A. Consideration on Mililani Workforce Housing Resolution – Supporting the Hawaiʻi School Facilities Authority’s intent to develop teacher workforce housing on the Mililani High School (MHS) campus.  Recommending the relocation of the proposed site to the MHS-preferred location on the lower campus, near the Meheula Parkway/Anania Drive intersection and the MHS Stadium. This preferred site is suggested as an alternative to the currently proposed location on the corner of Meheula Parkway/Hoʻokelewaʻa Street.

Chair Danielle Bass called the meeting to order at 7:30 p.m. The Board recited the Pledge of Allegiance. Chair Bass indicated that she would like to conduct a quick poll to find out which agenda item the many community members are attending [0:01:24]. A poll was conducted [0:01:30]. Chair Bass provided the rules for the Neighborhood Board meeting [0:02:08]. Roll call was conducted [0:04:07] and quorum was established with 19 members present [0:05:36]. Note: This 23-member Board requires 12 members to establish a quorum and to take official Board action.

Honolulu Police Department (HPD) – [0:08:21]: Lieutenant Vierra reported the following:
● Monthly statistics for October 2024
● Safety tip for the month was in regards to burglary and theft prevention.

• Of the seven burglaries three were in Holanialii Street is there any information regarding those in the last week?
• What is HPD doing about vehicles racing on the neighborhood streets?
• Is there any way we can put together a community awareness plan to target who is setting off fireworks in the neighborhood?
• Would video or surveillance evidence helpful in prosecution?

Board of Water Supply (BWS) – [0:15:30]: Kathleen Pahinui reported the following:
● No water main breaks
● Provided a response to a concern raised from the previous meeting regarding if a fire hydrant can be installed in front of the Hawai’i Country Club.

2024 Mililani Holiday Parade and Proposed Route Information – [0:18:01]:  Marilyn Lee from the Mililani Lions Club reported the following:
● The parade is a joint effort of the Mililani Lion’s Club, the Mililani Shopping Center, Mililani Town Center, Police Department, and the Hawai’i Foodbank.
● Will be held on Saturday, December 7, 2024, at 9:00 a.m. at Mililani High School (MHS)
● Provided the route and safety guidelines

Presentation of the Proposed Teacher Workforce Housing Project to be Located on the Mililani High School Campus on the Corner of Meheula Parkway and Hoʻokelewaʻa St. – [0:22:01]: Cheri Nakamura from the State of Hawai’i School Facilities Authority (SFA) announced that she was present to open a collaborative dialogue on the new project. She provided information relating to the following: who is the Hawai’i School Facilities Authority; why is the project happening and why Mililani High School; why wasn’t the community consulted prior to the RFP being published; in its proposal, why was a site selected that was not identified in the request for propsal (RFP); and other frequently asked questions.

• How can the rentals be affordable if they are requiring teachers have roommates?
• Who will occupy the units if DOE employees don’t apply/qualify?
• Will the complex be open to the general public for occupancy?
• Are you going to offer two parking stalls per unit?
• Are there complaints from teachers and staff that are losing the agriculture department?
• Will the new agriculture department be relocated on campus or somewhere else?
• How will it be determined who will get to live in the housing?
• Are there going to be any restrictions on people living in the homes?
• When will an environment impact statement be done and publicized?
• Is the board of education policy going to be amended to reflect smoking and other items in the home?
• Did the SFA consider moving the project to an area where there is a shortage of teachers?
• Would this building be limited to the 25-foot requirement?
• Was there any bidding process before this developer was selected?
• What was the name of the developer who was awarded the contract?
• Would people that have medical marijuana cards or registered non-restrictive sex offenders be allowed to live in the project?
• Was Principal Murphy able to meet with the developer to discuss alternative sites?
• Was this site the original proposed site for the project?
• Who in the SFA is responsible for making the final decision on this project?
• Is the SFA planning on asking for other proposals?
• How many proposals did SFA receive?
• Will the SFA take a vote for the final decision?
• What entity are you speaking about?
• What was the criteria used to decide what qualified as affordable?
• Is there a specific calculation used?
• Can stakeholders have input to limit the number of units in the project?
• Can we limit the residents to the teachers that teach in Mililani?
• Will you need a variance for this project?
• Have you taken time to look at other locations besides Mililani?
• Can you state what section of law this is in response to?
• When these rents were picked were the teacher’s salaries considered?
• What was the roll of the steering committee in the choosing of the site?
• Can you clarify the roll of the steering committee?
• Are the steering committee’s meetings required to follow the sunshine law?

• Has a contract with the developer and SFA been signed?
• A contact has not been awarded, correct?

• Will the building follow the State sustainability goals?

Hawaiʻi Country Club’s Luau in Kunia – [1:41:57]: Director Dawn Apuna from the City and County of Honolulu Department of Planning & Permitting (DPP) provided a brief presentation. She acknowledged that there were concerns at the property that started last year. There were approximately 12 violations that were issued, which a few have been corrected and while others were not including the luau. Some of the violations have been moved to notice of order, which now are fines that accumulate daily. DPP also issued a cease-and-desist letter in August 2024 and the most recent enforcement was a filing a complaint in court.

• The maximum amount of fines is $5,000, so are you limiting the fines to follow State Law?
• Can you please let the Warrior’s Luau relocate in peace at the end of the year?
• Who is affected here?
• Is it the residents on the mountain?
• Are the residents in the agriculture lands legal?
• Is it that important to stop the Luau before it relocates in January?
• Are you referring to the court filing?

Chair Bass called for order in the meeting and gaveled three times. Chair Bass reminded everyone of the rules of the meeting. [2:02:33]

• Will the Luau receive the same revenue if they relocate?
• If the Laua relocates will the place they relocate to have the same historical significance so their profit will be affected?
• Is there a requirement to disclose conflicts of interest?
• Has there been a filing regarding the parties’ conflict of interests?
• Has Mr. Berg declared his conflict of interest in writing?
• During 2016 – 2018 were the raves at the golf course cited for violation?
• Does DPP know if a contract for a new location has been signed?
• Does the new location have all the necessary permits?
• Should the Neighborhood Board with the City Council be looking into allowing DPP more access to increase the fines like the State to help you enforce the laws?
• Was there any electrical code violations or fines on record that would show the underground conduit isn’t installed properly?
• What is the chances of correcting the violations and getting a variance for the Luau to continue?
• Could they get a variance from the City to do it?
• Is there anything this board can do to help facility the Luau’s relationship with DPP?
• Is there already a location the Luau is planning to move to?
• What are the preparations for the Luau’s move?
• Once the Luau moves will you drop the violations?

Concerns Regarding Hawai’i Country Club – [2:23:38]: Tom Berg expressed his concerns regarding the Hawai’i Country Club having 50 bins that were not covered that are most likely to have asbestos and there is an illegal paintball operation on the property.
Hilton Strike – [2:27:15]: Sherry announced that she is an employee of Hilton Hawaiian Village and they are on strike. She provided information regarding the ownership of the property and emphasized that they are being overworked

Disaster Preparedness Event – [2:30:06]: TJ Cuaresma announced that there will be a disaster preparedness event at the Haleiwa Gym on Saturday, November 9, 2024.

Office of Hawai’i’s 1st Congressional District, Congressman Ed Case – [2:32:08]: Nestor Garcia introduced Nelson the Chief of Staff for Congressman Case. Nestor highlighted that on Monday, November 25, 2024, that Congressman Case will be introducing a legislation project to see if they can get a study designated for Kaena Point to make it a natural heritage site. Nelson announced that Congressman Case is working on funding issues and went on a trip to the Middle East.

Office of the City & County of Honolulu Council District 8, Councilmember Val Okimoto – [2:49:10]: Councilmember Okimoto provided a response to a question raised at the last meeting regarding if a police station can be in Mililani. She also announced that they’re currently in community hearings that week and provided a few updates on resolutions. The next full council meeting is on Thursday, November 7, 2024, at 10:00 a.m. Councilmember Okimoto attended the Mililani Skatepark blessing.

Office of the City & County of Honolulu Council District 2, Councilmember Matthew Weyer – [2:54:52]: Kelly Anaya reported the following: legislative updates regarding Bill 40 which relates to the self-certification for solar permits and Bill 22 which legalizes certain fireworks that they both passed 3rd reading; Resolution 24213 provides recycling receptacles at city parks and recreational facilities has been adopted; Bill 52 which regulates e-bikes which passed 2nd reading at full council; and details on 2 other Bills.

Office of State Senate District 18, Senator Michelle Kidani – [2:56:48]: Trevor Nagamine withheld the report and was available for questions.
