
HONOLULU – The City and County of Honolulu, through its Department of Land Management (DLM), has issued a Request for Qualifications (RFQ) to redevelop four underutilized, City-owned properties into affordable rental housing. This marks the City’s first portfolio solicitation and underscores the Blangiardi Administration’s commitment to innovative solutions that address Honolulu’s critical need for affordable housing.
The RFQ, designated as Solicitation Document No. RFQ-DLM-25-01, invites qualified developers to submit proposals for the redevelopment of the following properties:
- 1615 Ala Wai Boulevard, Honolulu, HI 96826
- 436 Ena Road, Honolulu, HI 96826
- 130 South Beretania Street, Honolulu, HI 96813
- 1421 Pensacola Street, Honolulu, HI 96822
Selected developers will enter into a75-year ground lease with the City and will be responsible for designing, financing, constructing, and operating affordable rental housing on these sites. The City encourages proposals that emphasize sustainability, innovative design, and community engagement to enhance neighborhood livability.

- Non-Mandatory Pre-Proposal Conference: February 14, 2025, 3:00 PM – 4:30 PM HST (Virtual Meeting)
- Deadline for Written Clarifications & Questions: February 28, 2025, 3:00 PM HST
- Proposal Submission Deadline: March 21, 2025, 1:00 PM HST

The City is issuing this RFQ pursuant to authority granted under the Tenth Proclamation Related to Affordable Housing, issued pursuant to the emergency powers conferred on the Governor of the State of Hawai‘i under Chapter 127A, Hawai‘i Revised Statutes (“HRS”).
