Purpose: The purpose of Neighborhood Boards and the Neighborhood Plan is to increase and assure effective citizen participation in the decisions of government.

Rules for Engaging: Anyone wishing to speak is asked to click the “raise hand” icon, and when recognized by the Chair, to address comments to the Chair. Remarks should not exceed three (3) minutes. Please ensure your microphone is muted unless you are speaking. You can mute and unmute for those dialing in on the phone by pressing * 6. Please state your first and last name for the record, before moving into your comment/question etc. Written testimony may also be submitted via email using the contact information listed on the Neighborhood Commission Office website. Akahai(modest), Lōkahi(unity), ʻOluʻolu(pleasant), Haʻahaʻa(humble), Ahonui(patient) to be used as a standard of conduct of all participating.

Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this 13-member Board, is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons. Sustainable Coastlines Earth Week- [0:55:20]: Rafael Bergstrom announced their the clean ups will be for four days. This will start at Bellows Beach Park on Sunday, April 21, 2024. On Thursday, April 25, 2024 will be the Full Circle Farm Compost Day.

Department of Transportation Updates – [0:58:11]: Brian Kimura provided updates on the Kalanianaole Highway Project. He also shared that the Department of Transportation are doing an assessment due to a request that came in from the community regarding having additional installations of speed tables and speed humps from the Olomana Golf Club to Shima’s Supermarket. The assessment is anticipated to be completed sometime in May.

Hawaiian Birth Worker – [1:00:20]: PuaoEleili Pinto and Kristie Duarte shared their concerns regarding being a Hawaiian Birth Worker is illegal. They shared the obstacles that they’re facing while trying to bring back the Hawaiian birthing practices.

● [1:52:54] Department of Agriculture Dexter Kishida provided updates on the five nurseries in Waimanalo that they are working with regarding invasive species management. He shared that little fire ants were found at a plant sale during the Punahou carnival. The nurseries did actively spray their plants, but it was ineffective due to the timeframe between spraying. If there are any questionable ants found at a store or nursery, please call 643-PEST. The line has been rerouted to the Hawaiʻi Department of Agriculture.
