On October 6, 2023, the administration submitted its first Housing Plan to the Honolulu City Council which identifies strategies to address the housing shortage and provides clarity and vision to help drive decision-making. This plan was collaboratively prepared by the Mayor’s Office of Housing, Department of Planning and Permitting, Department of Community Services, Department of Land Management, Office of Economic Revitalization, and the Honolulu Emergency Services Department.
The 2024 Revised Edition of the 2023 Housing Plan builds upon the foundational strategies outlined in the original October 2023 plan, while exploring previously identified approaches with added detail and clarity designed to facilitate more informed decision-making. This updated edition reaffirms the city’s commitment to addressing O’ahu’s housing shortage while providing expanded strategies to facilitate production effectively.

Additionally, the 2024 revision lays the groundwork for a more comprehensive and forward-looking housing plan developed by the consulting firm, CommunityScale. This comprehensive housing plan will build on the 2023 Housing Plan and provide an objective, third-party perspective on Oʻahu’s housing conditions and policy discussions.
This effort will help to inform future housing policy decisions with extensive data analysis and targeted strategy recommendations based on a combination of local insights, analytical capabilities, and experience working with other cities, counties, and regions across the country.
