CALL TO ORDER – [0:02:54]: Chair Pahinui called the meeting to order at 6:59 p.m. Quorum was not established with 7 members present. Note – This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.
Board Members Present: Racquel Achiu, Bob Leinau, Kathleen Pahinui, SharLyn Foo, Mark Clemente, Michael Lyons, Casi Alexander, Blake McElheny (arrived at 7:12 p.m.), and Maka Casson-Fisher (arrived at 7:45 p.m.).
Board Members Absent: Deborah Aldrich, Leif Anderson, Denise Antolini, Michael Biechler, Sash Fitzsimmons, and Erica Lehmkuhl.

DECLARATION OF CONFLICTS BY BOARD MEMBERS – [0:03:04]: Clemente declared potential conflict with the Haleʻiwa Backyards project as he is employed by the Hawaii Regional Council of Carpenters.
CITY MONTHLY REPORTS
Honolulu Fire Department (HFD) – [0:03:17]: Firefighter Daniel reported the following.
September 2024 Statistics: There was one (1) structure fire, 10 wildland/brush fires, one (1) nuisance fire, 56 medical emergencies, one (1) motor vehicle collision with pedestrian, four (4) motor vehicle crashes/collisions, and one (1) mountain rescue.
Fire Safety Tip: Firefighter Daniel provided safety tips regarding smoke alarms. A copy of the report can be found at: HFD October 2024 Report.
Questions, comments, and concerns followed – [0:04:46]. Questions were raised regarding fire breaks around structures and overgrowth next to Wahiawā Community Association where Weinberg Village used to be.
Honolulu Police Department (HPD) – [0:06:46]: Lieutenant Vierra reported the September 2024 crime statistics, which may be found at https://www.honolulupd.org/.
September 2024 Statistics: There were three (3) aggravated assaults, one (1) robbery, three (3) burglaries, six (6) unauthorized entries to motor vehicle (UEMV), 23 motor collisions, 526 total calls for service, six (6) criminal citations issued, 124 parking citations, and 350 traffic or moving violations issued.
Safety Tips: Lieutenant Vierra provided the safety tips regarding burglary prevention.
Questions, comments, and concerns followed – [0:09:58]. Questions were raised regarding the City and State right of ways are for City and State roads.
Board of Water Supply (BWS) – [0:11:01]: BWS Representative Pahinui reported no main breaks for the month of September 2024. Pahinui noted that there was one (1) main break on Kukea Circle last week and it has been fixed. Pahinui announced that the poetry and poster contest has started and the deadline to enter is Friday, February 28, 2024.

Member McElheny arrived at 7:12 p.m. There were 8 members present. Quorum was established.
RESIDENTS’/COMMUNITY CONCERNS – [0:12:16]:
Street Lights Request – [0:12:30]: Resident Gloria Nahinu requested that street lights be installed at the intersection of Waialua Beach Road and Goodale Avenue. She stated that the area is very dark except when the ball field lights are on or a vehicle is at the stop sign. She suggested some kind of lights at the intersection to help the drivers know where to turn into Goodale Avenue.
Waialua High School Events – [0:13:42]: Michelle Cazimero announced that the last football game is on Friday, October 25, 2024; Halloween Event on Saturday, October 26, 2024 from 6:30 p.m. to 10:00 p.m. – the haunted house will be at the gym and double featured movie presentation at the Tanaka Square; Fall Craft and Food Fair on Saturday, November 2, 2024, from 9:00 a.m. to 1:00 p.m., on the front lawn. The school is accepting donations for their annual Thanksgiving basket initiative beginning the first week of November. This initiative is for students to nominate families who they may notice are in need and create these baskets then deliver them to these particular families.
Green Waste Drop Off Location – [0:15:36]: Resident Joe Lazar raised concerns regarding green waste are only being taken at the Waialua dump site between 12 noon and 6:00 p.m. on Sundays. It is a big inconvenience for the residents. The other option for the residents is to take their waste to Hawaiian Earth Products which is another nine miles.
Illegal Activities – [0:17:25]: Resident Karen Gallagher raised concerns regarding illegal activities (drugs) at the house next to 7-11 on Haleiwa Road. She stated that businesses next door watches the people go to the back window of the house. Gallagher requested the area get checked out.
Mahiko Farms – [0:29:40]: Inga Macatiag of Mahiko Farms provided a brief introduction of what Mahiko Farms wants to do for the community. Their intention is to grow food for the community in the farm lots. She noted that it is really difficult if the farmers cannot legally live on the farm to protect their crops and their equipment. Agriculture Chair Achiu organized a meeting with the Department of Planning and Permitting (DPP) on Friday, November 22, 2024, at the Waialua Community Association, from 6:00 p.m.
BOARD BUSINESS – [0:18:36]:
Kaʻena Point National Heritage Area Feasibility Study – [0:19:00]: Ati Jeffers-Fabro of National Park Service (NPS) noted that Kaʻena Point has been nominated to be looked at as a National Heritage Area, so a feasibility study is being done right now. Jeffers-Fabro provided a brief definition of National Heritage Areas (NHAs) which are places where natural, cultural, and historic resources combine to form cohesive, lived-in landscapes. The feasibility study is being undertaken by the National Park Service at the request of Congress. Jeffers-Fabro noted that NHAs are community driven, definitely partner-based and many serve as conservation models. The NHAs are managed by local entities, not by the federal government and not a national park unit. Jeffers-Fabro noted that it does not affect private property owners or restrict private properties. The NPS is requesting public comments via NPS’s project website, and both virtual and in-person informational meetings.
Questions, comments, and concerns followed – [0:23:37]. Questions were raised regarding funding when the designation changed to NHA, additional improvements, protections of the land, and status of Friends of Kaʻena Point.
Ledbetter Resident, 59-817 Kamehameha Highway, Special Management Area Permit – [0:31:42]: Chair Pahinui declared conflict of interest as she plays pickleball with the Ledbetters. Jim Hayes presented the plan for single family residence proposed on Kamehameha Highway in the fringe of Waimea Bay. The property is zoned R-5 and was 20,000 square feet in size. The property in 2021 had two residences on the north side of Waimea Bay. Currently there is a new house being built close to the shore line and the property owner obtained a building permit for that some time ago. The proposal is for a second residence closer to the highway. Hayes stated that there is no shore line erosion forecast to occur at this site because of its rocky shoreline, however the sandy shore line goes roughly 40 feet into the parcel and the house that is being developed is behind that and the house that is proposed. The house being proposed is a single residence, relatively modest in size, two levels, 1,600 square feet of interior living. Hayes stated that the project would comply with all applicable land use regulations and consistent with the neighboring residences. Questions, comments, and concerns followed – [0:35:30]. Questions were raised regarding the size of the proposed house to be larger than the original buildings, why there is an SMA for the second build and not the first build, and the footprint of the house close to the shore line.
Haleiwa Backyards, State Land Use District Boundary Amendment and Zone Change – [0:43:52]: Jim Hayes presented the project between Kamehameha Highway and Joseph P. Leong Highway, which is a single parcel and roughly seven and half acres in size. The land is primarily in the agricultural district and agricultural- one zone. The land is withing the community growth boundary and the country district that was established in the North Shore Sustainable Communities Plan (NSSCP), and in the Haleiwa Special Design District. The conceptual project plan will require submitting a zone change request which will involve the bulk of the site being in the low-density apartment zone or what is called A-one zone which will be 150 to 156 units in duplex and townhome styles; business zoning or B-one zoning for the central area or about 30,000 square feet of community business space between two roadways. The access to the site would be from Opaeula Road in the north, from Kamehameha Highway, by the hardware store and then on the south via Cane Haul Road. Hayes noted that the wastewater treatment plant would be located by Cane Haul Road. The design will comply with the guidelines of the NSSCP; the apartments will be in plantation style architecture; building heights below 40 feet; smaller building footprints for less coverage and more open space; parking and multimodal transportation access; and low impact development lid principles, which are related to storm water management and waste water management. Hayes reviewed the planning and permitting process which included the Environmental Assessments and finding of no significant impact in 2015 and application for State Land Use District Boundary Amendment and Zone Change by end of the year.
Member Casson-Fisher arrived at 7:45 p.m. There were nine (9) members present.
Questions, comments, and concerns followed – [0:51:51]. Several Board members and lots of residents were opposed to the zoning change request from agriculture to urban. Concerns were raised regarding traffic, parking spaces, affordability of the apartments, and the character of the owner/developer. [2:01:55] Casson-Fisher MOVED and Achiu SECONDED that the North Shore Neighborhood Board No. 27 write a letter in strong opposition to the State Land Use District boundary amendment from agriculture to urban. Discussions followed. Hearing no further discussion, the Board conducted a roll call vote, 7-1-1; [Aye: Achiu, Alexander, Casson-Fisher, Foo, Leinau, McElheny, Pahinui; Nay: Clemente; Abstain: Lyons] – [2:07:00]. The motion was not adopted.
CITY ELECTED OFFICIALS – [2:07:16]

Councilmember Matt Weyer – [2:07:53]: Kelly Anaya provided the report, which can be found at: Councilmember Weyer October 2024 Report. Anaya announced that the next community design meeting for the new pool project is scheduled for Tuesday, October 29, 2024, at 6:00 p.m.; meeting location is yet to be determined. Anaya provided update on Bill 64. To submit testimony, go to www.honolulucitycouncil.org/bill64. Anaya provided follow-up responses regarding Haleʻiwa walkways project, speed humps at the harbors and on Haleʻiwa Road, traffic calming devices at the intersection of Naluahi Street and Farrington Highway, Haleʻiwa Beach Park lights by the play apparatus, ahupuaʻa signage at Sunset Beach Elementary and Haleʻiwa Beach Park, Paalaa Kai speed humps, HPD presence at Kaiaka Bay Beach Park, and green waste.
Questions, comments, and concerns followed – [2:12:15]. Questions were raised regarding the repair of the bus stop at Waimea Bay, removal and replacement of dead Coconut Beetle-eaten palms at Sunset Beach Recreation Center, and speed humps at Waialua Elementary School.
STATE ELECTED OFFICIALS – [2:04:23]
Senator Brenton Awa – [2:17:19]: Elizabeth provided update on the speed humps and tables project between Velzyland and Sunset Beach. Elizabeth noted that there will be four (4) raised crosswalks and three (3) speed tables, and green waste dumpsite.
Representative Sean Quinlan – [2:20:21]: No representative was present and no report was submitted.
Representative Amy Perruso – [2:20:24]: Yvonne Yoro provided updates regarding HB2404 relating to tax cut, in-person budget meeting on Wednesday, October 23, 2024, at 6:00 p.m., at Mililani High School, talk story session on Sunday, November 3, 2024, in the afternoon at the Smoking Boar & The Coconut. Disaster Prep Fair: Casson-Fisher announced that the North Shore Disaster Prep Fair will be on Saturday, November 9, 2024, at the Waialua Community Association.
