With no board officers present, Chair Pro-Tem Robotti (the longest-serving member of Neighborhood Board No. 8) called the meeting to order at 6:35 p.m. Note: This 13-member Board requires 7 members to establish quorum and to take official Board action.

Honolulu Police Department (HPD) District 1 – [0:04:29]: Lieutenant Sagucio provided the report and highlighted the following:
• August 2024 Statistics: There were 2 motor vehicle thefts, 0 burglaries, 11 thefts, 2 unauthorized entry into motor vehicle (UEMV), 0 assaults, 3 drug-related offenses, 3 robberies, and 422 calls for service. For more information, go to https://www.honolulupd.org/.
• September 2024 Events: Aloha Parade Festival on Saturday, September 28, 2024 starts at 6:00 a.m. (expect road and lane closures) and HPD will host its Badges and Buckets event to support Special Olympics Hawai‘i.
• Safety Tip: Community members should secure loose items in their truck bed and secure items well to roof racks.

HPD District 7 – [0:12:14]: Lieutenant Nishimura provided the report and highlighted:
• August 2024 Statistics: There were 12 motor vehicle thefts, 3 burglaries, 16 thefts, 16 UEMVs, and 6,553 calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Flash Flood Preparedness – A Flood Watch is issued when flooding is possible. A Flood Warning is issued when flooding is happening or will happen soon. As neither candidate received a quorum of votes, this item was deferred to the next meeting; 3-4-0 (Robotti: Delvalle, Galdeira, and Robotti; Lee: Katchuck, Kim, Lee, and Quadri; Abstain: None) – [0:27:20].

Election of Officers – Secretary – [0:29:42]: No nominees; deferred to next meeting.

Election of Officers – Treasurer – [0:30:16]: [0:30:22] – Quadri self-nominated for Treasurer. Hearing no other nominations, a roll call vote was conducted. Muhammad Anwar Quadri was elected Treasurer; 7-0-0 (Quadri: Delvalle, Galdeira, Katchuck, Kim, Lee, Quadri, and Robotti; Abstain: None) – [0:31:30].

As the only board officer present, Treasurer Quadri assumed the responsibilities of the presiding officer from Chair Pro-Tem Robotti – [0:32:40].

Determination of Recess Schedule – [0:33:44]: [0:34:34] – Lee MOVED and Galdeira SECONDED to recess on Thursday, January 2, 2025. Hearing no discussion or objections, the motion WAS ADOPTED; 7-0-0 (Aye: Delvalle, Galdeira, Katchuck, Kim, Lee, Quadri, and Robotti; Nay: None; Abstain: None) – [0:35:48].

Filling of 2 Vacant Board At-Large Seats – [0:36:24]: [0:43:53] – Delvalle nominated Eréndira Aldana to fill a vacant seat. [0:44:05] – Robotti nominated Edward Huls to fill a vacant seat. Hearing no other nominations, the first roll call vote was conducted for Aldana. Eréndira Aldana was appointed to the Board; 7-0-0 (Aldana: Delvalle, Galdeira, Katchuck, Kim, Lee, Quadri, and Robotti; Abstain: None) – [0:44:59]. The second roll call vote was conducted for Huls. Edward Huls was appointed to the Board; 7-0-0 (Huls: Delvalle, Galdeira, Katchuck, Kim, Lee, Quadri, and Robotti; Abstain: None) – [0:45:48]. There are now 9 members present.

Treasurer Quadri called a brief recess at 7:15 p.m. for Aldana and Huls to recite the Oath of Office.

Resolution Urging Legislature to Adopt Good-Government Reforms – [0:47:41]: Kim introduced the resolution asking the legislature to pass amendments to House and Senate Rules, pass statutory amendments related to campaign finance, and put a constitutional amendment question on the ballot to allow voters to vote on term limits for legislators.

Several members did not receive the resolution before the meeting, so it was deferred to the next meeting.

McCully Street Bridge Rehabilitation Project – [0:54:46]: Ollie Lau (SSFM International) shared information about an upcoming project to retrofit the metal supports that hold up the 16-inch water main along the McCully Street Bridge. There will be no impact to the water supply. Bicyclists, drivers, pedestrians, and users of the Ala Wai Canal will be subject to minimal impacts, which the contractor will communicate in advance. Construction is anticipated to start in November 2025 and is estimated to last 8 months. During construction, all best management practices will be followed to prevent any environmental issues.

Kapahulu-Mo’ili’ili Annual Christmas Parade – [1:09:40]: Lyn Liu of the Kapahulu-Mo’ili’ili Lions Club provided the parade information. The parade starts on Thursday, December 12, 2024 at 6:30 p.m. The event is expected to have 250 marchers & 5-8 vehicles. It will start at Kuhio Elementary School, go from King Street to Beretania Street, and end at Isenberg Street fronting the Old Stadium Park. General Discussion and Updates on Homelessness – John Mizuno, Governor’s Coordinator on Homelessness – [1:13:26]: John Mizuno provided the report on Governor Green’s statewide “Kauhale Initiative” and response to homelessness across the State of Hawaii. Kauhale (group of houses) is a new approach to offering housing for neighbors who have experienced persistent homelessness. As a community-centered model, various forms of kauhale can provide previously houseless people an opportunity to thrive in a community they can call home. The State opened a “Kauhale Village” on Middle Street in Kalihi where residents receive health care, housing, and support services.

Vice Chair Salas joined the meeting at 7:55 p.m.; 10 members present. As the highest-ranking officer present, Vice Chair Salas assumed the responsibilities of the presiding officer from Treasurer Quadri.

Board of Water Supply (BWS) – [1:44:05]: Jimmy Yanos reported one main break in the area from August 2024 and shared a flyer for the BWS “Imagine a Day Without Water” event on Saturday, September 28, 2024 from 10:00 a.m. to 2:00 p.m. at Kapolei Regional Park. This event is free of charge and open to the public featuring more than 15 City, State, and community organization booths with interactive activities, xeriscape plant craft, rain barrel workshops, and succulent mini workshop. Food, dessert, and snacks will be available for purchase.

Homelessness – [2:22:30]: Lee shared information about churches involved with homelessness and asked Board members if they are interested in touring the City’s Waikīkī Vista affordable housing property.

Ala Wai Bridge Project (Ala Pono) – [2:23:10]: Resident Laura Ruby asked the Board to pass a resolution in support of an Environmental Impact Statement (EIS) for the Ala Wai Bridge Project that nearby Neighborhood Boards passed.

Stream Cleaning – [2:25:20]: Resident Ikaika Olds asked the Board to support a resolution requesting the City to clean and maintain streams and waterways.

Stream Cleaning and Excessive Nightlife Noise – [2:27:05]: Resident Betsy Kawamura reiterated Olds’ call for the City to clean streams, including the stream nearby Kalākaua Avenue and South King Street. She also complained about excessive noise from establishments near Kalākaua Avenue and Makaloa Street.

Kulia Academy – [2:30:00]: Director of Advancement Karen Awana shared updates about the public charter school in Kalihi that has students from McCully-Mōʻiliʻili. Visit https://kuliaacademy.org/ for more info.
