I. CALL TO ORDER [0:00:00]: Chair pro tem Leialoha Tumbaga called the meeting to order at 7:01 p.m. Quorum was NOT established with 4 members present. (Note: This 9-member Board requires 5 members to establish quorum and to take official Board action.) Board members must be in-person or have video access.
Board Members Present: Leialoha Tumbaga, Michael Gatti, Alan Kumalae, Simeon Rojas, Ikaika Hussey (arrived at 7:11 p.m.); and Chester Koga (arrived at 7:08 p.m.).
Board Members Absent: Ethan Dayton, Randy Franklin, and Hernando Tan.
Guests: Lieutenant Creighton Hatico (Honolulu Police Department); Iris Oda (Board of Water Supply); Lynn Robinson (Councilmember Dos Santos-Tam’s Representative); Lynette Kumalae, Chris Lualemaga, Ronald Higa, Christine Mahelona Carole Kaʻapu, James Soong, Dana Yap, Rodel Talbano (Residents and Guests); Lindon Valenciano (Neighborhood Commission Office). II. CITY MONTHLY REPORTS [0:01:23]
Honolulu Fire Department (HFD) [0:01:23]: No representative was present. A report was submitted.
• June 2024 Statistics: There were 2 activated alarms, 61 medical calls, and 1 motor vehicle crash/collision.
• Fire Safety Tip: Heat safety tips were provided.
Honolulu Police Department (HPD) [0:01:45]: Lieutenant Hatico reported the following.
• June 2024 Statistics: There were 2 burglaries, 4 motor vehicle thefts, 7 thefts, 1 theft from a vehicle, 2 robberies, 1 aggravated assault, 1 sex assault, 2 assaults, and 528 total calls for service.
• Safety Tip: Public safety tips and theft from persons were provided.
Board of Water Supply (BWS) [0:05:30]: Iris Oda reported the following.
• Report: There was one water main break in June 2024.
• Announcements: The Annual Unthirsty Plant Sale is on Saturday, August 3, 2024.
[0:08:15] Agenda Item III ELECTION OF OFFICERS AND BOARD BUSINESS was conducted later in the meeting due to lack of quorum.
IV. RESIDENTS’ AND COMMUNITY CONCERNS [0:08:24]
Illegal Car Shop [0:08:52]: Resident Rodel Talbano reported an illegal car shop at 2308 Kalihi St in a residential area. There are concerns for health and safety as fumes travel to neighboring properties.
Hussey arrived at 7:11 p.m., 5 members present. QUORUM WAS ESTABLISHED.
Rose Street Fire [0:12:05]: Resident Dana Yap inquired about the fire that occurred near Rose Street that occurred Tuesday, July 9, 2024.
Kalihi Annual Christmas Parade [0:12:33]: Resident Dana Yap announced they will be holding the Kalihi Annual Christmas Parade on Friday, November 29, 2024 with more information to follow.
Koga arrived at 7:15 p.m., 6 members present.
Kids Playing at the Stream [0:14:05]: Kumalae reported their neighbor saw kids playing at the stream near Kaʻewai Elementary School and built a fire. Kumalae went to check and they were no longer there but the fire was still smoldering so he put it out. Concerns raised that they were using construction trash from Kaʻewai Elementary School and may have accessed the stream from there.
Storm Drain [0:16:07]: Resident Christine reported there was a main break last year that clogged the storm drain fronting her house, now it gets clogged constantly and floods the area. Robinson from Councilmember Dos Santos-Tam noted they will look into who is responsible for the storm drain.

• Vice Chair [0:23:41]: [0:24:05] Gatti nominated Rojas. Rojas nominated Hussey; Hussey declined. Hearing no other nominations, the Board conducted a roll call vote. Rojas was elected as Vice Chair; 6-0-0 (ROJAS: Gatti, Hussey, Koga, Kumalae, Rojas, Tumbaga; Nay: None, Abstain: None.) [0:24:50]

[0:34:24] Hussey MOVED and Rojas SECONDED the Motion they retain meeting on the 2nd Wednesday at 7:00 p.m. both in-person and remote, with the location to be determined. The Motion was ADOPTED; 6-0-0 (Aye: Gatti, Hussey, Koga, Kumalae, Rojas, Tumbaga; Nay: None, Abstain: None.) [0:36:42]
Determination of Recess Schedule – Up to three (3) per year [0:36:56]: [0:37:17] Kumalae MOVED and Hussey SECONDED the Motion to retain the recess schedule during December and May. The Motion was ADOPTED; 6-0-0 (Aye: Gatti, Hussey, Koga, Kumalae, Rojas, Tumbaga; Nay: None, Abstain: None.) [0:38:02]
Adoption of Oral Testimony Rules [0:38:05]: Discussion followed.
