Vehicle Title Information

I want to...

  • Complete duplicate application online (CS-L(MVR)10 – Application for Duplicate Motor Vehicle Certificate of Title)
  • Print application
  • Sign application in front of notary or satellite city staff (notarization required if submitting application by mail):
    • By lienholder if there is a lien on vehicle
    • By registered owner(s) if there is no lien on vehicle
  • Submit application with $10 payment to City and County of Honolulu

    • For a duplicate title, the application cannot be emailed; the application must be physically submitted with payment.

If your original title is mutilated or defaced, it must be submitted with the application for duplicate certificate of title.

If a vehicle has a lienholder on record (generally due to a loan with a financial institution or a leased vehicle), the “lienholder” is considered the “Legal Owner” and controls the vehicle’s Certificate of Title. 
 
Only the Lienholder can request for a duplicate Certificate of Title. The driver of the vehicle is the “Registered Owner” and cannot have access to the Certificate of Title.

Send us a letter requesting a verification that a Hawaii title was not issued and include the following information:

  • Name (as it appears on the registration) 
  • Current mailing address 
  • Vehicle Identification Number (VIN)
  • License Plate
  • Email address (to notify you of any discrepancy or incomplete paperwork – we do not save this information) 
  • Signature

Individuals transferring a vehicle to another state that requires proof of vehicle title should obtain a certified verification letter from the City and County of Honolulu DMV, ensuring the validity of the vehicle’s registration and title. Provide the certified letter to your local DMV, which will use it to process your new registration and title.

To request for a certified verification letter, contact the DMV and provide the following information:

  • Name as it appears on title
  • Vehicle Identification Number (VIN)
  • License Plate
  • Current mailing address or email (to send the certified verification)
  • Reason: Indicate that you are requesting a certified letter verifying your vehicle’s title and registration.
