Kailua Disaster Preparedness PHPSCD Subcommittee
March 2025 Meeting Report

1. A subcommittee meeting was held in-person on March 13, 2025, chaired by Claudine Tomasa and Vice Chair Clem Jung (KAP/KCERT) and attended by subcommittee members Andy Bates, Jacque Freeland, Bill Hicks, and David Laeha.
2. New Issue: Explore the possibility of developing a Community Point of Distribution (CPOD) Plan for Kailua.
a. Purpose: Support disaster relief and response to disruption of central food and emergency supply for windward Oahu.
b. Plan:
(1) Identify and determine POD locations in the community to preposition supplies BEFORE a disaster, and/or to expeditiously transport supplies to affected communities AFTER a disaster.
(2) Establish partnerships with local preparedness groups (Kailua Alert & Prepared, Kailua CERT), interested community residents, local business, schools, churches, elected officials, and government/non-government agencies including the MCBH Kaneohe to participate/collaborate in the planning process.
c. Maps of Predetermined POD Sites in Kailua were distributed to the subcommittee prior to the meeting. A comprehensive report was provided by Vice Chair Jung identifying the pros/cons of each proposed POD site located in the following areas of Kailua: Subdistrict 1 (Lanikai), Subdistrict 2 (Enchanted Lake, Keolu area), Subdistrict 3 (Maunawili), and Subdistrict 4 (Coconut Grove, Aikahi, Kailua Town area). Continue with research of POD location(s) and identify optimal sites for precovery and/or post disaster PODs. Explore and identify assistance from private and/or government agencies for the purpose of securing and prepositioning containers stocked with non-perishable emergency food and supplies in Kailua.
d. Committee member Bates notified the group about plans already being made at the Christ Church United (CCU) in Kailua to build an Emergency/Resilience Hub. The project involves an Intermediate staging base for distribution of food and emergency supplies during a large-scale disaster, to support vulnerable populations and First Responder families on the windward side. Coordination with Adventist Health Castle to explore the concept of creating a communications hub at CCU. Will continue with plans to complete the project and work with Disaster Preparedness Subcommittee to grow the process of pre-positioning food on the windward side.
