Honolulu Police Department (HPD) – [0:02:43]: Corporal Pagan reported the August 2024 statistics.
• August 2024 Statistics: There were 32 motor vehicle thefts, 17 burglaries, 130 thefts, 42 unauthorized entries into motor vehicles, and 6,935 total calls for service. Board of Water Supply (BWS) – Nicole Rodwell – [0:07:30]: Nicole Rodwell reported there were no water main breaks in the area from August 2024 and shared information about the BWS “Imagine a Day Without Water” event on Saturday, September 28, 2024 from 10:00 a.m. to 2:00 p.m. at Kapolei Regional Park. This event is free of charge and open to the public featuring more than 15 City, State, and community organization booths with activities and workshops. Refreshments will be available for purchase.

Highlights included Skyline ridership numbers for August 2024 (94,106 riders), Mayor Rick Blangiardi’s monthly newsletter, and follow-up responses to concerns raised at the previous meeting. Deputy Director Suzuka will follow up with the Department of Parks and Recreation (DPR) to address questions and concerns regarding the Navy’s land transfer of 400 acres to the City in Kalaeloa.

Genadio highlighted the Oʻahu Vision Zero Action Plan, which addresses street designs and reducing the speed limit to 20 miles per hour on local streets and school zones.

Hawaiian Electric: Roosevelt Avenue Reconductoring Project in Kapolei – [0:30:42]: Hawaiian Electric provided a report on the Roosevelt Avenue reconductoring project, which aims to support the continued growth in West O‘ahu and provide the necessary capacity to serve future increased demand for power.
[0:34:38] – Without objection, Chair Paris called a recess to increase the slideshow size for participants to see.
[0:37:42] – Chair Paris called the meeting back to order and Hawaiian Electric resumed their presentation.
The project spanning about two miles along Roosevelt Avenue between Hawaiian Electric’s Campbell Estate Industrial Park (CEIP) Substation and Fort Barrette Road will replace 20 existing poles and install one new pole to support a new conductor. Aloha Carbon: Aloha Sustainable Materials Recycling and Fertilizer Facility Update – Naomi Kukac – [1:11:38]: Simonpietri Enterprise LLC’s (SEL) Communication & Outreach representative Naomi Kukac-Callahan presented provided an update on the Aloha Carbon/Aloha Sustainable Materials Recycling & Fertilizer Facility (SMRFF) projects. As of Monday, September 23, 2024, the Aloha SMRFF draft environmental assessment was officially published by the Office of Planning and Sustainable Development and can be found on www.alohacarbon.com. The document will be open for public comment until October 22, 2024. Comments/responses to the publication may be sent to EA@alohasmrff.com. SEL formally requested a letter from the neighborhood board in support of the Aloha SMRFF project.

Homeless Outreach and Navigation for the Unsheltered (HONU): Proposed temporary homeless shelter and navigation site at vacant lot between Kapolei Hale and Foodland Kapolei – Aedward Los Banos (Deputy Director, Department of Community Services) – [1:22:00]: DCS Deputy Director Aedward Los Banos provided a report on the proposed HONU project in Kapolei. The goal of this voluntary program is to provide 24/7 short-term shelter services, and navigation to connect homeless individuals and families to longer-term shelter and other housing options. In addition, HONU provides a critical tool for law enforcement officers to divert homeless individuals from citation and arrest to providing the option of short-term shelter and services. HONU sites will continue to rotate through multiple locations on Oʻahu for up to a maximum of 90-120 days at a time.

Kapolei Chamber of Commerce Updates – [2:11:34]: Kiran Polk announced the Farmers’ Market (Mākeke) at Kalaeloa Professional Center (91-1010 Shangrila Street, Kapolei, HI 96707) on the second Tuesday each month from 4:00 p.m. to 7:00 p.m. There is West O’ahu Student Career Expo at UH West O’ahu on Thursday, October 24, 2024 and Wednesday, October 25, 2024 8:00 a.m. to 12:00 p.m. It is FREE for businesses to participate. Kapolei Regional Park Safety Concerns – [2:17:01]: Resident Melissa Marland shared concerns about the homeless situation at Kapolei Regional Park and said she submitted a report on Honolulu 311. During the school day, students used the park for physical education classes and there were two separate incidents. A woman threw a glass bottle toward the students and a different woman waved a knife at the children. Marland requested police presence at Kapolei Regional Park during park hours.
Kapolei Regional Park Safety Concerns – [2:19:10]: Member Lidstone shared Marland’s safety concerns regarding Kapolei Regional Park.
[2:20:15] – Kahele MOVED and Lidstone SECONDED to request HPD police presence at Kapolei Regional Park during park hours and requested an investigation of recent criminal activity at Kapolei Regional Park. Food Drive and Fence Line – [2:32:40]: Resident Sheila Medeiros asked for volunteers to help with a monthly food bank distribution in partnership with the Hawaiʻi Food Bank on the second Saturday of each month from 7:00 a.m. to 8:00 a.m. Also, political signs are not allowed on the James Campbell fence line near the Makakilo off-ramp. Kapolei High School Updates – [2:36:05]: Resident Leslie Keating (Kapolei Band Boosters) announced the upcoming Kapolei High School homecoming parade and road closure on Thursday, September 26, 2024. Also, the Kapolei Band Festival is scheduled on Saturday, October 26, 2024 at Kapolei High School.
People with Expired Vehicle Registrations and Living in Vehicles – [2:37:26]: Resident Darren Holbrook (Neighborhood Security Watch) reported vehicles with expired registrations in the Villages of Kapolei area.
