City seeking proposals for its Affordable Housing Fund

Hālawa View II (ʻAiea) under development is a $168,000,000, 302-unit affordable housing complex near Pearl Harbor. The city invested $5,000,000 from its Affordable Housing Fund and HHFDC authorized $93,300,000 in state and federal tax credits along with a $42,300,000 loan from the state’s Rental Housing Revolving Fund.
City seeking proposals for its Affordable Housing Fund

The City and County of Honolulu (“City”), Department of Land Management (“DLM”), through its Department of Budget and Fiscal Services Division of Purchasing (Purchasing), is soliciting proposals from nonprofit entities or public agencies to make use of funds available from the City’s Affordable Housing Fund (“AHF”).

The City anticipates awarding approximately $8,000,000 in AHF funds.

The AHF is a special fund that was established by Section 9-204 of the Revised Charter of the City & County of Honolulu, and is further defined under Chapter 6, Article 63 of the Revised Ordinances of Honolulu, as amended (“ROH”), with the most recent amendments occurring through Ordinance 20-9.

Eligible projects under this RGP shall be limited to new construction projects, and priority will be given to projects that have made significant progress toward securing entitlements, site control, financing, and permits. AHF funds may be used for expenses related to the development, construction, and financing of affordable rental housing. AHF funds granted under this RGP shall be limited to a maximum of $40,000 per AHF Qualified Unit. AHF Qualified Units must provide affordable rental housing for households at sixty percent (60%) AMI or below as determined by HUD on an annual basis and published by the HHFDC. III. There will be a non-mandatory pre-proposal conference via WebEX on May 20, 2024 at 1:00PM HST.  The deadline for proposal submissions is July 12, 2024 at 15:00 HST. Offerors shall follow all submission instructions as stated in the solicitation.  Electronic submissions via email are prohibited and will not be accepted.
