I. CALL TO ORDER [0:00:00]: Chair Leialoha Tumbaga called the meeting to order at 7:00 p.m. Quorum was NOT established with four members present. (Note: This nine-member Board requires five members to establish quorum and to take official Board action.) Board members must be in-person or have video access.
Board Members Present: Leialoha Tumbaga, Alan Kumalae, Randy Franklin, Hernando Tan, Ikaika Hussey (arrived at 7:05 p.m.); and Simeon Rojas (arrived at 7:08 p.m.).

Honolulu Fire Department (HFD) [0:01:30]: Acting Captain Harris reported the following.
• May 2024 Statistics: There were two nuisance fires, one activated alarm, 72 medical calls, one motor vehicle collision with a pedestrian, and two motor vehicle crash/collisions.
• Fire Safety Tip: Hurricane preparedness tips were provided.

Honolulu Police Department (HPD) [0:05:45]: Lieutenant Hatico reported the following.
• May 2024 Statistics: There were two burglaries, one motor vehicle theft, four thefts, two thefts from vehicles, one robbery, two aggravated assaults, four assaults, and 557 total calls for service.
• Safety Tip: Avoid scam calls asking for money.
Rojas arrived at 7:08 p.m., six members present.
Board of Water Supply (BWS) [0:08:45]: Iris Oda reported the following.
• Report: There was one water main break in May 2024.
• Announcements: The annual water quality report will be delivered by Monday, July 1, 2024.

V. CITY ELECTED OFFICIALS [0:25:54]
Mayor Rick Blangiardi’s Representative [0:26:25]: NA Johnson reported the following.
• Newsletter: https://www.oneoahu.org/newsletter.
• Speeding – Hala & Makuahine: From Tuesday, April 23 to Wednesday, May 1, 2024, Corporal Robert Del Rosario of District 5 operated a speed laser to monitor speeding along Hala Drive and Mākuahine Street. During the operations, no speeding violations were observed.
• HPD Parking: Currently, the parking lot is shared with the Department of Parks and Recreation employees, teachers from the nearby Ka’ewai Elementary School, the Honolulu Police Department (HPD), and the rest of the community. Unfortunately, HPD is unable to store its vehicles at another location.
• Commercial Parking: Commercial vehicle parking is covered in the Revised Ordinances of Honolulu, Chapter 15-16.6.
• Hala Drive Traffic Study: The Department of Transportation Services (DTS) will be conducting an investigation, which may require research, site inspections, and an analysis of the traffic history. DTS will apprise the board of the status of their findings when the investigation is completed.
Councilmember Tyler Dos Santos-Tam [0:35:00]: Lynn Robinson reported the following.
• Community Cleanup: Mahalo to the board members who participated in the recent community cleanup.
• Sidewalk Improvements: DTS’ Complete Streets will look at sidewalk improvements on Kalihi Street, between Monte Street and Nalanieha Street.
• Speed Bumps: The speed bumps on Bernice Street will be installed in June 2024.
• Tree Trimming: The large tree at Kalihi Uka Park is scheduled for trimming.
• Flashing Speed Radar Sign: A reminder was sent to DTS for the replacement of the broken sign.

Governor Josh Green’s Representative [0:59:34]: Chair Tumbaga reported the following.

• Kalihi Valley Homes: On June 10, 2024, Governor Green approved an allotment of $4.4 million in general obligation bond funds for roof replacements, interior renovations, utility replacements, and other improvements and repairs at Kalihi Valley Homes.
• No Right on Red: According to the Department of Transportation, the Red-Light Safety Camera systems are set only to record red-light violations straight through the intersection. It is not capturing violations of right turns on red per the terms of the pilot.

Discussion and approval of Communications Committee: Chair Tumbaga asked for volunteers for the Chair of the Communications Committee. Discussion followed. Kumalae nominated Franklin as Communications Committee Chair. Franklin declined the nomination, giving the opportunity to members who are not present. This item will be taken at the July 2024 regular meeting.
Transportation Committee [1:12:00]: No report.

Approval of Regular Meeting Minutes: Wednesday, April 10, 2024.

Chair’s Report: Chair Tumbaga inquired if the board would like to hold a candidate forum in July 2024. Discussion followed. Chair Tumbaga appointed resident Christine Mahelona as the candidate moderator.
