Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

Honolulu Police Department (HPD) – [0:02:32]: Lieutenant Sagucio provided the report and highlighted the following:
• September 2024 Statistics: There were 25 motor vehicle thefts, 7 burglaries, 34 thefts, 33 unauthorized entry into motor vehicle (UEMV) offenses, 11 assaults, 1 sex assault, 0 graffiti cases, 2 drug-related offenses, and 2,441 calls for service. For more information, go to https://www.honolulupd.org/.
• Secure Your Keys, Mopeds, and Vehicles: Due to the increase in auto thefts in the area, HPD District 1 (Central Honolulu) has reallocated some police personnel to address this issue. HPS suggests people to utilize heavy duty chains and u-locks because mopeds account for auto thefts.
• Encampment Cleanups: HPD District 1 will conduct encampment cleanups in the near future with regards to streams and bridge areas. The timeframe for these cleanups is not solidified and Lieutenant Sagucio will provide updates about these cleanups.
• Safety Tip: Halloween is on Thursday, October 31, 2024. Carefully check candies and treats for tampering. HPD has a procedure in place for officers to handle each case and determine the origin of the tampered food.

V. STATE OF HAWAIʻI ELECTED OFFICIAL REPORTS – [0:47:35]

Governor Josh Green’s Representative – [0:47:38]: Russell Pang provided the report and thanked the Nice Neighborhood Committee for giving an update on efforts to clear the Department of Hawaiian Home Lands (DHHL) land in the Punchbowl area. John Mizuno, Governor Green’s Coordinator on Homelessness, is interested in attending a Makiki Neighborhood Board meeting and Mizuno is working on his availability. Mizuno met with the Nice Neighborhood Committee. The Hawaiʻi Department of Transportation (HDOT) is getting ready to expand a program to work with community volunteer groups, including neighborhood boards, to clean up graffiti on state highway facilities, bridges, and overpasses. HDOT will provide paint and supplies, and more details will be provided in November 2024. Missing Person Alert – [1:04:35]: Chair Char shared information about a missing 16-year old female Meela Kobashigawa (https://mcch.hawaii.gov/child/missing-children-meela-kobashigawa/). Meela is a female with thin build and light complexion. She has scars on arm and piercings on lobe and septum. She may be seen in the areas of Makiki, Waikiki, Chinatown and Honolulu on the island of Oʻahu. If seen, please contact 911 or (808) 529-3111.

Hilton Hawaiian Village Labor Strike – [1:05:44]: Sherry Howser, an employee at the Hilton Hawaiian Village, shared that Hilton employees are on day 24 of their labor strike. The property is no longer owned by Hilton. Park Hotels & Resorts owns the property. Howser asked residents to not cross the picket line.

Racing and Speeding Concerns on South King Street – [1:08:02]: Resident Nancy Depicolzuane raised concerns about street racers racing on South King Street (from Piikoi Street to Keeaumoku Street) and they gather at the Tipsy Pig Bar & Grill on Saturday nights. She also requested speed humps on Akala Lane and Palm Drive (located between South King Street and Young Street). Member Klink added supporting remarks and offered to help the resident.
