Homeless Initiatives Unit (HIU) Programs
Community Based Development Division
The Homeless Initiatives Unit (HIU) coordinates City and State funded programs such as: Housing First (HF) Tenant Based Rental Assistance and Case Management programs providing permanent supportive housing for individuals experiencing chronic homelessness or victims of domestic violence; the Hale Mauli Ola emergency transitional shelter at Sand Island; and hygiene, landlord engagement, outreach navigation, and transportation programs that support the City’s homeless outreach efforts.
City General Funded (GF) Programs
- Housing First permanent supportive housing for chronically homeless individuals.
- Increment 1 – 115 persons (City General Funded (GF) case management/rental vouchers).
- Increment 2 – 100 persons (City GF case management/rental vouchers).
- Increment 3 – 100 persons (City GF case management/HUD HOME rental vouchers).
- Increment 4 – 60 (State ʻOhana Zone case management/City GF rental vouchers) + 38 (rent only Permanent Supportive Housing)
A low barrier emergency shelter facility that allows couples to stay together, providing lockable secure units for privacy and welcoming people with pets.
A 77-unit apartment complex for Housing First residents and Safe Haven operations for persons with the disability of severe mental illness. Drop in services available for casem management and counseling at Pauahi Hale, including a hygiene center out
- Ground Floor
- Hygiene Center that includes showers, restrooms, laundry equipment, storage area for carts and pets, and program office to allow social service providers to provide outreach services with the goal of providing shelter to persons experiencing homelessness.
- Mezzanine and 2nd Floor
- Mezzanine supports the operations of a health services clinic that provides organized non-emergency services to persons experiencing homelessness who are ambulatory and do not require hospitalization. The clinic will operate in compliance with the State of Hawaiʻi, Department of Health regulations of an Outpatient Clinic.
- Second Floor offers permanent supportive housing for persons experiencing homelessness, or in support of the programmatic needs of the patients of the health services clinic located on the Mezzanine level (20 residential units +1 live-in residential manager).
- Third Floor
- Third Floor shall support permanent supportive housing for persons experiencing homelessness (20 +1).
Landlord Engagement. Identifying landlords willing to partner with the City for voucher holders, includes Housing First, Rapid Re-Housing, Rent-to-Work, Section 8 and HUD-Vash (VA Supportive Housing).
Outreach Navigation. Psychiatric and legal services for persons experiencing homelessness.
Transportation. Contracted transportation to move person and their limited belongings to shelter or permanent housing.
Revive and Refresh. Mobile hygiene trailer offering showers and restroom facilities with supportive case management services available.
State ʻOhana Zone Funded (SOH) Programs
Housing First permanent supportive housing for chronically homeless individuals.
- Increment 4 – 60 (State ʻOhana Zone case management/City GF rental vouchers) + 38 (rent only Permanent Supportive Housing)
Lift Mobile Navigation Centers / HONU (Homeless Outreach and Navigation for Unsheltered Persons)
- Began as a partnership between the State of Hawaiʻi Homeless Programs Office and the City’s Honolulu Police Department, the Department of Community Services, and the Department of Park and Recreation, along with Community Organizations.
- Provided temporary overnight accommodations to navigate and connect services and housing support to the unsheltered.
