The 1905 County Act passed by the territorial legislature established the County Clerk as an elected position within the County of Oahu. The first County Clerk, David Kalauokalani, would serve in this capacity for more than 27 years. A new City Charter approved by the voters in 1958 made the City Clerk an appointed position of the Council.
The City Clerk was an elected position from July 1, 1905 to January 2, 1961.
Pursuant to the Revised Charter of Honolulu, Section 3-301, the Honolulu City Council shall appoint the City Clerk of the City and County of Honolulu.
Section 4-9.1(a) of the Revised Ordinances of Honolulu 1990, provides in part that the Council appoint the City Clerk to a term of six years and thereafter until a successor is appointed. The City Clerk is appointed to a six-year term by Council resolution.
