§2-14-118 Discussion. (a) When a board member or person properly before the board wishes to speak, the member or person shall address the chair, be recognized before proceeding, and shall confine remarks to the subject under discussion, avoiding personalities and abusive language.
§2-14-126 Parliamentary authority. The most current edition of Robert’s Rules of Order Newly Revised shall be the parliamentary authority of all boards when the Hawaii Revised Statutes, the charter, the Revised Ordinances of Honolulu, and the plan are silent. 5.1.2 Consideration of Resolution – Requesting the City and County of Honolulu to consider establishing a community garden in Pālolo Valley.

Vice Chair Mau called the meeting to order at 7:00 p.m. Quorum WAS NOT established with 6 members present. Note: This 13-member board requires 7 members to establish a quorum and to take official Board action.
Board Members Present: Randolph Hack, Dallas Ige, Juanita Kawamoto, Kaleolani Leo, Beverly Mau, and Dean McColgan.
Board Members Absent: Derek Turbin, Darlene Nakayama, Earl Shiraki, and Ranell Asuega Fualaau.

Vice Chair Announcements – [0:00:30]: Vice Chair Mau shared announcements. The Board sends their hearts out to all those living in Florida who have been impacted by Hurricane Milton. Multiple board members provided notification that they were unable to make the meeting due to personal reasons.

Honolulu Fire Department (HFD) [0:01:39]: Firefighter Captain Chris Miller provided the report and highlighted the incident statistics for September 2024 and the fire safety tip of the month related to home smoke alarms. Honolulu Police Department (HPD) [0:03:20]: Lieutenant Nishimura provided the report and highlighted the incident statistics for September 2024 and safety tips for the month regarding Halloween safety.

Board of Water Supply (BWS) [0:06:30]: Dominic Dias provided the report and shared there were no water main breaks in September 2024. The Waiomao waterline installation is complete and they will have to go through the chloronation of the main before it is put back in service. The Board of Water Supply is kicking off their 2025 poster and poetry contest. The poster contest is open to Oahu students in grades K-6 and the poetry portion is open for Oahu students in grades 7-12. The 2025 contest theme is “worth of wai”.

Approval of Regular Meeting Written Summary for Video Record – Wednesday, August 14, 2024 – [0:08:48]: This item was deferred to the next Board meeting due to not having quorum.
Filling of Vacancies – One (1) in Subdistrict 1, Two (2) in Subdistrict 3 – [0:09:05]: No volunteers at this time.
Adding Members to the Trees for Pālolo Permitted Interaction Group – [0:09:40]: Vice Chair Mau shared there are currently four board members in the group and two vacant seats. There were no volunteers at this time.
4. ANNOUNCEMENTS FROM PERMITTED INTERACTION GROUPS – [0:10:20]
Trees for Pālolo…Planting Trees, Growing Communities [0:10:30]: Member Ige shared highlights on the report from the permitted interaction group. The next community meeting is scheduled for Wednesday, October 17, 2024 at Pālolo Homes Ohana Learning Center at 6:30 p.m. There are two upcoming events for the public. On Saturday, October 19, 2024 volunteers will participate in Sustainable Ghostlines at Ali’iolani Elementary School from 3:00 p.m. to 8:00 p.m. to build awareness about trees. The public is invited and no sign-up is necessary. The second event is on Saturday, October 26, 2024 and is a clean-up event at “The Plantation” food forest site adjacent to Pālolo Homes. There will also be a City tree adoption event called “Trick or Tree” on Saturday, October 26, 2024 from 10:00 a.m. to 12:00 p.m. at Pālolo Valley District Park. A proposed joint letter with the Diamond Head Neighborhood Board and Kaimuki Neighborhood Board has been drafted to be sent to the owner/operator of Kaimuki Shopping Center. The Board will take this letter under consideration at the next Board meeting. A proposed draft Resolution has been created to send to the City requesting Pālolo to have a community garden site. The Board will take this draft Resolution under consideration at the next Board meeting. Vice Chair Mau shared the draft letter for Kaimuki Shopping Center is for beautification of the property and to provide shade. Vice chair Mau shared that Dan Dinell, the proposer for this project will be present at the next Board meeting to talk more about the resolution.

Mayor Rick Blangiardi’s Representative – [0:17:22]: Department of Facility Maintenance (DFM) Deputy Director Warren Mamizuka provided the report and highlighted the Mayor’s monthly newsletter for October 2024. Follow-up responses were provided for concerns raised at last month’s meeting.

Governor Josh Green’s Representative – [0:25:00]: Kiele Amundson provided the report and shared October is “Stop the Ant” month and a multi-agency effort throughout the month will encourage residents to collect and submit ants from their properties to help detect and control the spread of invasive little fire ants (LFA). For the second consecutive time, the State of Hawaiʻi has been ranked among top States for IT practices. Governor Green issued a proclamation declaring October “Infant Safe Sleep” month to increase the public’s awareness of the high rates of preventable infant deaths. The Governor proclaimed October as Cybersecurity Awareness Month in Hawaiʻi. The State Department of Health received $1.4 million in federal grant money to help reduce maternal mortality in Hawaii.

Representative Jackson Sayama – [0:28:20]: Representative Sayama provided the report and shared his experience in the Governor’s delegation to Japan. Rep Sayama attended the Pālolo Chinese Home dedication for receiving a grant from the federal government. The grant will be used to increase the services and programs they have. Rep Sayama shared that Anuenue School was gifted a new tech lab classroom and renovated basketball court for students from the Los Angeles Clippers professional basketball team.
