Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

• October 2024 Statistics: There were 14 motor vehicle thefts, 4 burglaries, 14 unauthorized entry into motor vehicle (UEMV) offenses, 7 assaults, 1 sex assault, 0 graffiti cases, 0 drug-related offenses, and 2,088 calls for service. For more information, go to https://www.honolulupd.org/.

Filling of 2 Vacant Seats in Subdistrict 1 (Tantalus, Mott-Smith, Heulu) and 1 Vacant Seat in Subdistrict 2 (Kinaʻu, Lower Makiki, Kewalo) – [0:31:11]: Resident Kimberley Gallant introduced herself, expressed interest in the board, but she declined to fill a vacant seat. There were no nominations, so the seat remains vacant. Residents interested in filling a vacant board seat must bring current proof of residency to the board meeting or contact Neighborhood Assistant Curtis Hayashi (curtis.hayashi@honolulu.gov) to verify residency in advance.

Approval of Regular Meeting Minutes: Thursday, October 17, 2024 – [0:34:32]: Vice Chair John Steelquist requested that his remarks about homeless concerns at 0:06:25 of the October 2024 meeting be added to the written summary. The written summary was ADOPTED AS AMENDED; 11–0–0 (Aye: Carson, Char, Granger, Kawano, Lakalaka-Manupuna, Nakamoto, Peck, Salassa, Steelquist; Nay: None; Abstain: None) – [0:20:55].

City Presentation: Sewer Service Charge Increase Proposal – [0:35:55]: Department of Environmental Services (ENV) Deputy Director Michael O’Keefe presented in person about the sewer service charge increase proposal. A copy of the flyer was shared at the meeting and online via Google Drive. ENV collects, treats, disposes and recovers the resources in 100 million gallons of wastewater generated by residents and visitors on Oʻahu every day. Sewer fees have been unchanged since 2016 and the proposal is to increase sewer fees annually over a 10-year period, the fee structure will change to 50:50, fixed:volumetric, and $10 million per year will be dedicated to a new low-income customer assistance program. ENV stated that additional revenue is now required for wastewater operations and maintenance (O&M) and the Capital Improvement Program (CIP). ENV’s CIP will cost $10.1 billion between 2025 and 2040. The largest CIP project is the final phase of the 2010 consent decree, the Sand Island Wastewater Treatment Plant upgrade, to be completed by 2035 at a cost of $1.8 billion. The CIP includes many other projects to repair and upgrade facilities to meet regulatory requirements and to continue preparing critical infrastructure for climate change/sea level rise. Nice Neighborhood Committee Report – [1:30:46]: Nice Neighborhood Committee (NNC) Chair Harris Nakamoto provided the report and highlighted the committee’s work to address issues at the Makiki laundromat and 1011 Palm Drive racing/speeding concerns. The next NNC meeting is scheduled on Monday, November 25, 2024 at 2:00 p.m. online via Webex and in-person location at 1314 Victoria Street community access.

i. Discussion on Fire Hydrant Inventory – [1:31:22]: There was a committee discussion with the Board of Water Supply and Honolulu Fire Department. There was no board discussion on the fire hydrant inventory.
ii. Discussion on Punchbowl Perimeter Project – [1:31:58]: 666 Prospect Street illegal dumping concerns, homeless encampments, and fire hazards in the neighborhood were discussed. Creating a “Punchbowl Perimeter Project” is ongoing and Nakamoto will communicate with the Nu‘uanu Neighborhood Board.
iii. Discussion on Resilience Hubs – [1:34:30]: On Kinaʻu Street, residents developed a partnership with the Honolulu Museum of Art to designate the museum as a “Community Resilience Hub.” With the large number of condominiums in the Makiki-Tantalus area, the idea of the “Resilience Hub” was primarily for displaced residents in the case of an emergency. Nakamoto introduced Dr. Miku Lenentine who focuses on identifying “Community Resilience Hubs” across Oʻahu and supporting community resilience efforts islandwide. Dr. Lenentine provided a report, shared a Hub Learning Community document (https://drive.google.com/file/d/1d9vzQ1YCLNqXLexwe8z1KOV5X673Lu2R/view?usp=sharing), and discussion followed. Discussion and Motion to Support Speed Bumps on Akala Lane and Palm Drive – [1:46:03]: Resident Nancy Depicolzuane reiterated concerns from October 2024 about street racers racing on South King Street (from Piikoi Street to Keeaumoku Street) and they gather at the Tipsy Pig Bar & Grill on Saturday nights. She also requested speed humps on Akala Lane and Palm Drive (located between South King Street and Young Street). HPD responded to her concerns. [1:49:13] – Nakamoto MOVED and Lee SECONDED a motion to support speed bumps on Akala Lane and Palm Drive, which was ADOPTED; 12–0–0 (Aye: Carson, Char, Granger, Kawano, Lakalaka-Manupuna, Lee, Mitchell, Nakamoto, Peck, Ross, Salassa, Steelquist; Nay: None; Abstain: None) – [1:54:22].

Discussion and Motion to Coordinate Efforts on Little Fire Ants – [1:55:20]: Salassa led the discussion on little fire ants and he was asked by the Hawaiʻi Ant Lab (https://littlefireants.com/) to conduct little fire ant bait application for 10 properties in his neighborhood. Discussion and Motion to Address Traffic Concerns Nearby Chick-fil-A Makiki at 1056 South Beretania Street – [1:59:10]: Residents Deb Uemura and Lindsay Chambers raised parking and traffic concerns about the Chick-fil-A Makiki next to the Queen Victoria Condominium. Kevin F. from Chick-fil-A Makiki responded to their concerns and the board will carryover this agenda item to the January 2025 meeting. There was no motion.
