a. Decisions from the City Department of Planning & Permitting
i. Manoa Banyan Court: A Final Environmental Assessment was filed by LYCA in November. In late December, DPP responded that such Final Environmental Assessment is incomplete. Therefore, LYCA will need to resubmit its Final Environmental Assessment.
ii. Aria Lane at the Former Saint Francis School Location: A determination by DPP was scheduled to be made by the end of 2024. However, this determination has been delayed until February 2025.
b. Ala Wai Flood Mitigation: Potential City Ordinance Establishing an Ala Wai Watershed Special Improvement District
c. Motion to Change Time and Location of Monthly Meetings
i. Noelani School – Contingent upon changing adjournment time to 8:30p.m. Also contingent upon securing funds to pay the facility usage fees.
ii. Paki Hale – Suggested by NCO staff. Located at 3840 Paki Ave, Honolulu, HI 96815 (Near Honolulu Zoo and Diamond Head).
iii. University of Hawaii at Manoa – Member Christopher Moylan is coordinating with former Governor Neil Abercrombie to see if this is a possibility. Details are TBD.
iv. Any other location proposed by a board member or member of the public.

b. Filling of Vacancies: Sub District 4 (Three Vacancies). – Residents interested in filling a vacant board seat must bring current proof of residency to the board meeting or contact Neighborhood Assistant Anson Wu [anson.wu@honolulu.gov] to verify residency in advance.

d. Update on the Primary Urban Center Development Plan

i. No-Parking Designation. Mr. Michael Hee sent an email to the Chair, showing a “no parking” sign that has been successfully installed on his street.
ii. Manoa Park Trees and Sound Mitigation. Young trees were planted in Manoa Valley District Park, around the outdoor courts; approximately 25 Ashoka and 50 Panax. This was done by the Department of Parks and Recreation, Division of Urban Forestry, to mitigate sound from pickleball games.

a. Neighborhood Board Candidate Registration: The City has opened registration for people who are interested in serving on the neighborhood boards. Online registration is due by February 21, 2025. b. Next Meeting: Next regular board meeting will be held on February 5, 2025. It will be held via the WebEx online platform and at Kapālama Hale Conference Room 153 (for residents without internet capabilities), staring at 7:00pm; location and time subject to change pursuant to agenda item III(c).
