CALL TO ORDER [0:00:30]: Chair Wesley Fong called the Liliha/Puʻunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with ten (10) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board Members Present: Wesley Fong, Ronald Higa, Carole Kaapu, Zhoydell Magaoay, Chance Naauao-Ota, Cora Yamamoto, Donald Nitta, Darren Cantrill, Wallyn Christian, and Henry Pang.

Board of Water Supply (BWS) – [0:20:35]: Iris Oda provided the report and highlighted the following: provided a BWS hand out to follow-up on last month’s question on rate increases from a 5-year period; provided a hand-out for the Oahu Household Questionnaire; BWS is asking Oahu residents to participate in the questionnaire to help BWS create program that could help Oahu households have more affordable and consistent access to water; the questionnaire will take 5 to 10 minutes to complete and all personal information collected will not be shared or disclosed.

OahuMPO Citizen Advisory Committee (CAC) Report – [0:40:30]: Member Yamamoto provided the report and shared the committee did not meet this month and postponed their meeting to September due to no public notice printed of the meeting; encouraged residents to take the Oahu Regional Transportation Plan (ORTP) 2050 Survey; the ORTP survey will serve as a guide to how residents would like to get around Oahu in 2050; the survey will take 15 minutes to complete and will be open from Thursday, August 1, 2024 through Saturday, August 31, 2024; those who complete the survey will be entered in a drawing to win a $150 Visa gift card.

Monster Home Status for 1604 Hanai Loop – [0:51:15]: Chair Fong requested a status update on this residential address.

Intersection Hala Drive and Kapalama Avenue – [0:51:45]: Chair Fong requested if the City Department of Transportation of Services can look into an investigation of this intersection to allow traffic to flow better on both sides of Hala Drive. There are reports from residents that there is always a back-up of traffic at this busy intersection.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [0:52:53]: Lisa Leonardo provided the report and highlighted the following: will provide updates at the next meeting on Judd Street crosswalk and the Nu’uanu safety issues from the residents of 15 Craigside Retirement Community; on Wednesday, August 7, 2024, Honolulu Police Department and Department of Planning and Permitting executed a raid on an illegal game room on Liliha Street; there were numerous raids given out at the raid; the City continues their efforts to go after the landlords of the illegal game rooms because of all the negative impacts the game rooms bring into communities; the City adopted Resolution 24-143 regarding establishing a task force on gambling rooms; it is expected on Tuesday, October 8, 2024 City Council will meet again to discuss recommendations on how to better improve enforcement and prevent the spread of more game rooms; the City Council is aiming to pass Bill 44 relating to traffic safety by the end of the year to improve driver and pedestrian safety; reminder that CM Dos Santos-Tam is still accepting input till Thursday, August 15, 2024 on what parks in the area that residents would like to allow dogs on leash; CM Dos Santos-Tam newsletter for August 2024.
