POSITION SUMMARY: The position works under the supervision of the designated Supervisor or Manager, and carries out direct therapeutic interaction with clients, in accordance with the Department’s Substance Use Disorder Assessment-Fast (SUDA-Fast) program. The position is primarily responsible for conducting substance use assessments for pretrial defendants at the Oahu Community Correctional Center (OCCC) and the Women’s Community Correctional Center (WCCC) as an augmentation to the services provided by the Department of Health and/or its Hawaiʿi Cares contracted provider. Follow-up services include matching the level of care with appropriate community programs, and facilitating the client’s release into the appropriate program. The position protects the confidentiality of clients and client records in accordance with all applicable federal regulations.

DUTIES:

I. Essential Functions (85%)

1. Serve as SUDA-Fast’s primary substance use assessor for each client referred to his/her caseload.

2. Coordinates with the Department of Public Safety for case assessment referrals, and referrals for treatment.

3. Drives to and from OCCC and WCCC to conduct substance abuse assessments.

4. Conducts and prepares substance use assessments of clients by utilizing a bio-psycho-social screening instrument to determine a client’s need for treatment and level of motivation, and makes recommendations for the appropriate level of care.

5. Coordinates with the Department of Health and/or Hawaiʿi Cares to facilitate approval of care and placement into treatment, and with the treatment programs to schedule a proposed release date from OCCC.

6. Communicate with the Department of Public Safety, defense attorneys and deputy prosecuting attorneys to effect activities for SUDA-Fast pretrial releases.

7. Maintains client records in accordance with the Department’s policies and procedures, and in compliance with all state and federal laws.

8. Perform statistical reporting tasks as required, and collaborate with the Department’s grant planners.

II. Other Functions (15%)

1. Participate in SUDA-Fast or other related meetings as required.

2. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

1. Certification as a Substance Abuse Counselor (CSAC) by Hawaiʿi’s Department of Health.

2. Eligible for certification in CPR and First Aid.

LICENSE REQUIREMENT: Possession of an appropriate valid Hawaii State driver’s license (Type 3).
