Chair Robert Zane called the Mānoa Neighborhood Board No. 7 meeting to order at 7:00 p.m. Quorum WAS NOT initially established with 8 members present. Note: This 17-member Board requires nine (9) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:01:57]: No representative at this time. This item was revisited later in the meeting.

Honolulu Police Department (HPD) – [0:02:14]: Lieutenant Mirua reported the following statistics. For more information, please visit http://www.honolulupd.org.
• March 2024 Statistics: There were nine motor vehicle thefts, four burglaries, six thefts, six unauthorized entries to a motor vehicle (UEMV), and 6,238 calls for service.
• Safety Tip: Car Accidents Scams: if you are involved in an accident or unsure if you caused an accident call 911 tell the officer the accident and let the officer do the accident investigation.

Board of Water Supply (BWS) – [0:17:29]: Dominic Dias reported one 8-inch main break fronting 3228 Oahu Ave on Tuesday, March 26, 2024. Sunday, April 14, 2024 to Saturday, April 20, 2024 Detect-A-Leak Week, BWS is partnering with Hardware Hawaii and encouraging people to check your homes and residences for leaks. Wednesday, April 17, 2024, 11:30 a.m. to 1:00 p.m. BWS will have an informational booth at Tamarind Park/Bishop Square. Honolulu Fire Department (HFD) – [0:20:14]: Captain C. • March 2024 Statistics: There were one structure fire, one cooking fire, nine activated alarms (no fire), 47 medical emergencies, and three motor vehicle crash/collision.
• Safety Tip: Evacuation Planning: Have an emergency preparedness plan ready in case of an environmental emergency, fire, or natural disaster. For more information, visit https://fire.honolulu.gov/.

Mayor Rick Blangiardi’s Representative – [0:22:07]: Kymberly Sparlin provided answered question asked from previous meetings and the Mayor’s Report. Sparlin highlighted the following: the City signs an agreement with the Department of Health to open a behavioral health crisis hub I Iwilei; Royal Hawaiian Band moves at the Waikiki Vista; Mayor’s Town Hall Meeting on April 25, 2024 6:30 p.m. at the Mānoa District Park Gymnasium; and updates on the Mānoa Valley District pool. City Councilmember Calvin Say – [0:33:57]: Councilmember Calvin Say highlighted the following: the cause of the residential building fire in Mānoa; budget presentation by the City County of Honolulu; Curb Ramp project October 2024 work is expected to begin on weekdays from 8:30 a.m. to 3:30 p.m.; no updates on the Mānoa Banyan Court; no updates on Mānoa Stream; and is still working on Paradise Park. Councilmember Say provided issues addressed by Mānoa residents: excessive noise from pickle ball at the Mānoa District Park; safety concerns at Punahou Street intersection; illegal rock wall on public street in Mānoa; regulation of car racing; and updates on Punahou Chalet plumbing repairs.

Senator Carol Fukunaga – [0:55:07]: Senator Carol Fukunaga provided her report and announced that in March two affordable housing project were presented to the Mānoa and McCully Neighborhood Board. ʻIkenakea are accepting public comments on the projects between Friday, April 5, 2024 to Monday, April 15, 2024. University of Hawaiʻi at Mānoa Updates – [1:04:07]: No representative present. Ruby provided questions for Elmer Kai for the record.

Governor Josh Greenʻs Representative – [1:07:06]: Laci Goshi provided the report and highlighted the following: progress in Maui’s recovery; the deployment of 16 wind sensors and 80 new beta wildfire sensors around Hawaii; Governor Green proclaimed that April as tsunami awareness month; and Governor Green approved a Capital Improvement Project (CIP) funds on March 13, 2024 in the amount of $2,550,000 for the University of Mānoa campus. [1:39:03] – Watson nominates Joseph Mishreki to filling in Sub District 4 Vacancy. The board conducted a roll call. Joseph Mishreki was appointed to Subdistrict 4 vacancy. 10-0-0 (AYE: Zane, Watson, Bosel, Nagaji, Lewman, Koff, Chong, Moylan, Kawano, and Fox; NAY: None; ABSTAIN: None) 12 members present – [1:39:47].

[1:43:37] – Chair Zane called the meeting back to order at 7:44 p.m.; 12 members present.

Center for Resilient Neighborhoods at Kapiolani Community College – [1:43:44]: no representative present.

[1:44:19] – Watson MOVED and Bosel SECONDED to consider adopting the Resolution Requesting Full EIS for the Ala Wai Canal and University Avenue and Kalaimoku Street. Discussion Followed.

[2:11:38] – Watson MOVED and Fox SECONDED to consider adopting the Resolution Requesting Full Environmental Impact Statement for the Proposed Pedestrian Bridge Over the Ala Wai Canal Located at University Avenue and Kalaimoku Street with amendments. Hearing no further discussion, the board conducted a roll call vote. The motion WAS ADOPTED. 11-1-0 (AYE: Zane, Watson, Bosel, Nagaji, Lewman, Lee, Koff, Chong, Kawano, Fox, Mishreki; NAY: Moylan; ABSTAIN: None) – [2:11:54].

Opposition of ʻIkenakea Development [2:44:39]: Resident Ella asked for help from the board to write a resolution in opposition of the ʻIkenakea Development project.

ʻIkenakea Development [2:47:18]: Keegan Flaherty announced that ʻIkenakea development is holding a 10-day comment period on the proposed project by April 15, 2024.

Christmas Parade Announcement – [2:53:24]: Resident Ross announced the Mānoa’s Lions Club’s Christmas parade. The parade is on Sunday December 1, 2024 at 4:00 p.m. starting at Noelani Elementary School.

Mānoa Outdoor Circle [2:55:32]: Bosel announced that the Mānoa Outdoor Circle and the UH Mālama Mānoa are holding a by annual 1000 plant and tree giveaway on Sunday April 21, 2024 at the UH president house from 8:00 a.m. to 11:30 p.m.

Mānoa Neighborhood Board In-Person Meeting Location – [2:56:05]: Bosel announced that Elmer is currently looking at The Institute for Astronomy and the press offices for an in-person meeting location.
