MEETING RULES AND GUIDELINES
1. Order and Decorum: Meetings are conducted with fairness, order, and in compliance with the Neighborhood Plan 2008 (NP). Participants must treat each other with respect and share aloha, stay focused on the agenda, and adhere to time limits. Please silence electronic devices and keep yourself on mute if on WebEx. Disruptive behavior or violations may result in removal (NP §2-14-117).
2. Reports and Presentations: Reports and presentations should be limited to 10 minutes unless otherwise specified. The Chair may allow public questions (Auth: NP §2-14-123(2)). Neighborhood board members are allowed to discuss, ask questions, and receive information as outlined in the agenda, as well as receive additional information without providing comments (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 3-5).
3. Public Input: The public may present community concerns to the board. Neighborhood board members may discuss, ask questions, and receive information on these matters under the limited notice exemption under HRS §92-81; however, no action may be taken on issues raised by the public (Agenda Guidance for Neighborhood Boards, CORR 2024-0718-01, p. 7)
4. Oral Testimony: Public oral testimony will be allowed on agenda items, with the Chair setting reasonable procedures (NP §2-14-118(c) and (d); HRS §92-3). Testimony is limited to 3 minutes (adopted August 24, 2022; Auth: NP §2-14-118(d)).
5. Requesting to Speak: To speak, raise your hand. Once recognized by the Chair, direct comments to the Chair and stay on the agenda topic (NP §2-14-118(a)).

Councilmember Andria Tupola – [1:00:37]: No representative present.
Oʻahu Metropolitan Planning Organization (OahuMPO/OMPO) Report – [1:00:49]: Frank Genadio provided the report and highlighted the OMPO citizens advisory committee meetings in November 2024 and December 2024. A survey was conducted with state government employees related to strategies for transportation demand management. Results included using transit to reduce traffic congestion, reducing pressure on parking and its cost, using more carpooling, and subsidizing transit passes, parking, and the use of bicycles. Genadio said that Larry Veray of the Pearl City Neighborhood Board wants to move the Pearl City post office to the nearby Pearl City Peninsula to reduce traffic in the area. OMPO Executive Director Mark Garrity presented an update on the 2050 O‘ahu Regional Transportation Plan with the goal of having a safe, reliable, and affordable multimodal system. Scenarios for 6 rail extensions (to West O‘ahu, Central O‘ahu, University of Hawaiʻi at Mānoa, Waikīkī, and Kahala), 12 bus rapid transit routes, and 12 roadway projects were evaluated against a travel demand model. Honolulu City Council Bill 65 – [1:05:46]: Second Vice Chair Dudley raised concerns about Bill 65 related to building regulations, hurricanes, tsunamis, and “safe rooms.” Dudley requested information from Councilmember Tupola.

Ala Wai Bridge and Makakilo Drive Extension – [1:10:49]: Member Ferreira raised concerns about the proposed Ala Wai Bridge and completion of the Makakilo Drive extension.
Honolulu City Council Zoning Committee – [1:12:32]: Second Vice Chair Dudley commented that Councilmember Tupola was not a member of the zoning committee.
Crime and Homelessness – [1:12:44]: First Vice Chair Lidstone raised concerns about crime and homelessness in the community. Lidstone asked for crime statistics involving homeless individuals.

Bumps on Makakilo Drive Due to Street Trees – [1:19:15]: Second Vice Chair Dudley raised concerns about tree roots creating bumps on Makakilo Drive along the entirety of Makakilo Drive wherever there are trees.
Crime and Safety – [1:20:35]: Member Ferreira raised concerns about motorcycle accidents on Makakilo Drive, Honolulu Emergency Services Department’s Crisis Outreach Response and Engagement (CORE) program, and shoplifting.

State Representative David Alcos (District 41) – [1:27:40]: Representative Alcos provided updates during community concerns. He introduced his legislative team and shared updates, including cleanups in the district, a planned sports complex and raceway track in Kalaeloa (where the Navy transferred 400 acres to the City), homelessness, mental health, water shortage concerns, legislative initiatives, and a town hall happening today (Thursday, December 5, 2024) at Ewa Beach Library from 7:00 p.m. to 9:00 p.m.

Kalaeloa Roadway Update – [1:45:30]: Tony Gaston provided a Hunt Companies Hawai’i update about Hawaiian Electric turning on the streetlights on Franklin D. Roosevelt (FDR) Avenue and Kamokila Boulevard. Also, the Copahee Avenue road project can be completed after the United States Department of Education signs off on the project.

Kapolei Housing and Development Concerns – [1:48:00]: Resident Frank Genadio raised concerns about the housing project by Walmart (location not specified). Genadio suggested a “village center” in Kapolei and asked if elected officials can take another look at that area of development.
Makakilo Drive Traffic – [1:49:33]: Member Ferreira raised concerns about heavy traffic congestion on Makakilo Drive going southbound to Fort Barrette Road due to traffic from the freeway offramp.
Food Drive at Kapolei High School – [1:51:07]: Resident Sheila Medeiros asked for volunteers to help with a monthly food bank distribution in partnership with the Hawaiʻi Food Bank on Saturday, December 14, 2024 (the second Saturday of each month) from 7:00 a.m. to 8:00 a.m. Volunteers should arrive at 6:00 a.m. with covered shoes. Governor Josh Green’s Representative – Gordon Pang – [2:12:07]: Gordon Pang provided the report and shared that the State is trying to provide as much funding as possible for as many projects as possible. VIII. BOARD CONCERNS & ANNOUNCEMENTS – CONTINUED – [2:20:43]
Disaster Preparedness – [2:20:43]: Second Vice Chair Dudley raised concerns about the State’s role in hurricane preparedness, mentioned the resolution the board adopted, and encouraged the Governor to address disaster preparedness in the budget.
Elected Officials and Community Concerns Agenda Item – [2:24:35]: First Vice Chair Lidstone suggested that all reports should be put under the “Community Concerns” agenda item. Chair Paris concurred with First Vice Chair Lidstone’s suggestion and will ask elected officials and their representatives to speak during the “Community Concerns” agenda item so that board members can ask them questions.
Mililani Neighborhood – [2:27:05]: Member Ferreira talked about Mililani’s “neatly manicured” public roads and dividers, which they would like to see in Makakilo. Ferreira mentioned the association fees, community centers, and pools.
Property Owner – [2:28:48]: Secretary Bossler would like to know who is the property owner of “a strip of dirt” nearby the Kapolei Costco and suggested that it be turned into a walking trail or loop.
Fire in Kalaeloa – [2:33:38]: Member Khan raised concerns about a fire in Kalaeloa and high voltage power lines.
Disaster Preparedness Public Service Announcement – [2:36:23]: The New Hurricane Threat for Hawaiʻi (https://www.youtube.com/watch?v=2tGfqtkNxbs) is a YouTube video featuring Second Vice Chair Dudley.
Next Scheduled Meeting – [2:37:14]: The next regular Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34 meeting is scheduled for Wednesday, January 22, 2025 at 7:00 p.m. at Kapolei Hale – Conference Room A & B and online via Webex (https://www8.honolulu.gov/nco/nb34/).
