
ENV's Division of Wastewater Engineering and Construction
The mission of the Division of Wastewater Engineering and Construction (WEC) is to protect the health, safety, and environment of the City and County of Honolulu by executing wastewater Capital Improvements Projects (CIP).
WEC Vision Statement: WEC believes passionately in the power of innovation to best manage wastewater for a sustainable Hawaii and world.
WEC plans, designs, and manages the construction of wastewater projects around the Island of Oahu, including at wastewater treatment plants, pump stations, force mains, and gravity sewers. WEC works closely with project stakeholders, including other ENV Divisions, to construct projects that are successful from an engineering, operating, environmental, and regulatory standpoint.
At WEC, responsibilities include managing private engineering consultant and construction management contracts, as well as administering the construction contracts and performing in-house inspections. Projects begin with project planning. WEC conducts investigative studies and data collection, performs field visits, and prepares engineering reports and alternatives analysis. Later phases of the project include preparing and processing permits and environmental clearances, coordinating with stakeholders, developing plans, specifications, and construction cost estimates. Finally, WEC oversees the project as it moves through the bidding, construction, and post-construction phases.
By constructing CIP projects, WEC helps protect the health, safety, and environment of the City and County of Honolulu and its future.
