Chair Pro Clarissa Burkert called the meeting to order at 6:29 p.m. – Quorum was not established with eight (8) members present via WebEx and in person. Note – This 17 – member Board requires nine (9) members to establish a quorum and to take official Board action.

CITY/STATE MONTHLY REPORTS – [00:00:05].
Honolulu Fire Department (HFD) – [00:00:24]: Captain Marcus Esteban reported the following. A copy of the report can be found at: HFD October 2024 Report.
• September 2024 Statistics: There was one (1) nuisance fire, five (5) activated alarms (no fire), 25 medical emergencies, one (1) motor vehicle crash/collision, three (3) mountain rescues, and one (1) hazardous materials incident.

Honolulu Police Department (HPD) – [00:05:17]: Lieutenant Nishimura reported the following:
• September 2024 Statistics: There were two (2) motor vehicle thefts, one (1) burglary, nine (9) thefts, eight (8) Unauthorized Entries to Motor Vehicle (UEMV), and 6,119 calls for service.
• Safety Tip: Lieutenant Nishimura provided Halloween safety tips. For more in-depth information, please go to their website: https://www.honolulupd.org/.
Questions, comments, and concerns followed – [00:07:07]. Will follow-up with more information concerning the rape in Niu Valley on 9/25/2024 next month.
Board of Water Supply (BWS) – [00:08:22]: Chris Sugimoto provided the report which can be found at: BWS October 2024 Report. Sugimoto provided responses to questions raised at the previous meeting regarding BWS work at the Waiʻalae Iki Reservoir and gravel parking lot at Wailupe line booster parcel. Sugimoto reported one (1)
main break at 2133 Pauloa Place on Wednesday, September 18, 2024. Sugimoto announced the the 2025 Poster and Poetry Contest. If anyone has any questions/comments, you can contact him at csugimoto@hbws.org. For more information visit www.boardofwatersupply.com.

BOARD BUSINESS – [0:11:46]

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [00:12:01]
New Bus Route – [0:12:16]: Resident Eric Chang provided a letter from his mother, articulating her concerns with the new bus route and the bus stop fronting her home at 506 Hao Street. The new bus route eliminated approximately 30 to 35 parking stalls within the upper ʻĀina Haina Valley and Resident Chang inquired if there was going to be any mitigation for that. The home has particular conditions that were not taken into account when placing the bus stop in front of their home. Resident Chang suggested that the bus returning from Sea Life Park use a right turn on Nohu Street from Hind Drive to access the upper ʻĀina Haina Valley, the same bus stops of the right side of Hao Street could be utilized, and the bus would rejoin Hind Drive ad turn right to continue to town. DTS Representative – [0:16:32]: Several Board members expressed dismay about how the DTS implemented this route change and that informing the Board afterward was not community outreach. Member Spangler requested for DTS to attend the next meeting to discuss the new bus route.
Dangerous Intersection – [0:21:09]: Resident Richard Furst raised concerns regarding the dangerous condition that exists at Ani Street and Hind Iuka Drive, at the intersection that is immediately in front of the old Wailupe Elementary School, which is now the Wailupe Community Park. Resident Furst noted that there is a blind curve leading up from as you go Mauka to that intersection. It is very difficult to see pedestrians as you are approaching that intersection in a vehicle until you get about 200 feet or less from the intersection, especially kids and kupuna utilizing the Park now. Resident Furst noted a traffic study was conducted in 2022 by DTS and found that there was no need for any modification of traffic controls at that intersection.
Hilton Strike – [0:28:49]: Hotel worker Crystal provided update on the current strike at Hilton Hawaiian Hotel. Crystal noted that the strike is not about the money, more so it is about the people, working conditions, and understaffing. Currently negotiations are ongoing and it is far from getting a tentative agreement between Hilton and the hotel workers.

PRESENTATIONS – [00:37:47]
Pedestrian safety at Nenue Place crossing, Holy Nativity School – [0:38:48]: Jeanne Wilks raised many pedestrian safety concerns fronting Holy Nativity School. Wilks noted that there are five (5) signs, two (2) speed humps, and two (2) crosswalks between the ʻĀina Haina Library and the stop sign down at the end of Nenue Place. Wilks stated that the school have had daily near misses of their students and staff being hit. Wilks is asking something be done before there is an accident. Wilks suggested to return the left turn back at West Hind Drive and Kalanianaʻole Highway; closing the section of Nenue Place that bisects Holy Nativity School from 7:30 to 8:00 in the morning and 2:30 to 3:00 in the afternoon when their classes are crossing for drop off and pickup; have a flashing pedestrian crossing signs or light when crossing; and speed limit indicator.
Questions, comments, and concerns followed – [0:42:33]. The DTS was requested to attend the next meeting to discuss this matter. Member Sonoda-Pale offered to draft a resolution that the Board can review at its November meeting.
Punahele Place Special Management Area (SMA) permit – [0:44:40]: Jim Hayes presented the plans to build two-story, 3,800 square feet of interior living, residential home at 914C Punahele Place, which is zoned R-10 along the coastline and the side area is roughly 13,700 square feet. The property is currently undeveloped and owned by Mr. Peters. SMA major permit applications to the City require a public hearing, and then go to City Council for final consideration. [0:55:51] – Chair Berkert called the meeting back to order.
Questions, comments, and concerns followed – [0:58:45]. Concerns were raised regarding sea level rise and erosions; the residence being used as a wedding facility or being used as a short-term rental.
Coqui frogs at the Kuliʻouʻou Summit – [1:09:19]: Department of Agriculture (HDOA) representative Jessica Miura, O‘ahu Invasive Species Committee (OISC) representative Nate Dube, and Department of Land and Natural Resources (DLNR) representatives Josh Atwood and Ryan Chang presented the current situation with coqui frogs. DLNR Representative Atwood reported the presence of coqui frogs at about 200 feet below the Kuliʻouʻou Summit as you going up the Kuliʻouʻou Ridge Trail. The different agencies are surveying that area and trying to find solutions to treat that population. Atwood noted that they will be using citric acid to eradicate the coqui frogs by using drone technology to spray the chemical as the terrains are not easily accessible. Questions, comments, and concerns followed – [1:12:41]. The Board and community all agree that they do not want the coqui frogs in their neighborhood and are willing to lobby for additional funding. It was suggested to take the weather and wind direction in consideration when spraying. Mr. Chang stated that treatment could take years.
OFFICIAL’S REPORTS – [01:32:45]
Congressman Ed Case Representative – [01:32:45]: No representative present.
Mayor Rick Blangiardi’s Office Representative – [01:32:52]: Director Dita Holifield briefly introduced herself. The Mayor’s monthly newsletter can be found at: Mayor Blangiardi October 2024 Newsletter. Director Holifield noted that she will bring the issues that were raised to the Department of Transportation Services and will also elevate the conversation of the coqui frog.
Governor Josh Green Representative – [01:37:26]: Dave Day provided responses to inquiries from the previous meeting regarding Kaiwi Channel wind turbines and inquiries regarding Red Hill. The Governor’s Newsletter can be found at: Governor Green October 2024 Newsletter.
Questions, comments, and concerns followed – [1:40:58]. The Governor was again requested to be present at community meetings concerning Red Hill the military’s usage of water to clean their pipes was questioned.
City Council Chair Tommy Waters – [01:49:28]: Adam Doo highlighted Resolution 24-213, which requests the City Administration to provide and manage recycling receptacles at all City parks, Chair Waters kamaʻāina housing bills, Bill 46-2024, which taxes vacant homes to encourage owners to rent or sell vacant homes, and for use for local residents, Bill 52 which would amend the Cityʻs traffic code to regulate e-bikes, and 24-199 which urges the State update and clarify Hawaiʻi’s laws relating to e-bikes. Doo encourages the public to submit testimonies.

Representative Mark Hashem (District 18) – [01:58:50]: There was no representative present and no report was submitted.
Hawaii Department of Transportation (HDOT) – [01:59:00]: Casey Abe responded to inquiries raised at the last meeting regarding dying median landscaping along Kalanianaʻole Highway. Abe reported new graffiti near Kuliʻouʻou Stream Bridge, Paiko Drive, and New Valley Center, trash hidden in the tree line behind the Paiko Drive bus stop, and reviewed the street signs work order.
