I. CALL TO ORDER – [0:00:03]: Committee Chair Smith called the meeting to order at 6:01 p.m.
Committee Members Present: Kathleen Elliott-Pahinui, Richard Oshiro, Patrick Smith, Larry Veray, and Lloyd Yonenaka.
Committee Members Absent: Mahealani Bernal and Steven Melendrez.
Guests: Greg Misakian (Waikiki Neighborhood Board No.09); Kevin Lye (Downtown-Chinatown Neighborhood Board No.13); Tom Heinrich (Residents); Lloyd Yonenaka, Dylan Whitsell, Travis Saito and Dylan Buck (Neighborhood Commission Office – NCO). There were 12 total attendees. Name not included if not legible on sign-in sheet, not signed in and/or not participated in discussion.

Monday, November 18, 2024 Written Summary for Video Record – [0:00:43]: Hearing no corrections or objections, the Written Summary for Video Record was approved as written; 4-0-0 (AYE: Elliott-Pahinui, Smith, Veray, Yonenaka; NAY: None; ABSTAIN: None) – [0:01:05]
IV. NEW BUSINESS – [0:01:26]
Discussion of Review Process Direction – [0:01:26]: Committee Chair Smith announced that the sentiment of the Committee at the previous meeting was to consider a proposal, if one is prepared by the next meeting, which would result in a pause of the comprehensive review of the Neighborhood Plan in order to focus on reviewing the complaint process.
Review of Complaint Provisions (Proposed §3-2-101 – §3-2-105; Plan §2-18-101 – §2-18-105) – [0:02:21]: Committee Chair Smith introduced the topic and gave the floor to Deputy Whitsell (NCO) to present the proposed amendments to the complaint process. Deputy Whitsell explained the purpose of this meeting is to understand a general direction of where this Committee would like the complaint process to go. Deputy Whitsell highlighted the following amendments to the current process: (1) increase efficiency regarding deadlines; (2) less formal; and (3) turn this into a team effort rather than singling out members

Questions, comments, and concerns followed – [0:04:39]. Following discussion, the sentiment of the Committee was to review the proposed amendments and come prepared to the next meeting for a potential vote.
