Quorum was established with eight (8) members present. Note – This 11-member Board requires six (6) members to establish a quorum and take official Board action.

United States Army – [0:09:01]: Sergeant Taylor provided the monthly report and announced a job fair on Tuesday, September 17, 2024 from 8:30 a.m. to 2:00 p.m. at Aliamanu Military Reservation. The United States Army Garrison published its Training Advisory on Sunday, September 1, 2024. Scheduled dates of training: small arms blank fire, aviation training, artillery and mortar training, demolition training, and training for the Joint Pacific Multinational Readiness Center.

Mayor Rick Blangiardi’s Representative – [0:12:41]: Vice Chair Kelly-Paddock provided the report and responses to questions raised at the previous meeting. Kelly-Paddock highlighted the following: City takes action to address crime along the Wai’anae Coast; 30 brand-new security cameras installed in Chinatown; Mayor Blangiardi hosts a healing vigil; City demolishes hoarder house; and Honolulu named most desirable City to live.

State Senator Brenton Awa [0:46:03]: Elizabeth Tatofi-Tavake provided the report and highlighted that Senator Awa is working with different agencies to develop effective strategies to mitigate the coconut rhinoceros’ beetle infestation.

State House Representative Sean Quinlan – [0:55:31]: Representative Sean Quinlan provided the report and highlighted the following: addressing the complaints regarding commercial activity at Punaluʻu Beach Park; planning to reintroduce a bill on adaptive management next year; his office received numerous complaints regarding e-bikes; and Representative Quinlan sent out a letter requesting the Department of Planning and Permitting to delay issuing further permits for the Turtle Bay Development.

Board letter regarding the inclusion of communities in planning and installation of speed humps – [1:10:50]: Lee provided a letter expressing their concerns regarding the number of speed humps on Kamehameha Highway in the Koʻolauloa area. Discussion followed.

[1:17:12] – Matagi MOVED and Kelly-Paddock SECONDED to postpone the Board letter regarding the inclusion of communities in planning and installation of speed humps. Disucssion followed. Hearing no objections, the motion WAS ADOPTED; 8-0-0 (AYE: Avegalio, Epp, Lee, Greer, Kelly-Paddock, Matagi, Carlson, and Unga; NAY: None; ABSTAIN: None) – [1:18:02].

Selection of Koʻolauloa NB delegate to the Kahuku Community Fund Committee: Postponed to the next meeting.

Conservation easement, what it does and does not allow the State to do – [1:18:10]: Tanya Rubenstein from the Department Land and Management attended the meeting to provide information regarding the Turtle Bay Conservation Easement. Her presentation indicates when the easement was established and outlines its goals to preserve and protect animals, land, and historical sites.

Community Meeting – [1:58:57]: Member Unga announced a community meeting on Thursday, September 26, 2024 from 6:00 p.m. to 8:00 p.m. at Kahuku Elementary School cafeteria regarding the Kahuku District Park Recreation Center and Pool development project.

Community Events [2:00:25]: Member Greer announced that on Saturday, September 14, 2024 at the Kualoa Ranch is the 25th Annual Hoʻokupu Aloha Community Event and on Saturday, November 16, 2024 from 9:00 a.m. to 3:00 p.m. the Kaʻawa Elementary School Parent Teacher Organization (PTO) country bazar.

Nami National Alliance – [2:01:03]: Resident Lane announced that on Thursday, September 26, 2024 starting at 6:00 p.m. and every fourth Thursday of the month they are having a Nami National Alliance for the mentally ill family support group at the Hauʻula Community Center.

CERT (Community Emergency Response Team) – [2:01:50]: Member Kelly-Paddock announced two search training sessions on Saturday, September 14, 2024 and Saturday, September 28, 2024 from 8:00 a.m. to 4:00 p.m. and hands on training on October 12 at Diamondhead.

Letter Comments – [2:02:59]: A resident commented on the letter regarding the installation of speed humps on Kamehameha Highway.
