A. The Kailua Neighborhood Board supports Bill 44 (2024) to establish a 20 mile per hour speed classification and designate 20 mile per hour limits in school zones. This support aligns with our May motion requesting traffic safety improvements across our community, especially in school zones.

I. CALL TO ORDER – [0:00:00]: Chair Hicks called the meeting to order at 7:03 p.m. Quorum was established with 12 members present. Note: This 19-member Board requires 10 members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Secretary – [0:02:08]: Wong Moved and Akau Seconded the Motion to elect Kobayashi as Board Secretary. The Motion was adopted by roll call vote; 13-0-0 (AYE: Akau, Counsell, Hicks, Kobayashi, Laeha, Morrell, Righter, Tomasa, Weber, Weller, White, Wong, Zuckernick. NAY: None. ABSTAIN: None.). III. ANNOUNCEMENTS – [0:05:16]
Emergency Preparedness Fair: Kailua Alert & Prepared and the Kailua Neighborhood Board will host an annual Emergency Preparedness Fair on Saturday, September 7, 2024 between 9:00 a.m. and 1:00 p.m. at the Kailua Town Center parking garage area.
Kailua Fall Festival: The 3rd annual festival will take place on Saturday, September 28, 2024 from 4:00 p.m. until 10:00 p.m. on Hahani Street.
Christmas Parade: The Olomana Community Association will be conducting its Annual Christmas Parade on Sunday, December 15, 2024 starting at 2:30 pm.
Honolulu Century Ride: Counsell announced the Honolulu Century Ride on Sunday, September 29, 2024.

IV. BOARD VACANCY – [0:08:03] There was one vacancy in Sub-District 2 (Enchanted Lake), for the term ending June 30, 2025. Akau nominated Ka’ai Bruhn. Laeha nominated Jeff Klein. Ka’ai Bruhn and Jeff Klein provided brief introductions.

Trecker arrived at 7:20 p.m., 14 members present.

The motion failed due to lack of quorum votes (10), a revote was taken.
[0:35:52] The Motion to fill the Sub-District 2 Vacancy Failed; 5-9-0 (BRUHN: Akau, Morrell, Tomasa, Weber, White. KLEIN: Counsell, Hicks, Kobayashi, Laeha, Righter, Trecker, Weller, Wong, Zuckernick. ABSTAIN: None.). [0:38:32]

The motion failed due to lack of quorum votes (10), a revote was taken.

Chair Hicks called a recess as Klein was officially sworn-in.
