1. CALL TO ORDER – [0:00:08]: Chair Kathleen Lee called the Ala Moana-Kakaʻako Neighborhood Board No. 11 meeting to order at 6:01 p.m. Quorum was established with 6 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.
Board Members Present: Kathleen Lee, Emma Davis, Lynn Mariano, Rodney Chang, Lori Farinas, Dale Vanderbrink, and Caroline Faringer (7:00p.m.).

2.2 Honolulu Police Department – [0:04:38]: Lieutenant Arnold Sagucio and Sergeant Aaron Ostachuk provided the December 2024 monthly statistics. Lieutenant Sagucio provided information about a case from Ala Moana Beach Park, and announced his promotion to Captain.

3.1 Empty Homes Tax Resolution Updates – [0:19:46]:– Ross Isokane, Empty Homes Tax Coalition & NB13 – Chinatown Member, presented information on the purpose of an Empty Homes Tax, and it’s progress through City Council, and the current status of postponed into 2025 pending a consultant’s report.

3.2 The Keiki Street Festival at Our Kakaʻako – [0:23:51]: Summer Caster Event Manager, Our Kakaʻako / Olomana Loomis ISC / Narrative Hawai’i presented information for the Keiki Street Festival on Saturday, March 22, 2025.

4.2 Action Committee Report – Emma Davis, Action Committee Chair – [0:39:46]: Davis provided a recap of the Special
Meeting held in December. Discussion followed.
4.3 Discussion on Continuation of Action Committee Meetings for 2025 – [0:51:10]: Chair Lee described attendance at the
typical Action Committee Meeting. Discussion followed.
4.4 Attendance at other meetings – [0:53:15]: Chair Lee commented on Jeanne Rice’s ongoing discussion regarding Pickleball courts.
4.5 Board Recess Dates in 2025 – [0:53:45]: Chair Lee mentioned that in July 2025, the board will decide on a recess in
either November or December 2025.
4.6 Discussion on Condo/Property Insurance – [0:54:35]: Mariano opened discussion on condo/property insurance in relation to hurricanes. Discussion followed.
Faringer arrived at 7:00 p.m., seven members present.
5. SUBDISTRICT REPORTS – [1:14:15]
5.1 Subdistrict 1 Report – [1:14:16]: Chair Lee raised concerns regarding a nearby business’ closure resulted in their windows being vandalized with graffiti, and how it occurres commonly.
Subdistrict 3 Report – [1:15:38]: Chang announced that the re-occurring dead tree issue has been resolved.
6. RESIDENTS’ AND COMMUNITY CONCERNS – [1:16:11]: There were no concerns raised at this time.
7. AGENCY REPORTS – [1:16:25]
7.1 Hawaii Community Development Authority (HCDA) – [2:16:30]: There was no representative present.
7.2 Honolulu Authority for Rapid [Transportation] (HART) – [1:16:43]: Maribell Pabalan of HART’s Public Information Department introduced Patrick Watson, and provided an update on the utility relocation progress. Patrick Watson provided brief updates and suggested subscribing to the weekly e-blast.
