveraging of resources for the acquisition, construction, or renovation and rehabilitation of affordable housing units on Oʻahu. Funding sources include funds such as:
- The US Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program;
- The HUD HOME Investment Partnerships (HOME) program;
- The HUD Housing Trust Fund (HTF) program administered through the Hawaiʻi Housing Finance and Development Corporation; and
- The City’s Affordable Housing Fund (AHF) are used for project development and construction leveraging.
The Branch also manages leases for 63 Special Needs Housing properties throughout the island that are used in support of housing programs for special needs populations or for affordable housing developments for families and/or seniors.
Finally, the DACFH Branch also includes the Fair Housing Office, which promotes fair housing awareness through information, workshops, and meetings to the general public and to organizations working in the housing field. The Fair Housing Office reviews complaints and coordinates with appropriate agencies to assist persons with fair housing issues.
