As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.

Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis. Please silence all electronic devices.

Chair Ybanez called the Kalihi-Pālama Neighborhood Board No. 15 meeting to order at 7:00 p.m. Quorum was established with 7 members present when announcing agenda items that needed board member votes (Board members were required to have video capabilities on to establish quorum). Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:00:28]: Firefighter C. Smith reported the following.
July 2024 Statistics: There were five (5) structure fires, three (3) wildland/brush fire, 9 nuisance fires, 11 activated alarms (no fire), 210 medical emergencies, one (1) motor vehicle collision with pedestrian, 13 motor vehicle crashes/collisions, and three (3) hazardous materials incidents. Honolulu Police Department (HPD) District 1 – [0:04:57]: Lieutenant Arnold Sagucio reported July 2024 crime statistics, which can be found at https://www.honolulupd.org/. Lieutenant Sagucio announced that Badges and Buckets will be on the first weekend of September 2024. All proceeds will be donated to the Honolulu Special Olympics. Lieutenant Sagucio provided traffic and pedestrian safety tips.
July 2024 Statistics: There was one (1) burglary, two (2) thefts, three (3) Unauthorized Entries into Motor Vehicles (UEMV), one (1) assault, one (1) sex assault, three (3) drug offenses, and 318 calls for service.

Honolulu Police Department (HPD) District 5 – [0:08:20]: Lieutenant Yamashita reiterated that the Badges and Buckets will be on Friday, September 6, 2024 to Sunday, September 8, 2024 at various Walmart locations and shopping centers. Lieutenant Yamashita reported July 2024 crime statistics, which may be found at https://www.honolulupd.org/.
July 2024 Statistics: There were 13 aggravated assaults, 19 motor vehicle thefts, five (5) burglaries, 12 simple assaults, 36 thefts, 14 Unauthorized Entries into Motor Vehicles (UEMV), and 2,896 calls for service. Lieutenant Yamashita provided detailed information regarding the aggravated assault and burglary cases. Lieutenant Yamashita provided road rage safety tips.

Board of Water Supply (BWS) – [0:12:40]: Iris Oda reported one (1) main break at 1154 Gulick Avenue on Tuesday, July 30, 2024. Oda announced that the BWS is participating in the water access and affordability survey. Oda encouraged the public to fill out the questionnaire which can be found at: https://drive.google.com/file/d/1qQgiWkrLu2rIH5fEdmnJlD6tW5OEp1cl/view?usp=drive_link. Honolulu Authority for Rapid Transit (HART) – [0:18:18]: Marissa Gonzales reported that HART announced the award of a major contract for design and construction of the next segment of the rail project to Tutor Perini Corporation, a Los Angeles-based company. Gonzales noted that the next segment includes six (6) new rail stations and approximately three (3) miles of elevated guideway from east of the Middle Street Transit Center to the Civic Center Station near Halekauwila Street and South Street. Construction is expected to begin in later half of 2025 and the completion of this segment is projected for 2030. Gonzales stated that the third rail that powers the trains has been energized to the airport section and segment two. [0:34:18] Templo nominated Alyn Vasquez-Dela Cerna for Treasurer and seconded by Ybanez. Approval of Minutes: Wednesday, July 17, 2024 – [0:34:48]: Templo noted the misspelling of Member Pohano’s last name. Vasquez-Dela Cerna MOVED and Templo SECONDED to accept the Minutes as corrected. Hearing no other corrections and objections, the Minutes were adopted as amended.
Resolution Recommending Indoor Mask Use – [0:35:37]: Presenter was not present. Deferred to the next meeting.

Resolution Urging the State and City to Take Proactive Steps to Combat Illegal Gambling – [0:35:45]: Presenter was not present. Deferred to the next meeting.

PRESENTATIONS – [0:36:16]
Redevelopment of Kaʻahamanu Homes – [0:36:21]: Moe Mohanna and Emily Davids presented the plans for the redevelopment of Kaahumanu Homes. The existing public housing property is 7.4 acres, zoned A-1 (TOD-Kalihi & Kapalama), 152 existing public housing units in 19 buildings built in 1958 will be converted to more affordable with private and public partnership, so it will be no longer public housing. The project will include approximately 1,550 affordable and workforce housing units (studios, 1- to 3-bedroom units) in six (6) buildings, community retail and services, indoor and outdoor amenity spaces, generous park, open space, and TOD urban design concepts and multi-modal. Four (4) out of the six (6) towers would be offered to 30% to 60% of the average median income, one (1) tower will be designated as “missing middle” or workforce tower (80%-100%), and an affordable and market-for-sale components. The project will be built in six phases in which the anticipated Phase 1 construction start in 2027 and completion of Phase 1 in 2029.

RESIDENTS AND COMMUNITY CONCERNS – [1:16:44]
1. Kulia Academy – [1:16:53]: Karen Awana provided information regarding Kulia Academy located at 2340 Omilo Lane (St. John’s Church). Awana noted that the first 100 6th graders started in July 2024. The Academy is a new tuition-free public charter school which is bringing AI and Data Science education to middle schoolers. The Academy is continually recruiting for next year’s 100 6th graders.
2. Protect Animal Welfare – [1:20:10]: Angela Young discussed the new publication that focused on protecting animals. Request a copy of the publication by emailing willusavealife@gmail.com.
3. Christmas Parade – [1:24:16]: Dana Yap announced the next Kalihi Business Association Christmas Parade will be on Friday, November 29, 2024. Yap invited the Kalihi-Palama Neighborhood Board to participate in the parade.
4. Safety Concerns – [1:25:03]: Ryan Yoshimoto of Salvation Army reported an uptick in criminal activities in and around the Salvation Army Kauluwela Corps on 296 N. Vineyard Boulevard. Yoshimoto reported vandalism, property damage, several break ins, and attacks on staff. Yoshimoto is reaching to the public for assistance by calling HPD when you see suspicious activities around the building. The Corps provide several enrichment programs and food pantry which service about 300 people in the neighborhood. The Corps suspended several youths’ evening programs due to safety concerns.

U.S. ARMY GARRISON HAWAII MILITARY REPORT – [1:42:08]
Selena Gentkowski provided the August 2024 training advisories which can be found at: https://drive.google.com/file/d/1OaMQ1GujWXD0AH95ohowvoAvYWpr4TeN/view?usp=drive_link. Gentkowski announced that the Joint Pacific Multinational Readiness Center (JPMRC) training exercises is scheduled from late September 2024 to mid-October 2024. Gentkowski noted that there will be about 1,000 participants from several countries. Gentkowski also noted that there will be an increase in traffic and noise in the training areas.

Deputy Courtney highlighted the City’s efforts to add new treatment options for Oahu’s chronically homeless population, remembering Honolulu lifeguard Tamayo Perry, new adding director of the Honolulu Ocean Safety Department was sworn in, and HFD Response Mapping which can be found at http://www.responsemapping.com. More information can be found at: https://www8.honolulu.gov/mayor/newsletter/. Deputy Courtney provided responses to concerns raised at previous meeting and was available for questions.

1. ENV Representative – [1:37:16]: Member Cullen requested a representative from the Environmental Services Department to attend the next meeting to respond to questions regarding sewer charges.
2. Honolulu 311 Requests – [1:37:27]: Member Cullen asked about status from DFM on two (2) Honolulu 311 report she made. 1) Mokauea Street-property on sidewalk needs to be cleared; 2) Auiki Street-property on sidewalk needs to be cleared.
3. HPD Patrol Request – [1:39:32]: Chair Ybanez request HPD perform checks at night due to repeated vandalism and break-ins at Salvation Army, 296 N. Vineyard Boulevard, Honolulu, HI 96817. 4. Damaged Sidewalks – [1:40:57]: Member Guerrero asked about damaged sidewalk/road at Likelike Elementary teachers’ driveway on Palama Street. Guerrero noted that his wheelchair is having a tough time getting over the sidewalk.

Hayashida highlighted the Committee on Planning and Economy meeting focused on the Primary Urban Center Development Plan, updates on community concerns, the We Are Kalihi event on Saturday, August 24, 2024 from 10:00 a.m. to 2:00 p.m. at the Kapālama Elementary School, HPDʻs school traffic monitors positions, and the Honolulu Charter Commission.

Robinson highlighted the Bill to allow 20 miles per hour (MPH) speed limit zones, Resolution 24-148 which would reevaluate what types of apartment projects can be built in existing apartment zones, and HPD monitoring the speeding on Gulick Avenue from School Street to the freeway. Faige responded to concerns raise at the previous meeting regarding feral chickens at Puuhale School. Senator Donna Mercado Kim – [1:59:10]: Kathy Nii noted that the community report was distributed to the Board the previous week.

Senator Wakai announced that Sand Island Park will be shut down in the evenings starting Friday, August 23, 2024. Senator Wakai noted that the Legislature appropriated $5 million to replace picnic shelters and construction of a new pavilion at Sand Island Park and $2.75 billion to redo the baseball field at Puuhale Elementary School.

Governor Josh Green’s Representative – [2:08:25]: Dre Kalili provided the report which can be found at: https://governor.hawaii.gov/wp-content/uploads/2024/08/Ke-Ala-Hou-Newsletter-August-2024-FINAL-2.pdf. Kalili highlighted updates on Bill signings, the one-year anniversary of the Lahaina wildfires and the efforts to help house the survivors from the fires. Kalili responded to concerns raised last month regarding homeless individuals feeding cats on Kanakanui Street between Puuhale Elementary School fence line and Nimitz Highway, feral chickens, and trespassing and loitering on school grounds.

Education – [2:20:55]: Co-Chair Daga reported that she had extended the invitation to all the Principals of the schools in the district to attend next meeting.
