I. CALL TO ORDER [0:00:00]: Chair Leialoha Tumbaga called the meeting to order at 7:01 p.m. Quorum was established with 8 members present. (Note: This 9-member Board requires 5 members to establish quorum and to take official Board action.) Board members must be in-person or have video access.
Board Members Present: Leialoha Tumbaga, Michael Gatti, Alan Kumalae, Simeon Rojas, Ikaika Hussey, Chester Koga, Randy Franklin, Hernando Tan, and Chris Lualemaga (appointed at this meeting).
Board Members Absent: None.
Guests: Lieutenant Creighton Hatico (Honolulu Police Department); Iris Oda (Board of Water Supply); Lynn Robinson (Councilmember Dos Santos-Tam’s Representative); Lynette Kumalae, Chris Lualemaga, Ronald Higa, Christine Mahelona, James Soong, Dana Yap, Rodel Talbano (Residents and Guests); Lindon Valenciano (Neighborhood Commission Office). Note: Name was not included if not legible on the guest attendance sheet. There were 26 total participants.
II. CITY MONTHLY REPORTS [0:04:50]
Honolulu Fire Department (HFD) [0:04:51]: Captain Nolan Nip reported the following.
• July 2024 Statistics: There were 2 activated alarms, 80 medical calls, 1 motor vehicle crash/collision involving a pedestrian, and one mountain rescue.
• Fire Safety Tip: Back to school fire safety tips were provided.
Honolulu Police Department (HPD) [0:05:40]: Lieutenant Hatico reported the following.
• July 2024 Statistics: There were 2 assults, 2 armed thefts, 1 burglary, 1 robbery, 1 sex assault, 9 thefts, 4 thefts from vehicles, and 653 total calls for service.
• Safety Tip: Pedestrian safety tips were provided.

Board of Water Supply (BWS) [0:16:30]: Iris Oda reported the following.
• Report: There were no water main breaks in July 2024.

III. FILLING OF VACANCIES [0:27:05]: There was one At-Large Vacancy. Chris Lualemaga was nominated by Randy Franklin, James Soong was nominated by Ikaika Hussey. The nominees provided a brief introduction.
[0:27:40] Chris Lualemaga was elected to fill the At-Large Vacancy by roll call vote; 6-2-0 (Lualemaga: Franklin, Kumalae, Rojas, Tan, Gatti, Tumbaga. Soong: Hussey, Koga. ABSTAIN: None.) [0:36:00]
Lualemaga was officially sworn-in at 7:38 p.m., nine members present.
IV. CITY ELECTED OFFICIALS [0:38:40]
Mayor Rick Blangiardi’s Representative [0:38:48]: Bandmaster Clarke Bright provided the newsletter and highlighted the following: treatment options for homeless populations, Rembering Honolulu Lifeguard Tamayo Perry, new Honolulu Ocean Safety Department Director, new trash cans in Waikiki, Restoration work concludes on the Mahatma Gandhi statue, and follow-up concerns from last meeting.

Charter School [0:54:22]: Karen Awana, Director, Kulia Academy, presented the new charter school which opened on July 27. The School is located at the old St. John the Baptist School site, and is unique because students are prepaired for top-paying stem jobs.

Councilmember Tyler Dos Santos-Tam [1:01:23]: Lynn Robinson provided the newsletter and highlighted the following: collaboration with John Mizuno’s office for homeless outreach, illegal dumping issues, and follow-up concerns from last month’s meeting.

Governor Josh Green’s Representative [1:36:35]: Deputy Director Kristen Sakamoto provided the report and highlighted the following: one-year anniversary of the wildfires on Maui, and new temporary housing in Lahaina.

Approval of Regular Meeting Minutes: Wednesday, July 10, 2024 [2:04:45]: [2:04:54] Franklin MOVED and Hussey SECONDED the Motion to approve the Wednesday, July 10, 2024 Regular Meeting Minutes as corrected. The Motion was ADOPTED; 8-0-1 (AYE: Tumbaga, Gatti, Kumalae, Rojas, Hussey, Koga, Franklin, Lualemaga; NAY: None, ABSTAIN: Tan.)
Correction: Add Shirley Maeshiro to guest list.
IX. OTHER REPORTS [2:06:05]:
Chair’s Report [2:06:05]: Chair Tumbaga thanked the public for attending the meeting, and requested committees increase activity.
X. ANNOUNCEMENTS [2:06:50]
• Next Meeting: The next Kalihi Valley Neighborhood Board No.16 regular meeting is scheduled for Wednesday, September 11, 2024 at 7:00 p.m. at a location to be determined and virtually via Webex.
• Broadcast Meetings: Neighborhood Board meetings aired on Olelo Channel 49 on the fourth Saturday of the month at 6:00 p.m., and the first and third Sunday of the month at 9:00 a.m.
• Community Garden: Rojas commented on working with the mayor to create a community garden in Kalihi Valley.
• Family Fitness Fair: Hussey announced a family fitness fair on Friday, August 16, 2024 from 9:00 a.m. to 1:00 p.m. at the Honolulu Central Seventh-day Adventist Church.
• Christmas Parade: Resident Dana Yap announced the Christmas Parade date will be on Black Friday.
