Honolulu Fire Department (HFD) – [0:01:51]: Captain Tory Tamayose reported the following.
August 2024 Statistics: There was one (1) structure fire, six (6) wildland/brush fires, nine (9) nuisance fires, three (3) cooking fires, 11 activated alarms (no fire), 224 medical emergencies, two (2) motor vehicle collissions with pedestrian, and 10 motor vehicle crashes/collisions. Captain Tamayose reminded the public of the Move Over for Emergency Vehicles Law. A copy of the report can be found at: HFD September 2024 Report. Questions, comments, and concerns followed – [0:03:49]. Question raised regarding the causes of the nuisance/rubbish fires.

Honolulu Police Department (HPD) – [0:04:35]: Lieutenant Keoni Hong reported the following statistics.
August 2024 Statistics: There were 11 motor vehicle thefts, three (3) burglaries, 36 thefts, 17 unauthorized entries to motor vehicle (UEMV), and 2,257 calls for services. For more detailed breakdown of statistics, visit www.honolulupd.org. Lieutenant Hong reminded the public that whenever you get into a vehicle, make sure to use your seatbelts and make sure your children are buckled in too. A copy of the report can be found at: HPD September 2024 Report. Lieutenant Hong provided detailed information regarding car break-ins or UEMVs.

US Army 599th Transportation – [0:07:20]: Colonel Corinne McClellan reported the training advisory which can be found at: U.S. Army Training Advisory. Colonel McClellan announced that the Joint Pacific Multinational Readiness Center (JPMRC) exercises will start on Monday, October 7, 2024 through Wednesday, October 16, 2024. Additional information of the JPMRC can be found at: JPMRC Training Information and JPMRC Special Note. To report concerns related to noise or training, can be found at: U.S. Army Noise Complaint Resources & Reporting. Colonel McClellan also announced the U. S. Army Garrison Hawaii (USAG) is having a hiring fair on Tuesday, October 8, 2024 at the Leilehua High School from 8:30 a.m. to 2:00 p.m. and it is open to the public. RESIDENT AND COMMUNITY CONCERNS – [0:11:22]:
Christmas Parade – [0:11:37]: Ferreira announced that the Village Park Association will be holding their Christmas Parade on Sunday, December 15, 2024.
Kūlia Academy – [0:12:18]: Karen Awana provided information about the Kūlia Academy – Public Charter School which opened in July 2024. The campus is in Kalihi. The Academy currently have 100 sixth graders enrolled. The Academy is focused on AI and data science curriculum. Applications are now being accepted for next school year. More information can be found at: Kūlia Academy Flyer. A question was raised regarding admission requirements.
PRESENTATION – [0:15:23]:
Queenʻs Health Systems – Kāhi Mōhala – [0:15:35]: Dr. Sondra Lecqui Brandon informed the public that on Tuesday, October 8, 2024, Kahi Mohala will become Queen’s Kahi Mohala. Dr. Lecqui Brandon noted that Queens is acquiring the 88-bed facility to provide behavioral health care which is currently serving children and adolescents for residential care. Dr. Lecqui Brandon further noted that acute care services will be transferred to Queen’s Punchbowl campus.

Mayor Rick Blangiardi’s Representative – [0:17:51]: There was no representative present. Councilmember Matt Weyer – [0:19:35]: Kelly Anaya provided the report, which can be found at: Councilmember Matt Weyer September 2024 Report. Anaya highlighted Waikele Elementary School Annual Career & College Fair, hurricane emergency procedures, and Bill 46 (2024) which would impose a tax on homes that remain vacant for more than six months of the year and seeks to discourage real estate speculation land banking while simultaneously encouraging the use of vacant properties to address Oʻahuʻs housing needs.

Councilmember Augie Tulba – [0:21:58]: Councilmember Tulba provided his report, which can be found at: Councilmember Augie Tulba September 2024 Report. Councilmember Tulba reported that he and his staff held an e-bike round table to education the community about e-bike laws and ways to be safe on the road at August Ahrens Elementary School on Tuesday, September 10, 2024. Councilmember Tulba announced that his office is hosting a Beautification Day to clear up brush and trash next to Waipahu Elementary School on Saturday, October 5, 2024 from 10:00 a.m. to 12:00 p.m. The Councilmember also announced that the Department of Parks and Recreation (DPR) will open Hans L’Orange Park on Sunday, September 29, 2024. Councilmember Tulba will be holding a park beautification at and around Hans L’Orange Park on Saturday, October 18, 2024. Councilmember Tulba also announced that Waipahu High School will be holding their Homecoming Parade on Friday, October 18, 2024 from 3:15 p.m. to 4:15 p.m.

Councilmember Val Okimoto – [0:26:19] – Aaron Wilson provided the report, which can be found at: Councilmember Val Okimoto September 2024 Report. Wilson reported that a Resolution was passed regarding e-bikes that is going to be sent to the State Legislature asking them to strengthen and clarify the laws e-bikes and e-motorcycles. Wilson announced that Bill 41 which enhances the current City animal outreach programs passed the second reading. Wilson reported that Bill 39, which removes the affidavit requirements when applying for building permits, has been sent to the Mayor.

Governor Josh Green’s Representative – [0:27:55]: Chavonnie Ramos provided the report which can be found at: Governor Green’s September 2024 Newsletter. Ramos responded to an inquiry regarding mental health resources. A copy of the list of resources can be found at: Hawaiʻi Mental Health & Trauma Support Resources. Ramos highlighted on the one-year anniversary of the Maui wildfires, Hawaiʻi receiving over $149 million in federal funding under the Broadband Equity Access and Employment Program, and the Hawaiʻi State Energy Office’s new interactive web page.

• Ongoing Issues in Community: Member Andrade raised her concerns regarding the ongoing racing in Village Park and Royal Kunia. She also shared her concerns regarding the firework usage despite efforts to stop the problem.
• Better Block Hawaii Update: Abby Sitz provided an update on the Oahu Quick Build Safety Project that was presented to the Board during the January 2024 meeting.

PRESENTATIONS [0:24:55]
Update on the Mahi Solar Project [0:25:00]: Wren Wescoatt provided a PowerPoint presentation on the current status of the Mahi Solar Project. This project is set to be in Kunia and will be the largest renewable energy project in the State with Hawaiian Electric Company (HECO) endorsing the project to continue after being halted during the pandemic. Mahi Solar will also integrate agricultural practices, planting various crops both underneath and between the solar panels. After the project is completed in 2027 and connected to the grid, the solar farm will service 40,000 homes.

Waipiʻo Point Access Road Multimodal & Safety Improvement Project Update [0:42:15]: Dean Sakamoto from SHADE Institute provided a PowerPoint presentation on the current status of their safety improvement project. This is a Complete Streets project and will install various assets to better serve the residents in the area. There will be an installed car loading zone, school bus loading zone, a 10-foot-wide multimodal pathway, additional parallel parking stalls, and a linear bioswale. SHADE is trying to better service the high school and Aloha Clubhouse residents to provide them convenience with their respective areas. Construction is set to begin in the first quarter of 2025 and take a year to complete.
