CALL TO ORDER – [0:00:05] 6:31 p.m.

Vice Chair Lucas called the meeting to order at 6:31 p.m. – Quorum was not established with six (6) members present via WebEx and in person. Note – This 13 – member Board requires seven (7) members to establish a quorum and to take official Board action. Vice Chair Lucas read the rules of speaking.

Board Members Present: Kaui Lucas, Shelley Ham, Bill Kilcoyne, Tim Stanton, Frank Fujii, Mecca Monson-Gere, and Jeannine Johnson (logged on at 6:33 p.m.).

Board Members Absent: Sheridan Spangler, Healani Sonoda-Pale, Clarissa Burkert, and Kelvin Gonsalves.

CITY/STATE MONTHLY REPORTS – [0:02:06].
Honolulu Fire Department (HFD) – [0:02:08]: There was no representative present. A copy of the report can be found at: HFD March 2025 Report. Should you have questions, please e-mail the HFD’s Public Affairs & Media Liaison at HFDNHB@honolulu.gov.

Honolulu Police Department (HPD) – [0:02:19]: Lieutenant Thompson reported the following:
• February 2025 Statistics: There were two (2) motor vehicle thefts, one (1) burglary, four (4) thefts, three (3) Unauthorized Entries to Motor Vehicle (UEMV), and 5,746 calls for service.
• Safety Tip: Lieutenant Thompson provided pedestrian safety tips. For more in-depth information, please go to their website: https://www.honolulupd.org/.

Questions, comments, and concerns followed – [0:04:13]. A resident stated he’s called HPD due to loud noises but believes his neighbor is running a game room and wanted to know what else he could do. Narcotics vice has a hotline and they can investigate or he can email Lt. Thompson.

Board of Water Supply (BWS) – [0:09:12]: Christopher Sugimoto provided the report, which can be found at: BWS March 2025 Report. Sugimoto provided responses to concerns raised at previous meeting regarding PFAS chemicals found in the Hālawa well, which can be found at: Reponses to PFAS concerns. BOARD BUSINESS – [0:11:49]
Vacancies – Subdistricts 1 (1); 2(1) – [0:11:53]: There were no volunteers.
Approval of Minutes – February 5, 2025 – [0:12:15]: Hearing no corrections, the Minutes were adopted as written.

Sunshine Law Amendment regarding Board discussions – [0:12:39]: Vice Chair Lucas noted that a vote was conducted in support of the Resolution regarding amending the Sunshine Law regarding Board discussions, at the previous meeting and that it was actually adopted by the Board. Vice Chair Lucas also noted that the Board did not know that at the time because there was a miscalculation, but the Board did actually pass it supporting the Resolution that was passed by the Neighborhood Commission.

Manauwea Street garbage pickup/parking issues – [0:13:24]: Resident Melia Lane-Kamahele provided a packet of briefing materials which share additional information and background, including relevant and timely photos about the parking as the root cause of the signage installation. A copy of the briefing materials can be found at: Manauwea Street Garbage Pickup/Parking Issues Packet. Lane-Kamahele noted that the Board were deliberately misinformed and not made aware of the full range of issues regarding parking violations that triggered the signage installation. Lane-Kamahele also noted that the residents of Manauwea Street are comfortable with the restricted parking signage and appreciate the efforts by the City to address the situation and facilitate safe trash collection.

Discussion on Illegal Fireworks – [0:18:34]: Vice Chair Lucas encouraged Board members who would be willing to take on the issue of illegal fireworks and consider forming a Resolution. Vice Chair Lucas noted that other neighborhood Board have written a Resolution and political leaders are looking for support in the communities to move the issue.

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [00:19:42]
Safety Concern – [0:20:25]: Resident Nora Gentry reported an incident involving a male individual, possibly on drugs or homeless, where the individual had stolen things from her neighbors in Wailupe Circle, and threatened Senora’s life. Resident Gentry felt that the police officer that wrote the report did not properly addressed her concerns and told her just to get a dog. Resident noted that the same suspect has stolen skateboards from a neighbor and the individual was arrested, but later released and was back in Wailupe Circle. Several Board members suggested that residents report incidents to the police, and request police supervisor involvement if the responding officers are not properly addressing the issue, and filing detailed reports. Also suggested were to call 988, the mental health crisis hotline or form a Neighborhood Watch and receive training from HPD and signs posted in their community.

Hanging Utility Cables – [0:23:39]: Resident Gentry reported that an electrical cable is hanging low which is about five feet above the ground in Wailupe Circle. She has reported it to HECO a while back, however HECO has not addressed it yet.

Community Organizing – [0:29:40]: Niu Resident Peter Kay announced that he would be creating an “ohana” of those who love Niu Valley enough to take the time to care for the land, to keep the community clean, safe, happy, and healthy. For more information, email – pkmailbox@gmail.com. Member Johnson stated that Resident Kay led Niu’s previous project to build its first playground.

OFFICIAL’S REPORTS – [0:35:57]
Congressman Ed Case Representative – [0:36:11]: No representative present and no report submitted.

Mayor Rick Blangiardi’s Office Representative – [0:36:20]: No representative present. The Mayorʻs Newsletter can be found at: Mayor’s Highlights . Vice Chair Lucas read the highlights of the Mayor’s Report. Responses to concerns raised at previous meeting can be found at: Mayor’s Report March 2025 Memo.

Governor Josh Green Representative – [0:37:44]: Dave Day provided the report, which can be found at: Governor Green’s Newsletter. Day provided responses to questions raised at previous meeting and that the State Department of Transportation takes care of the median on Kalanianaʻole Highway which may hire a contractor to water the palms. Day noted that the legislative session is at the crossover point and half of the bills are moving forward. Day highlighted House Bill (HB) 1483, relating to fireworks, is moving forward and is now in the Senate.

City Council Chair Tommy Waters – [0:44:23]: Adam Doo provided the report, which can be found at: Council Chair Waters March 2025 Report. Doo introduced Kevin Imanaka, Council Chair Waters’ new senior advisor. Doo provided resources to the concerns raised earlier at tonight’s meeting. Doo announced that the Public Safety Committee hearing on Bill 7, relating to fireworks, will be on Thursday, March 6, 2025. Doo noted that the Federal Emergency Management Agency (FEMA) released a revision of the Oʻahu’s flood insurance map.

Wailupe Stream Concerns – [0:48:59]: Member Kilcoyne requested an update on the Wailupe Stream maintenance. This is an ongoing concern for the community. The Wailupe Stream has not been worked on below the Hind Drive bridge and there is no timeline for completion has been provided by the Department of Facility Maintenance (DFM). Community members are concerned about the lack of maintenance and want DFM to address the issue directly. The Board is requesting a representative from DFM attend the April 2025 Board meeting to provide updates on the maintenance and answer questions from the Board and the public and he will work with the Assistant to get them to come and get answers. There have been ongoing problems with the stream for decades, including flooding and lawsuits against the City for not addressing the concerns.

Senator Stanley Chang – District 9 – [1:01:05]: Zephanii Smith Eisenstat provided the report, which can be found at: Senator Chang March 2025 Report. Eisenstat noted that Senator Chang serves as Chair of the Housing Committee, Vice Chair of Energy & Intergovernmental Affairs, and member of the Judiciary and Water & Land Committees. Eisenstat highlighted several Bills relating to fireworks, Lahaina Wildfire recovery, condo insurance, legalization of marijuana, school meals, housing, taxes, and gender affirming care. For more information, visit www.senatorchang.com. Eisenstat announced that $1.8 million was secured for Kahala Elementary School and Waialae Elementary Public Charter School.

Representative Mark Hashem – District 18 – [1:06:36]: Jane Taylor noted that there are lots of bills coming their way in the Water & Land Committee relating to coastal erosion, State water code, and invasive species. Reach out to Representative Hashem’s office at 808-586-6510 with any concerns or questions.

Hawaiʻi Department of Transportation (HDOT) – [1:08:43]: Casey Abe provided updates regarding the trash hidden in the trees behind Paiko Drive bus stop; maintenance contract on Kalanianaʻole Highway; damaged guard rail by the entry near the border of BWS facility going eastbound on the Kalanianaʻole Highway after Kaimoku Place; homeless encampment under the drainage canal near Wailupe Beach Park; damaged Hawaiian TelCom utility box; and the red light safety cameras & speeding.

Questions, comments, and concerns followed – [1:13:10]. Member Fujii asked if the State was responsible for the recent lane closures because branches fell from trees by the Coast Guard’s facility and Fire Station. Abe stated he will send a crew out to check but believed it was a private landowner’s trees.

Bus Stop Trash Can Request: Hawaii Department of Transportation (DOT) Casey Abe reported that trash has been accumulating at the Kalanianaole Highway and Paiko Drive bus stop without a trash can. Abe is requesting installing a trash can at the bus stop.

There were no representatives of the scheduled presentations regarding sewer fee increase follow-up, Wailupe stream management, and Hawaiian homes in Maunalua/Hawaiʻi Kai.

Adam Doo announced that the Mayor’s Town Hall for this community will be on Thursday, June 5, 2025, at 7:00 p.m., at Kalani High School.

CLOSING ANNOUNCEMENTS – [1:26:19]
Next Meeting: The next Kuliʻouʻou-Kalani Iki Neighborhood Board No. 2 Regular Meeting is scheduled for Wednesday, April 2, 2025 at 6:30 p.m., via WebEx Application and In-person location at the ʻĀina Haina Public Library. Vice Chair Lucas announced that the Board will be taking pictures of the current Board members at the April 2025 meeting.
