A. Kalaheo Hillside Wildfire Prevention Town Hall is on Wednesday, May 15 at 6 pm at a location TBA to discuss the steps being taken to reduce the fire risk in our community.

IV. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board requests the prioritization of and action on traffic safety improvement measures across our community, especially in school zones for the safety of our keiki. An example of an outstanding city action is from 3/1/12 when the Kailua Neighborhood Board strongly endorsed the city’s proposal to add a traffic signal at the intersection of Kuulei Road and Aulike Street as a “Safe Routes to Schools” initiative in front of Kailua Elementary School. An example of an outstanding state action is from 9/4/14 when the Kailua Neighborhood Board requested the installation of a traffic signal at the intersection of Ulupii Street and Kalanianaole Highway in front of Maunawili Elementary School. (Transportation and Public Works Committee motion.)

I. CALL TO ORDER [0:00:00] – Chair Hicks called the meeting to order at 7:01 p.m. Quorum was established with 12 members present. Note: This 19-member Board requires 10 members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

II. ANNOUNCEMENTS [0:01:45]
• The annual Kailua Town Party will be held on Kailua Road in downtown Kailua on Sunday, April 28th 11:00 a.m. to 4:00 p.m.
• The Lanikai Emergency Preparedness Fair will be held on Sunday, April 14, 2024 from 10:00 a.m. until 1:00 p.m. at the Lanikai Community Park, 126 Kaiolena Drive.

III. HPD AND HFD REPORTS [0:03:28]
Honolulu Police Department [0:03:41]: Officer Jarrett Atkins reported the following.
• March 2024 Statistics: There were two (2) motor vehicle thefts, five (5) burglaries, 28 thefts, and eight (8) unauthorized entries into motor vehicles.

Kobayashi arrived at 7:05 p.m., 13 members present.

Honolulu Fire Department [0:05:13]: Captain Pangilinan reported the following.
• March 2024 Statistics: There was one (1) structure fire, one (1) nuisance fire, one (1) cooking fire, eight (8) activated alarms, 108 medical emergencies, five (5) motor vehicle crashes, three (3) mountain rescues, and one (1) ocean rescue.
• Safety Tip: Evacuation planning safety tips were provided.

IV. BOARD BUSINESS: COMMITTEE MOTIONS [0:08:04]
Chair Hicks introduced the following motion. The Kailua Neighborhood Board approves the recommendations and comments of the Transportation and Public Works Committee on the Department of Transportation Service’s Draft Lanikai Transportation Management Plan. (Transportation and Public Works Committee motion.) Discussion followed.
Lipton arrived at 7:10 p.m., 14 members present.
Weber arrived at 7:14 p.m., 15 members present.

[1:10:30] Wong Moved and Lipton Seconded to amend the Motion to include Kawailoa Road in the comments of the Transportation and Public Works Committee on the Department of Transportation Service’s Draft Lanikai Transportation Management Plan. The Motion was adopted by roll call vote 15-0-0 (AYE: Akau, Counsell, Hicks, Kobayashi, Lau, Lee, Lipton, Miyashiro, Righter, Tomasa, Trecker, Weber, Weller, Wong, Zuckernick, ; NAY: None; ABSTAIN: None.) [1:19:19] The Motion with the amendment to include Kawailoa Road in the comments of the Transportation and Public Works Committee on the Department of Transportation Service’s Draft Lanikai Transportation Management Plan was adopted by roll call vote 14-0-1 (AYE: Akau, Counsell, Hicks, Lau, Lee, Lipton, Miyashiro, Righter, Tomasa, Trecker, Weber, Weller, Wong, Zuckernick; NAY: None; ABSTAIN: Kobayashi.) White arrived at 8:20 p.m., 16 members present.

[1:21:13] Chair Hicks introduced the following motion. The Kailua Neighborhood Board requests that the Department of Parks and Recreation (DPR) close Kailua Beach Park (KBP) with suggested closed hours from 10:00 p.m. to 5:00 a.m. at least one weeknight per week to facilitate necessary cleaning and maintenance. Overnight camping is not authorized unless DPR issues a special permit. Even when the park is closed individuals will be allowed to traverse KBP to access the beach, ingress and egress from the ocean, and use the bike lane for walking and biking through the park. (Parks and Recreation Committee motion.) Discussion followed.

[1:31:32] Wong Moved and White Seconded to amend the Motion to suggest Wednesday as the closure night, to avoid three-day weekend issues. Discussion followed. The motion for an amendment failed 4-11-1 (AYE: Kobayashi, Weller, White, Wong; NAY: Counsell, Hicks, Lau, Lee, Lipton, Miyashiro, Righter, Tomasa, Trecker, Weber, Zuckernick; ABSTAIN: Akau). The Kailua Neighborhood Board requests that the City & County of Honolulu, City Council, Mayor, and the Department of Parks & Recreation (DPR) allocate the resources and staffing to install and regularly maintain and fill vandal-proof soap dispensers and electric hand dryers in all public restrooms in all DPR operated parks to ensure the public health and well-being of all residents and visitors and promote pleasant and enjoyable public spaces. (Parks and Recreation Committee motion.) Discussion followed.

[1:50:32] Chair Hicks introduced the following motion. The Kailua Neighborhood Board approves the recommended conditions for the 1070 Mokulua Drive Special Management Area (SMA) as proposed by the PZ&E Committee. (Planning, Zoning, and Environment Committee motion.) Discussion followed.

[1:51:55] The motion to approve the recommended conditions for the 1070 Mokulua Drive Special Management Area (SMA) as proposed by the PZ&E Committee, was adopted by roll call vote 16-0-0 (AYE: Akau, Counsell, Hicks, Kobayashi, Lau, Lee, Lipton, Miyashiro, Righter, Tomasa, Trecker, Weber, Weller, White, Wong, Zuckernick, ; NAY: None; ABSTAIN: None.) [1:52:52] Chair Hicks introduced the following. The Kailua Neighborhood Board supports the passage of Bill 57 (2023), Bill 58 (2023), and Resolution 23-228. This “Game Rooms Package” would provide additional tools for the Honolulu Police Department (HPD) and other city agencies to deter and shut down illegal game rooms on O‘ahu. Bill 57 (2023) would create additional penalties, including up to $150,000 in fines, for landlords who allow game rooms on their properties; Bill 58 (2023) would allow greater collaboration between HPD and the Department of Planning and Permitting (DPP); and Resolution 23-228 would also allow better coordination between HPD and DPP for code violations at properties that house illegal game rooms. (Public Safety, Public Health, and Civil Defense Committee motion.) Discussion followed.

[1:58:55] Chair Hicks introduced the following resolution. The Kailua Neighborhood Board will participate in the Lanikai Emergency Preparedness Fair on Sunday, April 14, 2024, at the Lanikai Community Park. (Public Safety, Public Health, and Civil Defense Committee motion.) Discussion followed.

V. LOCAL AGENCY REPORTS [2:01:09]
Board of Water Supply (BWS): There was no representative present.

Marine Corps Base Hawaii [2:01:14]: Kristi Kaluhiwa reported the following.
• RIMPAC: Training schedules are being decided, a distinguished visitor day will be held.
• Fun Run: There will be a fun run on base in May 2024.

VII. MAYOR AND GOVERNOR REPORTS [2:04:37]:
Mayor Rick Blangiardi’s Representative: Shayne Enright reported the following.
• Kapaa Quarry Road: The portions of Kapaa Quarry Road under City jurisdiction are shown colored in yellow on the tax maps submitted to Chair Hicks. The Department of Facility Maintenance (DFM) has trimmed the vegetation back on Saturday, March 2, 2024, prior to the restriping of the pavement markings on Sunday, March 3, 2024. Kapaa Quarry Road is scheduled to be trimmed back approximately every 3-4 months pending the availability of resources. The Kailua yard cut a 25-foot trench near TMK no. 4-2-017:020 to help decrease the ponding in the roadway at the end of January 2024. BWS has also contained the water that was coming from the water tank that is situated on Mokapu Blvd.
• Flooding on Kailua Road: DFM initiated SR# 54226 for the request to clean out the storm drain at 590 Kailua Road to help decrease the flooding that occurs during rainstorms. Work will be done when resources are available.

Representative Lisa Marten [2:15:25]: Representative Marten reported the following.
• Little Fire Ants: Lanikai is under treatment for the invasive fire ants.

Senator Jarrett Keohokalole [2:22:03]: Senator Keohokalole reported the following.
• Legislature: Challenges were described relating to balancing a budget following the Maui wildfire disaster.

Senator Chris Lee [2:34:28]: No representative present.

Councilmember Esther Kia’aina [2:34:41]: Councilmember Kia’aina reported the following.
• Density: A perspective was shared on the State’s attempt to change density laws.
• Budget: The City Council is including $46.5 million for improvements to the wastewater treatment plant.
• Sports: A resolution was introduced urging the Department of Education to allow fields to be made available for youth sports.

Representative Natalia Hussey-Burdick [2:40:03]: Representative Hussey-Burdick reported the following.
• Water Quality Bill: Senate Bill 2322 passed from the Finance Committee.
• Cannabis Bill: Senate Bill 3335 died in the Finance Committee.
• Urban Development: Senate Bill 3202 private covenants cannot restrict density lower than county zoning allowance, or long-term rentals of units on that lot.
• Organized Racing: An illegal racing event occurred on the H3 on Sunday, March 3, 2024.

Representative Scot Matayoshi [2:49:30]: No representative present.

U.S. Representative Jill Tokuda [2:49:34]: No representative present.
