1. The Pearl City Neighborhood Board No. 21 next board meeting will be both Hybrid Virtual and In-Person facilitated on WEBEX virtually and facilitated at Momilani Community Center 715 Hoomoana St, Pearl City on Tuesday, May 28, 2024. The Pearl City Neighborhood Board No. 21 meetings are broadcasted on Focus Channel 49 and air 2nd Saturday at 6:00 PM and 1st and 3rd Friday at 1:00 PM.

1. CALL TO ORDER – [0:00:00]:

Chair Veray called the meeting to order at 7:00 p.m. Chair Veray reviewed the time limit policy and procedures before conducting a roll call. Quorum WAS established with seven (7) members present. Note: This 11-member board requires six (6) members to establish a quorum and to take official Board action.

Board Members Present: Larry Veray, Kekuni Agard, Rodney Awong, Charmaine Doran, Guy Inouye, Dion Mesta, Tony Velasco, Daniel Smith arrived at (7:04 p.m.), Brendon Lee arrived at (7:05 p.m.), and Lawrence Miyazono Jr. arrived at (7:12 p.m.).

Board Members Absent: Nathan Takeuchi.

Honolulu Fire Department (HFD) – [0:02:45]: No representative present at this time. This item was revisited later in the meeting.

Honolulu Police Department (HPD) – [0:02:58]: Sergeant S. Miller Jr. provided the report.
• February 2024 Statistics: There were 10 motor vehicle thefts, 2 burglaries, 28 thefts, 6 Unauthorized Entry into Motor Vehicle (UEMV. Statistical information can be found on the HPD public website:
www.honolulupd.org

3. PUBLIC TESTIMONY – [0:04:21]:

Damaged Guard Rail and Signage – [0:04:40]: Resident Tom noticed a damaged guard rail and signs while driving up to Palisades from Komo Mai Dr. He said the rail is by a river and on a hair, pin turn on Komo Mai Dr.

Daniel Smith arrived (7:04 p.m.); eight (8) members present.

Brendon Lee arrived (7:05 p.m.); nine (9) members present.

Grass Overgrowth – [0:06:37]: Resident Weber raised concerns in regards to the Pearl City District Park Baseball field. She claims that grass is overgrowing and not been maintained for a while. She had informed Department of Parks and Recreation and was transferred to District 5 office. She was informed that maintenance was behind schedule due to outdated equipment. She is now requesting to get additional funds to replace the outdated equipment and repairing serviceable ones.

Gymnasium Maintenance – [0:08:45]: Resident Weber also requests funding for a roof repair on the Pearl City District Park’s Gymnasium. She noticed that puddles form inside the gymnasium when it rains.

Honolulu Fire Department (HFD) – [0:12:06]: Captain Wong provided the report.
• January 2024 Statistics: There were six (6) nuisance fires, 11 activated alarms without fire, 176 medical emergencies, one (1) motor vehicle collision with pedestrian, one (1) motor vehicle crash/collision, two (2) mountain rescues, and two (2) Hazardous Material Incidents.
• Safety Tip: Don’t Stall Call 911: Call 911 right away when there is an emergency; speak clearly; provide an accurate description of the type of emergency and the location; remain calm; text your emergency to 911 if you don’t have good reception for voice communication; and if you don’t know the passcode to unlock a cellphone, you can push the “Emergency” button to unlock it and call 911. 4. PRESENTATIONS – [0:14:59]:

U.S. Navy Update on the Construction of Drydock #5 in Pearl Harbor – [0:14:59]: Captain Stephen Padhi and Matt Lu presented a construction plan of a new drydock, which a copy can be found at: https://drive.google.com/file/d/1fhITDwl7C2lTQgScr1DE4roGbsOv8RNH/view?usp=drive_link. The construction of the drydock is located at the Waipio Peninsula and Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility. Their goal is to accommodate nuclear powered submarines as the existing dry docks are not large enough to service Virginia Submarines. The U.S. Navy are making efforts to reduce traffic and noise pollution.

Homeless Outreach and Navigation for the Unsheltered (HONU) Program at Blaisdell Park – [0:42:56]: Deputy Director Los Banos gave a presentation of the HONU Program at Blaisdell Park, which can be found at: https://drive.google.com/file/d/1YVR-clAvf2i-Fb1b-j-JDyF18CD5jVfy/view?usp=drive_link. Deputy Director Banos highlighted the following: the primary cause of individuals and families experiencing homelessness; strategies on ways to engage with the homeless population; and provided information about the HONU program. The HONU Program plans to have an outreach at Blaisdell Park on Monday, April 1, 2024 to Thursday, August 1, 2024.

Pearl City Highschool Cyber Security Awareness – [1:06:37]: Seniors from the Pearl City Highschool in collaboration with the Center for Tomorrows Leaders (CTL) came to spread awareness of Cyber Security. Their goal is to inform the community about cyber security and ways not to be a victim of a cybercrime. The Seniors plan on having a presentation on Cyber Security at James Campbell Highschool on Monday March 4, 2024.

5. BOARD BUSINESS [1:18:34]:

Board Decision changing Recess Month from June to March 2024 – [1:18:37]: Hearing no objection or abstentions, the motion was ADOPTED 10-0-0 (Aye: Agard, Awong, Doran, Inouye, Lee, Mesta, Miyazono, Smith, Velasco, and Veray; Nay: None; Abstain: None) [1:18:59].

[1:19:14] – Chair Veray passed the gavel to Vice Chair Doran.

PCNB Letter to City & County Honolulu Corporate Council in Regard to Pearl City Flood Victims– [1:19:25]: Chair Veray explained the purpose of the letter is to help the victims of the December 2021 flood.

[1:22:51] – Vice Chair Doran passed the gavel to Chair Veray.

[1:22:56] – Doran MOVED Agard SECONDED to approve the letter which included a link to the resolution and summation of the last minutes. Discussion followed. The board conducted a role call vote. The Motion was ADOPTED 10-0-0 (Aye: Agard, Awong, Doran, Inouye, Lee, Mesta, Miyazono, Smith, Velasco, and Veray; Nay: None; Abstain: None) [1:25:17].

6. GOVERNMENT REPRESENTATIVE MONTHLY REPORTS – [1:26:18]:

Mayor Rick Blangiardi’s Representative – [1:26:21]: Mesta provided the report and answered the questions from the previous meeting. Mesta announced: the Mayor’s Newsletter highlights; the Honolulu Zoo nominated for Best Zoo in America by USA Today 10 Best Reader’s Choice Awards; Neighborhood Commission Office is Hiring Neighborhood Assistants; and TheBus service route modifications.

Kamanu stand on the written report, informed that they are focusing on the upcoming budget for the city, and will provide a CIP report in the next meeting.

State Department of Transportation (HDOT), Highways Division – [1:41:08]: Casey Abe provided a slideshow. Abe presentation highlighted an update on the restriping of Acacia Road, the homeless encampment under the H1 viaduct, and graffiti cleanup. Abe noted a green left turn arrow was not working properly and will provide an update in the next meeting. Abe also provided an answer to a comment he received from the previous meeting.

District 15 – Senator Glenn Wakai – [1:50:22]: No representative present.

District 16 – Senator Brandon Elefante – [1:50:33]: Senator Brandon Elefante provided his report, which can be found at: https://drive.google.com/file/d/1iP5LYojucSkhS8-zG7QfMAW2OYQg0Kka/view?usp=drive_link. Senator Elefante announced that between January 18, 2024 to January 20, 2024, 147 citations and 42 arrest for excessive speeding on the freeway between Aiea and Pearl City. He provided updates to bills in regards to speed enforcement cameras, increased speed fines in school zones, Palisade alternative egress road, and the Palisade siren.

District 34 – Representative Gregg Takayama – [1:53:33]: Representative Gregg Takayama provided his report. Representative Takayama announced the bills that are set to pass next week by the House: Palisade emergency access road; Palisade emergency siren replacement; continuation of the fireworks task force; and the Sunset Memorial Cemetery.

Garcia highlighted the following: Congressman Case held a Talk Story in person Town Hall in the first week of January at Moanalua High school then to McKinley High School; the congressional delegation was present in regards to drydocks; federal funding for the current fiscal year; Friday, March 1, 2024 Four bill appropriation: Military Construction/Veterans Affair, Agriculture Energy Department Water Development projects, Housing and Urban development, and Transportation; announced updates from December 2023; Congressman Case shared a guide to prevent wildfires; and the approval of certain Community Project Funding items.

Ellis provided a legislative update regarding two School Bus Bills HB 2082 and HB 1767 and Ellis stands on his report.

Board of Water Supply – [2:09:48]: Arlen Ledward shared the report for the month of January 2024. Ledward highlighted four (4) water main breaks: one (1) 8-inch main water breaks on Friday, January 12 2024 near 1858 Homoallele Street, one (1) 8-inch main break on Sunday, January 14, 2024 near 2218 Apaakuma Street; one (1) 12-inch main break on the Sunday, January 21, 2024 near 1307 Waimano Home Road and one (1) 8-inch main break near 1325 Waimano Home Road. The Board of Water Supply is offering its customers a $100 rebate on Water Sensible label toilets.

Pearl City Library – Vicky Bowie – [2:11:00]: No representative present.

Joint Base Pearl Harbor-Hickam – [2:11:07]: David Duna Hodge and Victor Flint provided a report. Hodge highlighted the following: the Joint Task Force-Red Hill (JTF-RH) and Navy Closure Task Force-Red Hill (NCTF-RH) hosted a Transition Open House on Wednesday, February 7,2024; the NCTF-RH launched their new website; the continuation of the Long-term Water Monitoring; and the Long-term Monitoring has a booth on Thursday, February 29, 2024 at the Pearl Harbor Navy Exchange, 10:00 a.m. to 1:00 p.m. Victor Flint highlighted the following: The Navy is working with Uh Manoa to restore native oyster; the Navy is soliciting volunteers for Saturday, April 20, 2024 Bike Path Clean up at Aiea Bay State Reck Park beside McGrew Point, Lehua area leeward on the side of the bike path, and Leeward Community College on the rear of the campus; and Kealahau is working with the homeless on assistance options.
