I. CALL TO ORDER [0:00:02]: Chair DeCorte called the meeting to order at 7:02 P.M. Quorum was established with 7 members present. Note: This 9-member Board requires 5 members to establish quorum and to take official board action.

Honolulu Police Department (HPD) [0:03:24]: Sergeant Fumi Muraoka provided the monthly statistics for July 2024.

III. RESIDENTS’/COMMUNITY CONCERNS [0:16:00]

Nanakuli Homestead Cemetery [0:16:40]: Resident Alex Kaohi shared about the work being done to better serve the families who have family buried at the cemetery due to the current leadership there retiring.

Leeward Community College – Waiʻanae Campus [0:19:03]: Resident Danny Wyatt shared that people are not taking advantage of the campus being in the community.

Waiʻanae Police Station [0:20:55]: A resident asked if the Waiʻanae Police Station has been funded and if the Sheriff will have a place in the station to serve the community.

Police Engagement [0:22:03]: A resident shared how important it would be for police to exit their cars and engage with the community to avoid policing those who are not doing anything wrong.

 

Gun Violence Concerns [0:24:26]: Resident Austin Salcedo shared his concerns regarding the increase in gun violence in the Waiʻanae Community and shared other resources that are available for the community regarding law enforcement.

Police Mentorship [0:27:50]: Resident Johnnie-Mae Perry shared that she reached out to HPD before regarding mentorship with high school students to help prevent them from getting into violence during and after high school.

Clarifying Force in the Community [0:29:41]: Resident Patty Kahanamoku-Teruya shared that there should be a long-term plan to increase police presence in the community.

Creating a Safer Community [0:32:23]: Pastor Alan Cardines Jr. shared that the community needs to be a part of creating a safer community one family at a time.

Government Assistance [0:36:11]: Resident Kalei Salcedo shared that the City and State government needs to be involved in finding solutions to the problems in the community.

Increasing Community Parks [0:39:20]: A resident shared that the community would benefit from having more parks and a community swimming pool for residents to gather.

Satellite City Hall [0:40:55]: Resident Richard Landford Jr. shared his concerns regarding there not being a satellite city hall on the Waiʻanae Coast, with the closest being in Pearl City.

Homeless Solutions [0:43:07]: Uncle Sparky shared his concern regarding the importance of finding a solution to the homeless problem in the community.

IV. PRESENTATIONS [0:45:54]

HONU (Homeless Outreach and Navigation for the Unsheltered) [0:47:58]: Anton Krucky, Director of the Department of Community Services, provided a presentation outlining the HONU project and how it is set to serve the Nānākuli-Māʻili community and the Waiʻanae Coast. This project is set to help homeless residents gain access to resources and housing in an attempt to get them established into a long-term housing/living situation. It is a voluntary program that has the capacity to serve up to 40-50 individuals per site and gives them access to shelter, hygiene facilities, and one meal per day and these facilities are open on a 24/7 basis.

State of Hawaiʻi Kauhale Initiative [1:34:50]: Aunty Blanche McMillan, Eric Ford, residents of Kauhale initiatives, and Nānākuli-Māʻili residents all were given the opportunity to share their thoughts on the project. Some expressing how beneficial the program is and how much it can serve the homeless community on the Waiʻanae Coast and others expressed opposition to the program, stating the potential issues it could bring to the community.

V. OFFICIAL’S MONTHLY REPORTS [2:33:56]

Governor Josh Green’s Representative [2:34:18]: Gary Yamashiroya addressed concerns that were brought up at the July 2024 meeting regarding the inoperable warning siren and the Department of Education’s plan for school libraries.

Mayor Blangiardi’s Representative [2:36:00]: Erwin Kawata provided the report and highlighted the following: the economic development project at 86-220 Farrington Hwy. and the narrow street parking along Pua Ave.

Board of Water Supply (BWS) [2:36:51]: Erwin Kawata shared the BWS updates for July 2024.

Councilmember Andria Tupola [2:37:20]: Councilmember Tupola provided the report and highlighted the following: the upcoming Youth Empowerment Town Hall on Wednesday, August 21, 2024 at Waiʻanae High School; the upcoming beach cleanup on Saturday, September 7, 2024; Bill 41 regarding animal outreach; and her stance on the communal living projects in the community.

Senator Cross Crabbe [2:44:00]: Senator Cross Crabbe provided the report and highlighted the following: collaboration with Board members and residents about scheduling town halls; a requested town hall regarding the Kauhale project; preparing legislation for the next senator who will fill the seat once the interim term is over.

Representative Darius Kila [2:45:55]: Representative Darius Kila provided the report and highlighted the following: condolences to Aunty Twinkles and her family; a new action plan being put into action to better serve the community; the Youth Empowerment Town Hall; the left turn signal at Kaukamana St. is repaired and operational along with every light through Māʻili having a left turn signal; the upcoming Department of Hawaiian Homelands (DHHL) Town Hall on Tuesday, August 27, 2024; the upcoming School Safety Town Hall on Monday, September 16, 2024 at Nānākuli High and Intermediate School; how to report a highway problem.

Army Representative [2:50:00]: Lieutenant Colonel Kappes provided the report and highlighted the following: the next job fair will be on Tuesday, September 17, 2024 at the AMR gymnasium; the Joint Pacific Multinational Readiness Center; military blackout driving hours.

Navy Representative [2:51:27]: Jhewel Felipe and Victory Flint provided the update and highlighted the following: the wastewater treatment plant centrifuge transferring to Maui County; the upcoming Navy Closure Task Force Open House on Wednesday, August 21, 2024; RIMPAC finishing; the Navy’s readiness to help during the hurricane season; Kolekole Pass is still clear and passable in case of declared emergencies.

VI. BOARD BUSINESS [2:54:29]

Approval for Nānākuli-Mā’ili Neighborhood Board No. 36 to participate in the Nānākuli Homecoming Parade on October 4, 2024 [2:54:33]: Member Agustin MOVED and Member Tector SECONDED for the Board to participate in the homecoming parade. A voice vote was conducted and ADOPTED with a vote of 7-0-0 (Aye: E. Hanohano, N. Hanohano, Agustin, Tector, Aio, Meyers, DeCorte; Nay: None; Abstain: None) – [2:55:55]

Approval of Tuesday, July 16, 2024 Regular Meeting minutes [2:56:21]: Deferred to next month due to edits needing to be made.
