II. ELECTION OF OFFICERS TO SERVE FROM JULY 1, 2024 to JUNE 30, 2025 [NP §2-14-120(b)]. The officer to be elected is the Secretary.

III. ANNOUNCEMENTS
A. Emergency Preparedness Fair. Kailua Alert & Prepared and the Kailua Neighborhood Board will host an annual Emergency Preparedness Fair on Saturday, September 7, 2024 between 9 am and 1 pm at the Kailua Town Center parking garage area fronting Long’s Pharmacy & Ulta Beauty. The recent Maui Wildfire Disaster stressed how important it is to be prepared for the unexpected. Please come and learn how to prepare, endure, and recover quickly from a disaster. Mahalo to Alexander & Baldwin as a site sponsor and supporter for this event.
B. Kailua Fall Festival. The 3rd annual festival will take place on Saturday September 28th from 4 pm until 10 pm on Hahani Street. It is a night of award winning musical acts, entertainment, vendors, food, drinks, and fun for the entire family! This is a free event to attend and enjoy. Parking & trolley ride is available at Kainalu Elementary School with a presale price of $7 with funds going to Kainalu’s Band. If you’re 21 and want to have a beverage at any of the participating bars, you may purchase the event wristband good for cover charges and a stein. Details at https://kailuaevents.com/
C. Christmas Parade. The Olomana Community Association will be conducting its Annual Christmas Parade on Sunday December 15 starting at 2:30 pm. The route starts at Maunawili Elementary School on Ulupii St., goes through the streets of the Olomana Subdivision, and finishes at the school. Santa will be riding in a red classic Volkswagen convertible and the public is invited to attend.

IV. BOARD VACANCY – For the term ending June 30, 2025: Sub-District 2 (Enchanted Lake). Board members may nominate candidates to fill the vacancy. Proof of Sub-District residency is required. Candidates may speak for three minutes prior to Board voting.

VI. BOARD BUSINESS: COMMITTEE MOTIONS
A. The Kailua Neighborhood Board recommends that the following conditions be placed on the SMA application for the proposed construction of a 5,745-sf house with 7 bathrooms and 5 parking spaces at 12 Kailua Road. (Planning, Zoning, and Environment Committee motion.) (The 14 conditions are in the Meeting Materials.)
B. The Kailua Neighborhood Board recommends that the following conditions be placed on the SMA application for the proposed construction of a 10,732-sf house with 6 bathrooms and 11 parking spaces at 275 Kaelepulu Drive. (Planning, Zoning, and Environment Committee motion.) (The 6 conditions are in the Meeting Materials.)
C. The Kailua Neighborhood Board supports the Kailua Hawaiian Civic Club resolution to protect iwi kupuna in Kailua. (Planning, Zoning, and Environment Committee motion.) (The Kailua Hawaiian Civic Club resolution is in the Meeting Materials.)

V. BOARD BUSINESS: COMMITTEE MOTION – [0:11:51]
The Kailua Neighborhood Board requests that a new geotechnical study be conducted prior to the transfer of 10 acres of public land on Kalaheo Hillside from the City & County of Honolulu to the Department of Hawaiian Home Lands (DHHL) to ensure that the hillside soil is stable enough to do earth moving and build new homes on it without causing damage to existing homes. [0:13:50] – Wong introduced the motion from the Planning, Zoning & Environment Committee. Discussion followed, including compelling testimony by 13 Kalaheo Hillside property owners about expensive and recurring house foundation, house wall, sewer connection, and retaining wall repair issues was compelling.
Akau arrived at 7:21 p.m., 15 members present.

[1:16:50] Wong proposed the following amendment to the motion. Furthermore, to protect existing homeowners, the City & County of Honolulu and Department of Hawaiian Home Lands will conduct a survey assessing existing conditions of homes abutting the Kalaheo Hillside which must be conducted by either the City and County of Honolulu or the Department of Hawaiian Home Lands and approved and disseminated to homeowners prior to any construction. Weller Seconded the amendment. Discussion followed. The Motion to adopt the amendment was approved; 15-0-0 (AYE: Akau, Counsell, Hicks, Kobayashi, Laeha, Lau, Lee, Lipton, Miyashiro, Righter, Tomasa, Weber, Weller, Wong, Zuckernick.NAY: None. ABSTAIN: None.) [1:23:17]

[1:24:42] Hearing no further discussion on the amended motion, Chair Hicks conducted a roll call vote. Marine Corps Base Hawaii (MCBH) – [1:32:30]: Major Jordan Fox provided the report, which highlighted the following: RIMPAC conclusion, fish pond circulation, and responses to questions raised at the previous meeting.
