I. CALL TO ORDER [0:00:00]: Chair Wesley Fong called the Liliha/Puunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with seven board members present. Note: This 13-member Board requires seven members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board Members Present: Wesley Fong, Carole Kaapu, Cora Yamamoto, Zhoydell Magaoay, Donald Nitta, Chance Naauao-Ota, Brandon Mitsuda, and Henry Pang (arrived at 6:34 p.m.).

Board Members Absent: Ronald Higa, Darren Cantrill, and Dale White.

Guests: Firefighter Chase Yamaguchi (Honolulu Fire Department); Lieutenant Creighton Hatico (Honolulu Police Department); Aedward Los Banos (Mayor Blangiardi’s Representative); Jiro Sumada (Department of Planning and Permitting, Deputy Director); Iris Oda (Board of Water Supply); Lisa Leonardo (Councilmember Dos Santos-Tam); Peyton Mitchell (Senator Rhoads); Keola Kahikina (Senator Mercado Kim); Representative Jenna Takenouchi, Ernest Carvalho (Downtown/Chinatown Neighborhood Board No. 13); Margaret Lim, Ryan Lim, Wallyn Chistian (Residents and Guests) and Spencer Johnson (Neighborhood Commission Office). Honolulu Fire Department (HFD) [0:00:38]: Firefighter Chase Yamaguchi reported the following.
• March 2024 Statistics: There were two structure fires, one nuisance fire, two activated alarms, 121 medical emergencies, one motor vehicle crash involving a pedestrian, and three motor vehicle crash/collisions.
• Safety Tip: Evacuation planning safety tips were provided.

Honolulu Police Department (HPD) [0:05:19]: Lieutenant Hatico reported the following.
• March 2024 Statistics: There was one burglary, six motor vehicle thefts, 14 thefts, nine unauthorized entries into motor vehicles, one robbery, one aggravated assault, two sex assaults, three assaults, and 1,289 calls for service.
• Safety Tips: Witness safety tips were provided.

Board of Water Supply (BWS) [0:20:30]: Iris Oda reported the following.
• Announcement: Detect a leak week will be observed during the third week of April 2024.

VII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES [0:25:48]
Mayor Rick Blangiardi’s Representative: Aedward Los Banos, Department of Community Services, Deputy Director, reported the following.
• Newsletter: https://www.oneoahu.org/newsletter
• Speeding: From March 15-28, 2024, First Watch and Second Watch officers conducted speed limit enforcement on Kapalama Avenue, from School Street to Kealia Drive (top of hill). Officers gave four warnings for speeding and one citation for exceeding the speed limit (15 MPH over, 40 MPH in a posted 25 MPH zone). Officers will continue to make checks and take appropriate enforcement action for violations.
• Makanani Fires: The fire at 1935 Makanani Drive originated outside the teahouse, and the cause is undetermined. The fire at 2407 Makanani Drive originated from an exterior wall, and the cause was determined as accidental. Both investigations are completed. Further information may be requested via a fire incident report from the Honolulu Fire Department website at https://fire.honolulu.gov/requests-for-information/
• TheBus Service Changes: Procedures relating to notifying passengers of service changes were provided.
• Monster Homes: Deputy Director, Jiro Sumada, Department of Planning and Permitting, provided updates on the monster homes in the Liliha area.
