Rules of Speaking: Anyone wishing to speak is asked to raise his/her hand, and when recognized by the Chair, to address comments to the Chair. Speakers are allowed two (2) minutes, those giving reports are asked to keep them under three (3) minutes, and presenters under five (5) minutes. Comments should be brief and to the point. I. CALL TO ORDER – [0:00:32] 6:31 p.m.

Vice Chair Kaui Lucas called the meeting to order at 6:31 p.m. – Quorum was not established with seven (7) members present via WebEx and in person. Note – This 17 – member Board requires nine (9) members to establish a quorum and to take official Board action.

Board Members Present: Jeannine Johnson, Sheridan Spangler, Kelvin Gonsalves, Kaui Lucas, Shelley Ham, Healani Sonoda-Pale (logged on at 8:18 p.m.), Bill Kilcoyne, and Ulupuhi Pale.

Board Members Absent: Kehaulani Akiona, Partner Akiona, Clarissa Burkert, and Tim Stanton.

II. CITY/STATE MONTHLY REPORTS – [00:01:15].

Honolulu Police Department (HPD) – [00:01:35]: No representative present.

Board of Water Supply (BWS) – [00:01:48]: Chris Sugimoto provided the report which can be found at: https://drive.google.com/file/d/1vlNlsOeM0AYKflZt5jl2hI4GB_voiam6/view?usp=drive_link. Sugimoto reported one (1) main break on Thursday, March 14, 2024 at 1596 Ihiloa Loop. Sugimoto announced that the BWS is partnered with Hardware Hawaii for Detect the Leak Week to remind the residents to check for leaks in their toilets and other things to help to conserve water. III. BOARD BUSINESS – FOR DISCUSSION/ACTION [00:03:50].

Vacancies: Subdistricts 1(1); 2(1); 5(1); 6(1); 7(1) – [00:03:53]: Due to lack of quorum, deferred to the next meeting. Vice Chair Lucas noted the discussion regarding reducing the size of the Board will be on the next meeting Agenda, so quorum issue would not be so troublesome.

Approval of Regular Meeting Minutes: March 7, 2024 – [00:04:41]: Due to lack of quorum, deferred to the next meeting.

East Honolulu Watershed Management Plan (EHVMP) support – [00:04:47]: Due to lack of quorum, deferred to the next meeting. Melissa May was available for questions.
Kalani High School track construction – dust mitigation, stone well – [00:05:48]: Although no action was taken on the Resolution, discussions on the issue went on for an hour. Member Spangler provided the background of the concerns regarding the construction. There were approximately 15 concerned residents, representatives from Department of Education (HDOE) and the developers were present, in person to provide testimonies and answer questions regarding the dust concerns, health implications such as severe allergies. Elected officials also weighed in on the concerns raised from the residents and the developers’ actions. Several residents and Member Johnson objected to the decision to cap a dry stack stone well unearthed on the edge of Kalani High Schoolʻs track that was filled with water. Chris Cramer contacted the school because there was no notice to the community which was alarming especially considering the history of the area.
Subdivision of residential lots HB 1630, SB 3202: Due to lack of quorum, deferred to the next meeting.

IV. PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [01:00:32]

1. Street Light Grate Installation – [01:00:51]: Resident Michael Bennett requested for an update regarding his concern he raised from the previous meeting regarding a street light that is too bright near his home at 435 Puamāmane Street. Member Johnson contacted the family that lives at the end of Puamāmane and they had no objection to dimming the street light. Although the Mayor’s Representative wasn’t present, it was reported that the City was unable to dim the light which is needed to light the roadway.

V. OFFICIAL’S REPORTS – [01:36:24]:
Congressman Ed Case Representative – [01:02:37]: There was no representative present.

Mayor Rick Blangiardi’s Office Representative – [01:02:47]: There was no representative present. The Mayor’s monthly newsletter can be found at: https://www.oneoahu.org. Neighborhood Board Assistant Magaoay read the responses to the concerns raised at previous meeting and was available for questions.

Governor Josh Green Representative – [01:05:36]: Dave Day responded to a concern that was raised from the previous meeting regarding the request for a ramp to be installed by 6119 Kawekiu Place. Day reported that the legislative session is coming onto the end of the general committee portion and will then be going to conference committee.

Doo provided the State Department of Health Clean Air Branch contact information, which is 808-586-4200. Doo noted that the Branch have the ability to issue notice of violations and stop work orders. Senator Stanley Chang (District 9) – [01:24:48]: Marli Mason reported that the money committees have until Friday, April 5, 2024 to approve numerous Senate and House bills relating to housing. Mason noted three (3) bills that have already made it and will move to the conference stage including SB 266, SB 2836, and HB1633. Mason reported that the City is beginning curb ramp projects at various locations in East Honolulu and work is projected to be completed by the end of October 2024. Mason noted that the work is expected to run on weekdays from 8:30 a.m. to 3:30 p.m. excluding holidays. Mason provided the following links:

Representative Mark Hashem (District 18) – [01:28:45]: Representative Hashem responded to the question raised about Agriculture theft. Representative Hashem provided legislative updates regarding the marijuana bill and housing bill.

Hawaii Department of Transportation (HDOT) – [01:43:46]: Casey Abe provided update on the status of HB 2267, relating to highway safety and the Photo Red Light Imaging Detector System Pilot Program. Abe reported that there are a lot of graffiti in the area and he will work with the Oahu District maintenance office to address the island-wide graffiti problem. Abe also reported missing lining stands and street signs.
