Rules of Speaking: Anyone wishing to speak is asked to a) in attendance at physical location please raise your hand to be recognized by the chair; When recognized by the Chair, state your name for the record and then address comments to the Chair. Speakers are encouraged to keep their comments under two (2) minutes, and those giving reports are urged to keep their reports to three (3) or five (5) minutes or less, including Q&A, and depending on your Item section allotment. Please silence all electronic devices in physical location if you need to answer a call please step outside.
Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.
Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an
item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Vice Chair Kalei Wilbur called the meeting to order at 6:37 p.m. Quorum WAS ESTABLISHED with 7 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) [0:02:28]: Firefighter Leggett provided the monthly statistics for January 2024 and power outage preparedness safety tips.

4. COMMUNITY CONCERNS [0:06:12]
Recreational Marijuana Concern [0:06:25]: Resident Austin Salcedo asked HPD if there is a device that can test if someone is driving under the influence of marijuana.
Ticketing Houseless [0:08:27]: Member Newman asked HPD about the purpose behind ticketing houseless individuals who live on the beach.
Roadway into Waianae [0:09:54]: Resident James Manaku asked if there is any intention to have another road opened to service travelers in and out of Waianae.
Policy Concerns [0:11:39]: Resident Nani Peterson shared her concern regarding the various policies that are being enforced that do not help in supporting residents.
Event Organizing Concerns [0:17:47]: A resident asked about the process to organize events similar to what other community organizations do.
Mt. Kaʻala Potential Future Development [0:20:52]: Raquel Achiu (VC of North Shore Neighborhood Board) shared her concern with a new developer who received a Conditional Use Permit for a ski lift gondola and a zip line that will travel down the mountain and back to a café. Although it is on the opposite side of the mountain, she wanted to let residents know of the potential for it to happen in Waiʻanae as well.
Kauhale Concern [0:25:30]: Resident Austin Salcedo shared his concern regarding the new Kauhale facility that has opened behind Waiʻanae Intermediate School. He also mentioned the resolution that was created and adopted by the Nānākuli-Māʻili Neighborhood Board states there should be no Kauhale facilities in the Senate District 22.
Mākaha Time Trial [0:31:20]: Ben Williams, the race director for the time trial, shared the race will be taking place over the upcoming weekend. He reminded residents that all Waiʻanae residents are able to participate for free.
ʻŌlelo Hawaiʻi Importance [0:32:40]: Resident Nani Peterson shared the importance of knowing and understanding the native language so the misuse of words does not happen.
Waiʻanae Valley Development [0:34:06]: Resident Michael Eli shared about the constant development and desecration taking place in Waiʻanae Valley. He shared the people who are developing did not go to the Neighborhood Board to give the community notice of the project.
Presentation Request for March 2025 Agenda [0:40:38]: Resident Harris Fuller Jr. requested to make a presentation at the March 2025 Regular Board Meeting about the flag of the Hawaiian Kingdom.
5. PRESENTATIONS [0:42:18]
Installation of New Sidewalks in Community [0:42:25]: Kaylan Bubeloff and Renee Espiau from the Department of Transportation Services gave a PowerPoint presentation regarding the installation of new sidewalks in various areas of the community. The Complete Streets project will help improve pedestrian safety and address the various safety concerns around the community’s roadways.

Award Presentation [1:11:15]: Representative Chris Muraoka and his office recognized the Westside Striking Boxing Club, the HR Boxing club, and the Waiʻanae High School Junior Varsity football team for their achievements entering into 2025. He had the option to recognize them at the State Capitol but he elected to do it in the community to remind residents and those outside of the community of the positives the community has to offer.

[1:22:10] Vice Chair Kalei Wilbur called the meeting back to order at 8:02 pm.
Special Use Permit – Lokahi Bible School [1:22:18]: Faculty of the Lokahi Bible School gave an oral presentation about what their program is and why they are needing to move from Nānākuli to Waiʻanae. They shared the importance to have a Hawaiian Emergent school in the community because the only one that services children kindergarten through 6th grade is in town and some families are unable to accommodate that for their child.

[1:52:20] Newman MOVED and Wahilani SECONDED to support the special use permit for Lokahi Bible School. Following discussion, a roll call vote was conducted and PASSED with a vote count of 7-0-0 (Aye: T. Wilbur, Endo, Newman, Jordan, Wahilani, Landford, K. Wilbur; Nay: None; Abstain: None).
Watershed Management Plan [1:55:22]: Lala Nuss and staff from the Board of Water Supply shared a PowerPoint presentation on the Waiʻanae Watershed Management Plan. The goal of the management plan is to provide a balance between the preservation, restoration, and management of Oʻahu’s watersheds; and sustainable ground water and surface water use and development to serve present and future users. The project consists of 5 chapters and its chapter has its own timeline to complete before the next chapter of the plan can begin.

Consideration of New Regular Board Meeting Location [2:12:16]: Board members discussed different potential locations for the Regular Board meeting while the District Park undergoes construction. Following discussion, Jordan MOVED and Wahilani SECONDED to utilize the Waianae Satellite City Hall meeting space for March and April 2025 while a potential new location is found. Vice Chair K. Wilbur offered a friendly amendment to only meet there in March 2025 while a potential new location is found. A voice vote was conducted and PASSED with a vote count of 7-0-0 (Aye: T. Wilbur, Endo, Newman, Jordan, Wahilani, Landford, K. Wilbur; Nay: None; Abstain: None).
